REPORT OF THE WORLD ORGANIZATION FOR ANIMAL HEALTH (OIE)
ON ITS CAPACITY BUILDING ACTIVITIES

The following communication, received on 22 June 2011, is being circulated at the request of the OIE.

1.  The OIE is pleased to provide this report on its SPS-related capacity building activities to the fifty-first meeting of the WTO SPS Committee.

I.  The OIE PVS Pathway

2.  The OIE PVS Pathway is a global programme for the sustainable improvement of a country's Veterinary Services' compliance with OIE standards, particularly on the quality of Veterinary Services. This is an important foundation for improving animal and public health and enhancing compliance with SPS standards, at the national, regional and international level. It should be remembered that the activities of the Veterinary Services are a global public good and are consequently eligible for appropriate national, regional or international public funding support.

3.  Since 2006, the OIE has progressively developed the PVS Pathway, which includes the initial country PVS Evaluation, PVS Gap Analysis and PVS Pathway follow-up missions as first steps and integrating them into a comprehensive, staged approach providing targeted support for the systematic strengthening of Veterinary Services.

4.  Ongoing improvement in 2010 of the OIE-PVS Tool for the Evaluation of Performance of Veterinary Services included the introduction of new critical competencies on animal welfare and in the field of management. The OIE is currently extending the PVS Pathway, with appropriate modification, to national Aquatic Animal Health Services. The 2010 editions of the OIE-PVS Tool (5th edition), the Manual of the PVS Assessor, the PVS Gap Analysis Tool, and of the PVS Gap Analysis Experts' Manual (volumes I and II) were also developed and published in 2010.

5.  In addition to carrying out PVS Gap Analysis missions and associated steps, at the request of OIE Members, the OIE provides support in the preparation of country strategic plans and the conduct of round tables with donors for the preparation of investment programmes, in cooperation with the FAO, donors, including the World Bank, and requesting countries. Support for the organization of donor round tables is due to commence in 2011.

6.  As part of the PVS Pathway, the OIE provides support for the modernization of country veterinary legislation using the OIE Guidelines on veterinary legislation. Some work on veterinary legislation has also been undertaken at the regional level, with the goal of promoting harmonization and facilitating safe trade in animals and animal products at the regional level.

7.  The current state of play of PVS Evaluation missions, PVS Gap Analysis missions and PVS Legislation missions is summarised in Annexes 1, 2 and 3, respectively.

II.  Other capacity building activities

8.  Capacity building activities, including regional workshops for policy makers, national delegates to the OIE (representatives appointed by Government) and national OIE focal points (contact persons for relations with the OIE) are carried out in the following fields: (i) animal health information systems; (ii) animal production food safety; (iii) veterinary medicinal and biological products; (iv) aquatic animal diseases; (v) animal welfare; (vi) wildlife; (vii) communication; and (viii) laboratories.

9.  These activities are mainly focused on the rights and obligations of member countries in accordance with the WTO-SPS Agreement, public-private partnerships and alliances with the private sector (farmers, veterinarians, industry), and also aim to raise awareness of the OIE's global animal welfare standards.

10.  The OIE laboratory twinning programme has been adopted as a method for improving laboratory capacity and expertise in developing and in-transition countries. This programme creates opportunities for developing and in-transition countries to develop scientifically competent laboratory diagnostic methods, to progress towards meeting the international standards of the OIE, and in certain cases to become an OIE reference laboratory. This activity contributes to the strengthening of the national veterinary scientific community, which is a cornerstone for the preparation of standards.

11.  The successful approach to twinning of laboratories is being used as the basis for similar programmes with application to veterinary education establishments and veterinary statutory bodies (the organization responsible for the quality of practice of the veterinary profession).

12.  The OIE, as a founding member of the WTO Standards and Trade Development Facility (STDF), collaborates closely with the STDF and other partner organizations in seminars for member countries, with the objective of raising awareness and training participants on SPS measures and other matters relevant to the WTO SPS Agreement.

13.  In addition, the OIE convenes and participates in a large number of international meetings, seminars, conferences and workshops on subjects relevant to the WTO SPS Agreement.
