report of the portfolio holder for learning: on the rossmore project

1.PURPOSE

1.1To approve the recommendation from Cabinet.

  1. DECISIONS REQUIRED

(i)To allocate full responsibility for the management of this project, within the resources outlined in the report to the Learning Overview Group to the Policy Director (Education);

(ii)The Policy Director (Education) to report monthly to the Portfolio Holder on progress of the project;

(iii)To approve the transfer of up to £431,000 to the Rossmore Project from the Education Asset Management Plan (AMP) Budget, to ensure that the project meets educational needs.

3.BACKGROUND/INFORMATION

3.1Cabinet at its meeting on 10th February 2004 UNANIMOUSLY recommended to Council approval of the recommendations detailed in the “Decision Required” section at 2 above.

3.2Cabinet considered the report to the Learning Overview Group at its meeting on the 28th January 2004, a copy of which is enclosed, for Members’ information.

3.3Members noted the cost of the extension had increased as a result of:-

The decision to create school

The conditions imposed by the Planning Committee at planning approval stage

The delays caused by the changes to the design of the building and the change of Architects undertaking the project.

ON THE ROSSMORE PROJECT

  1. PURPOSE OF THE REPORT

To consider the recommendations of the Learning Overview Group from its meeting on 28th January 2004 and receive an updated position on total project costs.

2.1To allocate full responsibility for the management of this project, within the resources outlined in this report, to the Policy Director for Education.

2.2The Policy Director to report monthly to the Portfolio Holder on progress of the project

2.3To approve the transfer of up to £431,000 to the Rossmore Project from the Education Asset Management Plan (AMP) Budget, to ensure that the project meets educational needs.

  1. BACKGROUND/INFORMATION

3.1Attached is the report considered by the Learning and Overview Group at its meeting on 28th January 2004. The Hamworthy Project and the proposed admission arrangements to the new Combined School to replace Trinidad First and Alderney Middle Schools have been deleted from the original report because they are not subject to a recommendation to Cabinet at this stage.

3.2At the Learning and Overview Group the Policy Director (Education) withdrew Paragraph 3.4 of the attached report. He updated the report by stating that the cost of the extension had increased by up to £500,000 as a result of:

a)the decision to create a single school;

b)the conditions imposed by the Planning Committee on the planning approval; and

c)the delays caused by changes made by the Planning Committee and change of architects.

3.3However, following negotiations by the Officers with the Contractors the additional amount required to fund the current estimated final cost is now forecast at £478,000.

4.0Budget Changes

4.1On the 10th June 2003 Cabinet approved a Budget for the project of £3,669,000.

4.2It is intended to fund the additional £478,000 from the 04/05 Education Asset Management Plan capital allocation (£431,000) and from Rossmore Community College devolved capital (£47,000)

4.3The 2004/05 Education Asset Management Plan budget is £2.76m which has yet to be fully allocated. The Head of School Advice and Support has advised that this will not impact on the priority work planned for this funding.

THE ROSSMORE PROJECT

  1. PURPOSE

1.1The purpose of this report is to:

  • Provide an update on the progress of the Rossmore Project.
  1. DECISION

2.1For Members to:

  • Note the progress with the project to date.
  • Support the request for Cabinet to increase the project budgets.
  1. The Rossmore Project

3.1The Rossmore Project has now made significant progress. The contractor has been on site at Alderney Middle School carrying out works to the existing school buildings and is now “setting up site” at Rossmore Community College to start work on the new Technology Block and Community Learning Centre.

3.2Planned completion dates are:

  • The new Combined School – August 2004
  • The Technology Block – October 2004
  • The Community Learning Centre – November 2004

3.3The Rossmore Project is using the “Partnering” procurement method. This procurement method is intended to capitalise on the knowledge of the construction industry to enable construction to take place in a cost efficient manner.

3.4The “partnering team” have been working to balance the client needs with the funding available to produce the final construction scheme. This has been a difficult progress and the construction cost estimates currently exceed the budget by approximately £200,000. A lot of the additional costs relate to planning and transport requirements and compromises necessary to afford these within the project are likely to have an educational impact if they focus on the new Combined School.

This would be unacceptable.

3.5To ensure that sufficient funding is available to cover these needs, Members are asked to support an application to Cabinet to approve the transfer of up to £300,000 to the Rossmore Project Budget from the AMP Budget to ensure that the project meets educational needs.
