Report of the Meeting of Napoc at Arc

REPORT OF THE MEETING OF NAPOC AT ARC. FRANK MBANEFO’S OFFICE, 67, PARK AVENUE, G.R.A., ENUGU ON THURSDAY, AUGUST 19, 2004

Present at the meeting were Chief E.N. Olisah, Arc. Frank Mbanefo and attendant Mrs. Uche Ogbonnaya (Arc. Mbanefo’s Secretary).

The meeting started at 12.20 p.m.

The National President started by asking the Principal whether he has gone through all the correspondences between himself, Mr. Obaze of CKC-AAA and Mr. Olisah since July 2004, concerning the 2003/2004 NAPOC report sent to CKC-AAA for their Convention. The Principal said that he has not done so, because he has been away involved in meetings at Abeokuta, Ibadan and Lagos since that time. He said that he is equally due for another meeting in Kenya by Saturday, August 21, 2004. He also apologised for his inability respond to the National President’s queries on the NAPOC report sent to the CKC-AAA for the July 2004 Convention.

The National President then asked Mrs. Uche Ogbonnaya (his secretary) to read out the various e-mails between himself and the CKC-AAA so far on the 2003/2004 NAPOC report. When Mrs. Ogbonnaya has read these letters, the Principal reported as follows:-

A. The fund for the CKC-AAA Convention approvals in the year 2001 were actually remitted in 2002 and executed as follows:-

1. N1,000,000.00 for Initial Setting up of the School Computer Laboratory.

Report: This fund was not utilised immediately for the following reasons:

a). The decking slab over the accommodation meant to house the Computer Laboratory was leaking.

b). A Computer firm, DireqLearn Nigeria was attracted to the college for a simillar programme. The firm required the school to prepare the accommodation to its specification while it supplies the furniture, 21 sets of Computer, a server and VSAT Internet Connectivity.

So, he used N500,000.00 out of the N1 million sent by CKC-AAA to refurbish the decked building to house the computers, i.e, provision of doors, windows, plastering and painting of the walls etc. Later on, when the leaking continued, he now used the balance of N500,000.00, and also sourced money from other areas to purchase rods and other building materials to raise up the building to another level in order to protect the deck over the laboratory.

2. N1,000,000.00 for rehabilitating the school campus roads, landscapes and courts.

Report: This was used up as specified but could only do the tennis lawn and rehabilitation of part of the drains. The money was not enough for the repair of roads and landscaping.

N100,000.00 for the refurbishment of the school’s library.

Report: This amount was used in buying tables, chairs, ceiling fans and more fluorescent lamps for use in the Library as specified.

4. N100,000.00 for equipment for Blind Special Education Department.

Report: A fairly used Braille machine was bought at N70,000.00. The balance of N30,000.00 was used for purchasing Braille papers and later on, money from another source was added to that, to buy additional fairly used Braille machine for the College. (See Principal’s report of 2002).

5. N100,000.00 to service CKC-AAA Annual Motivational Award for the Tutors and Students.

Report: This exercise was not carried out in year 2002 because of schools strike in the state. This money was used for the 2003 motivational awards to:

i. Best Teacher - Mrs. D.A. Chukwura of Biological department and others received N50,000.00

ii. Best Students – Master Omelonye and others received N50,000.00. Their names are on the school’s honors board.

(See Principal report of 2002). The Principal apologised that as the school is on holidays, and he having just returned from an extensive tour a few days before this meeting, and taking off on another trip to Kenya tomorrow, it has not been possible for him to get the list of the awardees for this meeting. He however promised to do so when he returns as soon as possible.

B. Please note that the fund for the approved projects in Year 2002 Convention was actually remitted in December 30, 2003 and were used from 2004 as follows:-

1. N1,200,000.00 for the rehabilitation of the Schools Administrative Blocks "C" & "D".

Report: The execution of this project was delayed as a result of preparation for the commissioning of Peter Odili Hall. During the commissioning ceremony, the representative of Governor Odili on his behalf, pledged to rehabilitate Block ‘D’. So the NAPOC team now decided that since Gov. Odili has pledged to refurbish Block ‘D’ , that there is no need utilizing the CKC-AAA donation for the same block. On the other hand, the N1.2 million is not enough to rehabilitate Block ‘C’, so the money was left in the account pending further decisions of CKC-AAA. The Principal could not divert the money to another project without approval from CKC-AAA, which is still awaiting.

2. N600,000.00 for the completion of the Students’ toilet facilities.

Report: Actually, the sum of N890,000.00 was spent on this project due to inflation. The excess of N290,000.00 was taken from the fund meant for rehabilitation of Block "C" and "D". This leaves the balance in item 1 above at N910,00.00 (See NAPOC report of 2003/2004 earlier sent by Mr. Olisah). When the sum of N43,795.95, which represents total sum of Bank charges to date (i.e, C.O.T, VAT and TAX) is removed from this balance (N910,000.00), we now have N866,204.05, which is the balance in NAPOC account at present.

3. N100,000.00 to service CKC-AAA Annual Motivational Award for the "Best Tutor" and "Best Student" in 2003.

Report: This fund having been released in December 30, 2003, was used for the 2004 annual motivational award. This was done on July 29, 2004, after the CKC-AAA Convention, so the names of the recipients will be published in 2004/2005 NAPOC report. The Principal was at Lagos for a seminar during that period so he does not have the names of the recipients off hand and the school is on holidays since then.

4. N100,000.00 to establish the School Principal’s Contingency Fund (PCF).

Report: This fund was used to make up the money collected from other sources (NAPOC Account and PTA account), which was used for completion of the second floor slab in the new Admin. and Library Building (Block E) in order to protect the first and Ground floors housing the Computer Laboratory and part of the Admin.

C. Please note that the approvals during the CKC-AAA 2003 Convention has not been remitted to NAPOC as at date.

Preparation of the list of Rehabilitation Projects in the College is in progress, and will be sent to you as soon as possible.
