1. General

The fifth meeting of JCA on ICT&CC was held on 25 March 2011 as an e-meetingunder the Chairmanship of Mr. Ahmed Zeddam (Chairman) and Mr. Dave Faulkner (Co-Chairman). List of participants is provided in Annex A.

2. Agenda

Doc.42 provided a draft agenda. Based on this agenda, Doc.43 provided the items to be discussed.

3. Discussion topics for this meeting

3.1 Note to Japanese delegates

Sympathy was expressed to Japanese delegates forthemselves and for their families as they experience various hardships arising from the recent earthquake.

3.2 Introduction of Q23/5

Q23/5: “Using ICTs to enable countries to adapt to climate change”, which was created during the last SG5 meeting in November 2010, was introduced. It was indicated that (1) study of the relationships with broadcasting was necessary, (2) relationships with Q22/5 was under consideration, (3) the scope of this Question should not be limited to developing countries, and (4) if there is any problem in wording of this Question, it should be solved during the next SG5 meeting (27 April – 5 May 2011).

3.3 Introduction of Q22/5

Q22/5: “Setting up a low cost sustainable telecommunication infrastructure for rural communications in developing countries”, which was created during the last SG5 meeting in November 2010, was introduced. It was indicated that (1) originally proposed wording was modified in order to remove the parts which belong to ITU-R’s work and duplication with Q23/5 keeping the heart of the proposal, (2) ITU-R SG5, WP5D, which works on “Consideration of the needs of developing countries in the development and implementation of mobile radiocommunication technology”, should be added as an organization to coordinate with, (3) a Contribution for Q22/5 was already submitted (C214) by Sri Lanka, (4) TSB introduced Q22/5 at an interim meeting of ITU-D SG2, Q10-3/2, and (5) ITU-D SG2, Q10-3/2 will send a Liaison to ITU-T SG5 on this issue.

4. Futureactivities

The next SG5 meeting will be held from 27th April to 5th May in Geneva.

During this meeting Rapporteurs and Associates Rapporteurs for Q22/5 and Q23/5 will be appointed. Egypt has already confirmed its intention to act as associate Rapporteur for Q23/5 and India is interested by Q22/5 and will provide final response during SG5 meeting.

The nextJCA ICT&CC meeting will be held as a face-to-face meeting on 6 May 2011, 10:00-13:00 in Geneva. Remote participation will be provided.
