1.AGENDA ITEM 1: MEETING ORGANIZATIONAL ISSUES

1.1The Working Group Rapporteur, Andy Colón, was unavailable for the fist half of the first day of the meeting and the meeting was opened and chaired by Kelly Kitchens. The acting chairman welcomed the participants to the 10thmeeting of Working Group I of the ICAO Aeronautical Communications Panel (ACP).There was an announcement made by Vaughn Maiolla that he would be assuming the duties of the Working Group I Secretary.

1.2 The tenth meeting of Working Group I was held in Montreal, Canada from the26th of April to the 1stofMay 2009, at the ICAO Office in Montreal. WG-I is responsible for continuing the work assigned by ACP/1 for the development of the ICAO Aeronautical Telecommunication Network (ATN), to be based on Internet Protocol Suite (IPS) standards.

1.3 The meeting was attended by 05 experts and the Panel Secretary, Mr.V. Maiolla. The list of participants is in Appendix C of this report. Five working papers and four information paperswere presented at the meeting. The working papers are listed in Appendix B to this report. These papers are available on the ACP website (

2.AGENDA ITEM 2: APPROVAL OF THE AGENDA

2.1The draft agenda, as communicated by the Rapporteur to the memberswas modified to be more specific as to what would be reviewed from the information provided by EUROCAE, WG-67. It was determined based on advice from Liviu Popescu of Eurocontrol, that the group should focus on documents ED 137 and ED 138. The members agreed to the recommendation and the agenda was approved. The agenda is in Appendix A of this report.

2.2Review ofWG-I/09 Meeting Report, the previous meeting report was not reviewed because the group believed that the new term of reference for the development of voice over IP standards was a service that would be used on the defined ATN, IPS network.

3.AGENDA ITEM 3: Discuss Voice over IP Agenda

3.1A discussion on the VoIP agenda determined that the group would first review the presentation from Eurocontrol and then proceed to the other working papers. The meeting attendees agreed to this approach and the group proceeded with agenda item 3.2.

3.2Liviu Popescu gave a presentation of the WG-67 suite of documents. In addition, Mr Popescuprovided a schedule for the deployment of voice over IP services for EUROCONTROL, WP-2. There are three primary documents. The documents are ED-136, ED-137, and ED-138. The group decided that they would conduct a high-level review of the documents in order to determine which elements of the standards to include in Doc 9886. The group decided that some material is globally applicable and would be used to produce new sections of the technical manual and guidance material. Mr L. Popescu took the action to provide input to for the Technical Manual and Guidance Material. Mr N. Kanada will do the same for the Asia Region and Mr Colon took the action for the FAA. The details of the actions on the specific documents are listed in the following paragraphs

ED-138 Network Requirements and Performances for VoIP ATM Systems

3.3Mr N. Kanada of ENRI presented a paper on Doman Name Services (DNS), WP-4. The paper recommended the development of a DNS structure for the ATN. The members agreed that this was necessary but the management and operation of this infrastructure has yet to be defined. Mr Kanada took the action to elaborate on his recommendation for a DNS structure for the ATN and present a DNS structure recommendation at the next meeting. The group will assist Mr. Kanada.

3.3.1Mr T. Davis of Boeing was unable to attend the meeting but provided 4 information documents for review and comment.The meeting chair presented these papers to the working group. The WG-I Secretary will check the status of the application for the /20 IPv6 address request for airborne use only.

3.3.2Mr K. Kitchens and Mr. A. Colon presented a list of comments provided by AENA by Mr. M. Garcia Martin. An explanation was provided for why these comments were provided to WG-I. The reason was that some of the comments were not accepted by EUROCAE but that AENA thought the comment was still valid. While the group may have agreed with the comment, WG-I has no association with EUROCAE and it was the understanding of WG-I that the comment period was over for ED 138. The group recommends that AENA re-address the comments with EUROCAE.

3.3.3A Eurocontrol ATN, IPS Validation Report was presented by Eivan Cerasi via a teleconference, WP-5. The report depicted the validation environment and the testing performed to verify that the network services documented in Doc 9896 were consistent and operated as documented. There were no issues and the services worked as defined. The validation report will be added to 9896. This validation is intended for future applications and was not done to migrate existing CPDLC and CM applications to IPv6.

3.4 The group discussed inter-regional interoperability issues but it was determined that most services were regional and that inter-regional interoperability would be solved with memorandums of agreement or understanding. This issue will remain open for future discussion.

4.AGENDA ITEM 4: FUTURE WORK FOR NEXT MEETING

The future work plans, and recommendations are listed below.

Material to be developed for Manual for ATN using IPS Standards and Protocols Doc 9896, version 17:

  • Add VoIP Services to document and reference EUROCAE WG-67 documents by end of June
  • Draft version 17 comments due Sept 15
  • Consolidate Draft version 17 comments by Oct 15
  • IPv6 Address Request
  • DNS Structure Recommendation

5.AGENDA ITEM 5: COORDINATION WITH OTHER GROUPS
