Report Summary
The 1997 Special Project from Existing Festivals Grant recommendation is made in accordance with Council approved Policy C-211C.
Previous Council/Committee Action
· At the regular budget meeting of December 10, 1996, the 1997 Operating Budget (Program 404:Grants-in-Aid: Arts Council: Festivals) was approved at $845,000.
Report
· After all applications from new or emerging festivals were considered for Festival SEED Grants, applications were accepted from existing festivals for special projects with an emphasis on joint or collaborative initiatives.
· Three applications were received by the deadline of October 31, 1997.
· Funds available totalled $3,000.
· A Festival Peer Jury considered the three applications and made recommendations to the Edmonton Arts Council Board.
· The Edmonton Arts Council Board approved the attached recommendations at their November 12, 1997 meeting.
Justification of Recommendation
· The recommendations are in accordance with Policy C-211C.

Attachment title
The Festival Peer Jury recommends granting $3,000 to Fringe Theatre Adventures to undertake a special project with Edmonton International Street Performers Festival and the Works Visual Arts Festival. The project will build an outdoor refrigeration unit to be used by those 3 festivals as well as any other festival on a cost sharing basis.
The Festival Seed Grant Program is intended to fund new or emerging festivals. Applications from new or emerging festivals are accepted between January and August of each year. Funds that have been set aside and not awarded to new or emerging festivals may be used to fund special projects with an emphasis on joint or collaborative initiatives from existing festivals. Proposals are accepted in October of each year, pending the availability of funds.
Applications for special projects from existing festivals are assessed in accordance with the following criteria:
· Benefit to the event(s)/organizations, citizens of Edmonton
· Merit of the initiative.
In October 1997, three (3) applications were received:
· Cariwest Festival requested support to place a float in the Grey Cup Parade
· Edmonton Klondike Days requested support to hire a publicist for a new venture they are undertaking promoting the Winter Festival held during February in Churchill Square
· Fringe Theatre Adventures requested support to build an outdoor refrigeration unit that will be used, on a cost sharing basis, by many of the summer festivals including the Edmonton International Street Performers Festival, and the Works Visual Arts Festival.
The Jury discussed and evaluated each application according to the assessment factors in Policy C-211C. It was agreed that the funds would be allocated to one of the three projects and not split between them. It was recommended that the funds be granted to the Fringe Theatre Adventures Project because the project was collaborative with at least 2 other major summer festivals and had potential to benefit the entire festival community.
