REGULAR MEETING of the COMMON COUNCIL of the City of Cuba City, June 1, 2016.

Mayor Gile asked all present to join in reciting the Pledge of Allegiance.

Moved by Alderperson Kern and seconded by Alderperson Loeffelholz that the Common Council approve the consent agenda items: Approval of the minutes of the May 4, 2016 Regular Meetingof the Common Council; approval of notice of this meeting posted on the bulletin board at City Hall and e-mailed to the Tri-County Press on May 27, 2016, with Action Item X posted at City Hall and e-mailed to the Tri-County Press on May 31, 2016; and authorize payment of claims against the General Fund and Municipal Sewer Plant in the amount of $98,890.10. Motion carried: Ayes-7; Noes-0; Absent-1.

Committee Reports

Police Advisory Committee: Chairman Beinborn noted that Chief Terpstra has received Officer Kim Ready’s resignation. The committee will schedule a meeting shortly to discuss future plans. Park & Recreation Board: Board president Loeffelholz toured the Boy Scout building with building inspector Mike Reuter, DPW Morrissey and John Beinborn last week and initial contacts have been made with other organizationsthat may have buildings that could be used. Thanks to all who helped make the multi-use court dedication a success.

Department Reports

Chief Terpstra presented the police department’s monthly report. He noted that Officer Ready’s last day with the CCPD will be June 30th, 2016. Chief Terpstra expressed his thanks to Officer Ready for his service to the Cuba City community and wishes him success in his new opportunity with the Cross Plaines Police Department. On May 11th, the CCPD had joint training with the EMS and Fire Department. Chief Terpstra received a lot of positive feedback from the training and plans to continue them in the future. The CCPD also had training with the WI DNR on ATV violations and registrations. In preparation for Calvin Hughes’ retirement, Sgt. Investigator Lawrence and Officer Robbins attended training in LaCrosse on the department’s computer systems. These trainings were free and count toward the department’s annual training requirements. Over the past month, the CCPD had the privilege of fingerprinting the Cuba City and Dickeyville kindergarten students. The camera system donated by the Electric & Water Commission has been installed at Splinter Park. Chief Terpstra, Sgt. Investigator Lawrence, Calvin Hughes and Jeri Lyons attended the Law Enforcement memorial in Madison and it was a very powerful and positive experience.

Economic Development Director Jones presented his monthly report. There were about 20-25 people in attendance at the First Impressions Town Hall held last week. On July 27th, Cuba City will hostthe GrantCounty Economic Development Corporationwith a tour of GroAlliance at 5:00 and dinner to follow at Nick’s Café. The Community Garden is full. The DRA Grant which Jones submitted in hopes to receive funding for raised beds in the Garden was not approved. Jones is still working on the certification vs. verification of the property for sale in the Industrial Park. McCullough creative provided a quote of $1500 to hold an ideation meeting in regards to an interactive display in the Presidential Museum. McCullough also suggested the addition of 2 kiosks and one larger screen for presentations. The cost for these things would be in the$30-$40k range. Jones’ application for historical nomination of the Depot was declined due to the building’s loss of historical integrity. The Economic Development Loan fund balance is approximately 100k. Jones meets with EMS tomorrow to discuss possible expansion plans for the business. The first Community Market went very well with 32 vendors participating.

Fire Chief Tranel presented the department’s monthly report. The department received a $4,000.00 grant from the DRA, which is half the amount applied for. May calls included mutual aid for 2 accidents, 3 fires and a weather spotting call.

Public Hearing

Mayor Gile called to order the Public Hearing on Special Assessments for Curb & Gutter, Sidewalk, Water and Sewer Improvements at 7:20 p.m. It was noted that the public hearing notice was published in the Tri-County Press on 4/19/2016 and mailed to all affected property owners.

There were no questions or comments in regards to the Special Assessments.

Mayor Gile declared the public hearing closed at 7:21 p.m.

Moved by Alderperson Loeffelholz and seconded by Alderperson Bockhop that the Common Council approve the closing of Randolph Street between Clay and Webster Street for an Estate auction from 4:00 p.m. on Friday, June 3rd thru 6:00 p.m. on Saturday, June 4th as submitted by Tom Lewis. Motion carried: Ayes-7; Noes-0; Absent-1.

Moved by Alderperson Loeffelholz and seconded by Alderperson Hendrickson that the Common Council adopt Resolution No. 2016-04 – Final Resolution Authorizing Curb & Gutter, Sidewalk and Water and Sewer Installation Improvements and Levying Special Assessments Against Benefited Property. Motion carried: Ayes-7; Noes-0; Absent-1. A copy of the resolution is published separately in the Tri-County Press.

Moved by Alderperson Loeffelholz and seconded by Alderperson Hendrickson that the Common Council approve the application for temporary class “B” beer license as submitted by the Cuba City Fire Department for the Cuba City Truck and Tractor Pulls in Splinter Park from June 17-June 19, 2016. Motion carried: Ayes-7; Noes-0; Absent-1.

Moved by Alderperson Beinborn and seconded by Alderperson Van De Wiel that the Common Council approve the application for temporary class “B” beer license as submitted by the Cuba City Fire Department for the Fireman’s Dance in Legion Park on July 30, 2016. Motion carried: Ayes-7; Noes-0; Absent-1.

Moved by Alderperson Loeffelholz and seconded by Alderperson Hendrickson that the Common Council approve the extension of Splinter Park closing hours on June 17, 2016 until 1:00 a.m. on June 18, 2016 and on June 18, 2016 until 1:00 a.m. on June 19, 2016 for the Cuba City Truck and Tractor Pulls. Motion carried: Ayes-7; Noes-0; Absent-1.

Moved by Alderperson Bockhop and seconded by Alderperson Hendrickson that the Common Council approve the extension of Legion Park closing hours on July 30, 2016 until 1:00 a.m. on July 31, 2016 for the Fireman’s Dance. Motion carried: Ayes-7; Noes-0; Absent-1.

Moved by Alderperson Beinborn and seconded by Alderperson Hendrickson that the Common Council adopt Ordinance No. 2016-01 Fire Inspection Frequency – an ordinance to reduce the number of required fire inspections to one per year, with intervals between inspections not to exceed 15 months. Motion carried: Ayes-7; Noes-0; Absent-1.

Moved by Alderperson Hendrickson and seconded by Alderperson Loeffelholz that the Common Council adopt the 2015 Compliance Maintenance Annual Report resolution. Motion carried: Ayes-7; Noes-0; Absent-1.

Moved by Alderperson Bockhop and seconded by Alderperson Hendrickson that the Common Council adopt Resolution 2016-03 authorizing borrowing from WPPI Energy for the LED Ornamental Light Fixtures on Main Street. Ayes-7; Noes-0; Absent-1.

Moved by Alderperson Van De Wiel and seconded by Alderperson Bockhop that the Common Council approve expenditures from the recreation fund for concrete and footings for the stone plaque at the multi-use court. Motion carried: Ayes-7; Noes-0; Absent-1.

Moved by Alderperson Beinborn and seconded by Alderperson Hendrickson that the Common Council approve a Façade Improvement Program Grant in the amount of $5,000.00 to Gile Cheese. Motion carried: Ayes-7; Noes-0; Absent-1.
