REGULAR MEETING-MONDAY, MAY 14, 2012-MUNICIPAL BUILDING

The Regular meeting of the City of Buffalo City Common Council was called to order by Mayor Dan Wicka. Roll call: Seitz, Schuh, Lorenz, Mack. City Superintendent: Meier. Citizens: Matt Ward, Bill Berger of Oium Blacktop and Frank Kruckow of Dunn Blacktop. The meeting was held as noticed. Motion Lorenz, second Mack to approve minutes from April 16 Second Regular meeting, April 16 Re-organization meeting and April 26 Board of Appeals meeting. All yes, motion carried.

Health & Safety: Seitz said burning of large piles of wood or any refuse goes against City ordinance. Council discussed creating a house numbering ordinance. After much discussion the council agreed a numbering ordinance is not needed, but would like to urge residents to display their property address number on the sides of their homes so it is visible to emergency personnel. City will remind those applying for building permits that numbers should be put back up after any remodeling or residing. Discussion on Hutson Lane address that has the same numbering as the home next to it on Hillview Drive. The Buffalo County E911 System brought the conflicting address to the City’s attention. Consensus of the Council to leave the address as is.

Recreation: The C-BC Lions Club told Lorenz they would donate $2,500 for a new skating rink enclosure over the next two years. Lorenz looking into getting the remaining donations needed for the rink. Little League volunteers installed new sod on the big field. Sod was paid for by the Little League and the city workers and Little League volunteers helped deliver it.

Public Works: Sealed street bids were opened. Bids were received from Oium Blacktop for $83.89 per ton, Dunn Blacktop for $70.50 per ton and Scott Cold Mix for $57.89 per ton. The Scott bid did not meet the bid standards set by the City. Wicka will get loan amounts for the project. City has budgeted $57,000, with $7,000 of that coming from state aid. Looking at getting another $150,000 in loan to pay off over the next three years. Motion Seitz, second Mack to accept the bid of $70.50 per ton from Dunn Blacktop. Roll call vote. All yes, motion carried.

Finance: Cemetery CDs will be transferred to Waumandee State Bank this week with a one-year interest rate of 1.1%. The cemetery checking is very low due to a lack of income from burials and plot sales. Wicka informed the board that money will need to be borrowed from the City’s general account to pay cemetery bills in the near future. Wicka also said the City will need to look at possibly budgeting money for the cemetery when this year’s budget planning starts.

Cemetery: The Mausoleum was rented to a family for a service for $400 recently. City will look into offering this option on a regular basis. The Mausoleum needs some maintenance that will also be looked into.

Riverfront: Corps of Engineers standards require a certificate of electrical inspection be provided to the City for all riverfront lots with electric. City will start collecting these certification letters.

Building: Building Committee granted 2 permits. Board of Appeals approved Klopp permit.

Citizens: Dan Vanover suggested the City do a drive through looking for failing trees growing on the City right-of-way after a tree recently fell on a garage. Consensus of the Council to have Vanover and Meier look for trees that should be removed before they fall on properties. Ward approached the council about renting land from Barry Auer who currently leases field land from the City. Ward wanted to use the land to spread waste from his septic company. Council agreed that it was not a good idea.

Mayor: Fire cisterns have been pulled out by Duellman and the abandoned City wells have all been capped by Schaffners.

Clerk: June meeting will be held at 7:30 p.m. to accommodate board members with other commitments. Clerk will be gone July 8-13 for UW-Green Bay Clerk Institute. Superintendent Meier will take notes for the clerk at the July meeting. Discussion on soda licensing in the City. The City has required a soda license for many years, but the license is out dated and not required by the state. Motion Mack, second Lorenz to abolish soda licensing for the City of Buffalo City. All yes, motion carried.

Motion Mack, second Lorenz to pay bills. All yes, motion carried.

Motion Lorenz, second Mack to adjourn meeting. All yes, motion carried. Meeting was adjourned at 8:40 pm.
