REGULAR MEETING-MONDAY, DECEMBER 9, 2013-MUNICIPAL BUILDING

The Regular meeting of the City of Buffalo City Common Council was called to order by Mayor Dan Wicka at 7:00 p.m. Roll call: Brach Seitz, Lisa Schuh, Russ Lorenz, Kevin Mack and City Superintendent Stan Meier. Citizens: Larry and Claudia Brosnan, Greg Jencen. The meeting was held as noticed. Motion Mack, second Lorenz to approve minutes from the Nov. 11 Budget Hearing and Nov. 11 Council meeting. All yes, motion carried.

Finance: Motion Lorenz, second Mack to accept the 2013 mill rate of $20.42 per thousand up from $20.36 in 2012. All yes, motion carried.

Building: No permits were issued this month. City continues to be in litigation pertaining to the 1025 N. Front Street property. Mack will continue to review building permit updates and bring before the council in the future.

Recreation: Lorenz is getting the rink flooded and hopes to have it open Friday. Some staff from last year will return and will add one new staff member.

Cemetery: Wicka said a comparison of our cemetery rates and others in the area shows ours to be as high or higher than some. Feels the rates should remain the same for now.

Citizens: The Brosnans would like to keep one bee hive on their property. Current City Ordinance states no bees are allowed for commercial purposes or for producing honey. Council discussed the ordinance and reasoning behind it. Brosnan presented other City ordinances that allow bees with restrictions. Consensus of council to research the topic more and bring it to a future meeting.

Mayor: Wicka said after much consideration he has decided that he will not run for re-election in the spring.

Clerk: Motion Mack, second Lorenz to approve the sale cemetery plot 123 S ½ of S ½ to Susan Lietha. All yes, motion carried. Clerk reminder that all non-candidacy papers for current council that do not want to run are due by December 27.

Motion Mack, second Seitz to pay bills. All yes, motion carried.

Motion Seitz, second Lorenz to adjourn meeting. All yes, motion carried.
