II.Old Business

A.(120213-4)The Town of Houlton ordains that the Shoreland Zoning Ordinance Map be amended as follows:

Map 22 - Lots 11, 12, 13, 14 and 19 and Map 33-2 - Lot 57 be designated as Limited Commercial Districts instead of their original designation as Resource Protection Districts.

(Note: Map is available for review at the Town Office during normal business hours.)

III.New Business

A. (010214-1) Council approves execution of the Application for Special Permit for Catering Privileges Off Premises by Shiretown Health Club/Shiretown Motor Inn for February 8, 2014.

B.(010214-2) Council designates the Town Manager to be the appointed representative for the Maine Service Centers Coalition and designates Councilor Tortello as the Alternate.

C.(010214-3)The Town of Houlton ordains that taxes are due and payable when rendered and no later than October 15, 2014, and delinquent taxes shall bear interest at the rate of 7% per annum from and after October 15, 2014 until paid in full, such interest to be added to and become part of the taxes. (Note this is in accordance with MRSA 36, Sec. 505.4)

D.(010214-4)The Town of Houlton ordains that taxes in excess of the final assessment shall be repaid from the date of overpayment at 3% interest in accordance with MRSA 36, Sec. 506A.

V.Executive Session

A.Council enters into Executive Session with the Town Manager and Town Attorney for the purpose of discussing the legal rights and duties of the Town where premature disclosure would place the town at a disadvantage, in accordance with Title 1, Sec. 405C.

B.Council approves the Lease from the Town of Houlton, Lessee, to Westar Logistics, Inc., Lessor, at the Houlton International Airport contingent on Westar Logistics, Inc., acquiring the interest of AKTEM, Inc., in the property known as the Houlton International Hangar and authorizes the Town Manager to execute the documents necessary to grant the lease a copy of which is available at the Town Office.

II.Executive Session

A.Directors enter into Executive Session with the Town Manager and Town Attorney for the purpose of discussing the legal rights and duties of the Town where premature disclosure would place the town at a disadvantage, in accordance with Title 1, Sec. 405C.

B.Shiretown Development Corporation agrees to accept fifteen thousand dollars ($15,000) in full settlement of the Shiretown Development Corporation mortgage from AKTEM Inc., dated June 27, 2008 and recorded in the Southern Aroostook Registry of Deeds in Book 4595, Page 147 and authorizes the President to execute and deliver the discharge of said mortgage for receipt of the funds.
