II.Old Business

A.(110216-4) The Town of Houlton ordains the transfer of Twenty Thousand Dollars and No Cents ($20,000.00) from the Undesignated Fund Balance for the resolution of the Eric Crouse Maine Association of Police Arbitration and the transfer of Twenty-Three Thousand Eight Hundred and Seventy-Seven Dollars and No Cents ($23,877.00) from Undesignated Fund Balance for the legal costs associated with this resolution and authorizes the Town Manager to execute documentation to conclude all pending matters involving said parties.

B.(110316-3)The Town of Houlton ordains that Chapter 11 Miscellaneous Offences, Article II Public Conduct, be amended by the addition of Section 11-205 Tobacco Product Use and Smoking Prohibited in Municipal Parks. (Note: The document in its entirety is available for review at the Town Office during normal business hours.)

III.New Business

A.(120116-1) Council approves the expenditures of funds, in the period between the beginning of the fiscal year and the adoption of the budget, for current departmental expenses chargeable to the appropriations for the fiscal year 2017, when adopted, in the amounts sufficient to cover the necessary expenses of the various departments. (Note: This is in accordance with the Houlton Charter Sec. 505(4).)

B.(120116-2)Council accepts the grant of $2,000 from Maine Municipal Association Risk Management Services to be used for purchasing four self-contained breathing apparatus (SCBA) air bottles for the Fire Department.

C. (120116-3)Council approves execution of the application to the Department of Public Safety by Houlton Lodge of Elks #835, located at 86 Main Street, forrenewal of their liquor license.

D.(120116-4)Council approves renewal of the Special Amusement Permit for Dancing & Entertainment by Houlton Lodge of Elks #835, located at 86 Main Street.

E.(120116-5)Council accepts the donations of $330.00 in memory of Athlyn Titcomb for the Fire Department.

F.(120116-6)Council approves the renewal of the Pawnbroker License by David & Wendell Guy, d/b/a The Pawn Shop, located at 3 Grove Street.

G.(120116-7)The Town of Houlton ordains the Lease Agreement between the Town of Houlton and Ammex Warehouse Company, Inc., for a term of twenty (20) years, for property located at Airport Drive, for an annual amount of $1,600 for the first and second lease years of the term and continuing throughout the remainder of the term the annual rent shall be increased by 2% over the prior lease year’s rent.

H.(120116-7)Council enters into Executive Session with the Town Manager and Assistant Town Manager for the purpose of discussing the Offer of Probationary Employment Memorandum of Agreement forTimothy Deluca, in accordance with Title I, Sec. 405, 6D.

I.(120116-8)Council approves the Offer of Probationary Employment, Memorandum of Agreement between the Town of Houlton Police Department and Timothy Deluca, effective January 3, 2017, as confirmed on November 14, 2016.
