Registration, Casting & Canvassing of Votes for the Ratification of Amendments
- The master list of qualified voters will be posted in all ACDI offices.
- A copy of the proposed amendments together with the questionnaire will be distributed to the regular members who are qualified to vote.
- Upon return of the questionnaire the member will present his/her ID and will Log in the Manual Registration Sheet. The Member’s Name will be pre- printed while the Serial #, Address, Date & Time shall be indicated by the member.
- The ACDI personnel will then enter the Member’s Serial Number (AFSN) in the system to verify if the member has already voted.
(i) If the member has already voted a message will prompt indicating the ballot number and the time the vote was made. In this case, the system will not allow the user to proceed.
(ii) If the member has not voted yet, the system will automatically assign a Security Code. The ACDI personnel will write the Security Code in the questionnaire and will tag the member’s name in the system. The member will then drop the questionnaire in the ballot box.
(iii) The member may or may not write his/ her name in the questionnaire.
- For Extension & Mobile Offices;
(i) The member will present his/ her ID and Log in the Manual Registration Sheet. The Member’s Name will be pre- printed while the Serial #, Address, Date & Time shall be indicated.
(ii) The Extension & Mobile Office Personnel will relay the Member’s information to its mother branch counterpart. The mother branch counterpart will verify the Member’s info in the system. If the members is has not yet voted, the branch counterpart will relay the assigned Security Code to the Extension or Mobile Office personnel.
(iii) The extension & mobile personnel will then indicate the control # in the questionnaire and the member will drop the questionnaire in the ballot box.
(iv) Both the branch & extension/ mobile personnel will mark the member’s name in the manual registration sheet and indicate who and to whom the information was relayed.
(v) The member may or may not write his/ her name in the questionnaire.
- The daily casting of votes will start at 0830-1500H.
- The daily canvassing of votes will be conducted by the canvassing committee counterpart. The canvassing of the partial votes shall be witnessed and attested by the respective Branch Manager and or Deputized Elecom.
- The two (copies) of Tally Sheet per Voting Area will be signed by the canvassing committee & Branch Manager/ Elecom.
- The List of Tagged Members per Voting Area will be signed by the registration committee & Branch Manager/ Elecom.
- The extension office shall also submit the partial result to its mother branch.
- After counting of votes, the ballots will be marked as counted by the canvassing committee and will be kept intact at the branch/office safe vaults.
- Each branch will submit daily the partial result of votes to the Management through the Operations Center.
13. The ICTD will provide the Operations Center with the programme for the generation of the generation of the daily consolidated report.
14. The consolidated list of members who have returned the questionnaire prior to February 14, 2012 will be provided to all Offices on the afternoon of Feb 13. On February 14, all offices will tag first the members who have returned the questionnaire prior to the official opening of SAGA & E before accommodating the members who will return the questionnaire on Feb 14. AFC branch will do the tagging in the afternoon of Feb 14 if it is not possible in the morning.
15. After the final canvassing in all voting areas, the counted ballots & a copy of the tally sheets will be sealed in an envelope signed by the registration & canvassing committee, branch manager & election committee. The sealed envelope will be transmitted to the office of the Board Secretary. The remaining copy of the tally sheet will be kept in the branch safety vault.
