Regional Talent Manager – Regional Growth Partnership (RGP)

The Regional Growth Partnership (RGP)serves as the region’s lead economic development organization and is a privately led organization committed to meeting the needs of businesses, site consultants and corporate real estate professionals in a confidential, innovative and time-sensitive manner.The Regional Talent Manager will be involved in the exciting, ground floor creation of a new talent service that will be offered to RGP business clients. The service delivery menu this position will oversee will include the execution of: sourcing/advertising for job candidates, delivering the mechanics of the pre-screening process for candidate hires and the successful execution of third party vendors to deliver education and training to newly hired employees for RGP projects focused on job creation. This regional service will have execution support from the Columbus Office of Jobs Ohio. The RGP also serves as Northwest Ohio’s network partner for JobsOhio, a private, nonprofit corporation designed to drive job creation and new capital investment in Ohio through business attraction, retention and expansion efforts.

Core Functions:

  • Primary focus will be utilizing resources to secure and train talent for for companies locating in Ohio or expanding in Ohio
  • Secondary function will be as a resource for regional companies and their talent needs, facilitating connections and dialogue among varying private, public, local, state, and non-profit resources
  • Responsible for building and executing the business client’s talent acquisition and training plan in conjunction with the JobsOhio Columbus Office and serving as the project company’s main talent contact
  • Focus on building a network of providers that will deliver the services in the region
  • Tactical service delivery as required (i.e. interviewing candidates during the talent acquisition process)

Duties and Responsibilities:
1. Conduct a regional talent asset inventory that identifies the entities, that can contribute various elements to a regional talent delivery strategy in support of attraction and expansion projects. Includes but is not limited to: public or private education institutions, for-profit training providers, workforce agencies, non-profit organizations, community-based organizations, temporary and permanent staffing agencies, apprenticeship programs, career center and adult career center programs.

2. Identify contracting arrangements with regional partners or venues for pre-screening and education/training delivery such as, but not limited to, one stop offices or education and training institutions or private staffing firms.

3. Negotiate fees for aspects of the identified regional talent delivery in conjunction with the JobsOhio Columbus office formats, timelines and strategies. These may be, but are not limited to: training costs, equipment rental or lease, staffing agency contracts, instructor contracts, training supplies and so on.

4. Review regional labor market data developed by the Columbus Office to determine where the regional talent supply may be behind business demand for that talent as required for businessprojects focused on new job creation. Work with JobsOhio staff and other partners to seek federal, state, regional or localassistance as required to create or enhance regional talent delivery.

5. Provide oversight to all project delivery, adhering to pre-set client success outcomes and deadlines.

Desired Qualifications:
An HR degree, SHRM/workforce planning certifications

Prior high volume recruitment experience

Prior experience in developing training delivery directly or through partner/vendor execution
Required Qualifications:
Bachelor degree or equivalent experience in meeting the talent and training needs of businesses
Above average communication and presentation skills
Ability to demonstrate history of attention to detail
Able to articulate previous high levels of customer service delivery and just-in-time response strategies
Candidate can effectively demonstrate a history of problem solving on the job
Comfortable with balancing multiple priorities and working within deadlines

Demonstrable history of achieving collaboration across varying organizations and agendas
