  1. THE PURPOSE OF AN EMERGENCY PLAN:
  2. To provide assistance during emergencies, injuries, loss of life and damage to property.
  • The execution of the emergency plan should make provision for any possible incident that may occur and can lead to losses.
  • Emergency plan should be simple and easily doable.
  • SAALAA has prepared an emergency plan in cooperation with all stakeholders.

  1. CONTINGENCY PLAN
  • SA Lures Fishing Championships will be held from 14 Februry 2016 to 19 February 2016 at LOSKOPDAM, Mpumalanga.
  • The combined emergency plan for all die different disciplines, it is proposed to participants and to make the public familiar with the plan to equip them with standardized operations and procedure in case of emergency.

  • The following risk factors are addressed in the plan:

  • Earthquakes
  • Floods
  • Robbery and theft
  • Boat emergencies
  • Mechanical problems
  • Bad weather
  • Bomb threats
  • Explosions
  • Chemical biological threats
  • Food poisoning
  • Traffic congestion
  • Blackouts
  • Water supply
  1. FIRE INCIDENTS
  • GENERAL PRINCIPLES
  • Preservation of human life should always be your priority while fighting fire.
  • Protection of public and private property is secondary to the preservation of lives.
  • PREVENTIVE ACTION
  • The fire department and the district municipality’s fire crews will be on standby.
  • The reaction time is approximately 40 minutes.
  • REACTION PRIORITIES DURING FIRE
  • Immediately start putting out fire with available means
  • Alarm people in your immediate vicinity to who will alarm the rest and to summon assistance
  • Contact the fire department at the municipal 24 hour emergency number: 013 -2432222
  • Evacuate all non-role-players to a safe area away from the fire. The middle launch at the parking area will serve as the emergency assembly point
  • Apply first aid as needed
  • Keep outsiders and the media from the fire area
  • Insulate the person or persons who discovered the fire for later interrogation
  • Keep the EMERGENCY SERVICES informed of activities at eh fire scene until the fire department arrives
  • Inform the fire chief on arrival
  • The fire chief takes command
  • Contact the tournament director
  • Assist the emergency services when requested
  1. MEDICAL EMERGENCIES
  • GENERAL PRINCIPLES
  • Medical emergencies are classified when any member of the public or any competitor may require medical treatment.
  • This medical treatment can range from a headache to a work injury to a heart attack and everything in between
  • Medical kits and support is available on site and all boats
  • Your medical assistance is limited by your knowledge of first aid and the resources available in the kit
  • The first aid kits are available for primary assistance. Any incident that cannot be addressed with the contents of the kit must be referred to the emergency services.

  1. FLOODS
  • Flooding in the resort should be slow and accompanied with heavy rains
  • Be aware of a flooding situation with heavy rains
  • Watch water levels and request the emergency services to alert of possible flooding
  • Evacuate visitors and staff as necessary, to avoid panic
  • Evacuation or closing off of any area under your control should be done in conjunction with the emergency services
  • The SMS system of water users association is well established and provides an effective early warning system
  1. EQUIPMENT

  1. ROBBERY AND THEFT
  • GENERAL PRINCIPLES
  • Any case of robbery or theft which you may be involved or reported to you becomes a police matter as soon as it is reported to the authorities.
  • In case of problems, please contact SAPD 10111 / 013 - 2491600
  • An armed robbery, theft of money is mostly the motive behind the robbery. In cases where fire arms are involved, please do as the robbers demand, your life as well as other people is far more important than money
  • Be aware of any identification pointers of the robbers which can be later transferred to the police for assistance in their investigation
  • Do not try and be a hero. Do not overpower an armed robber or try and arrest, unless you are convinced your actions will be successful and not endanger anyone else
  • Allow security guards to act within their powers until the police take over the scene
  • Response time 15 minutes
  • Guards for the duration of the tournament will be deployed on site
  1. POWER FAILURES
  • GENERAL PRINCIPLES
  • Familiarize yourself with the position of the electrical switchboard, plugs and switches of your facility
  • Keep a flashlight at all times in a working conditions with extra batteries
  • Position a car at the main entrance during evening performance to light up any stairs, etc.
  • Keep alternative power sources handy, ie, gas lamps
  • Ensure that there is a battery powered light at the emergency exit

  • Contact reception 013- 262 3075 and report the interruption
  • State if there is a burst pipe that must be restored

  1. DETERIORATING WEATHER AND WATER CONDITIONS
  • WEEKLY WEATHER FORECAST
  • THE TROUNAMENT DIRECTOR TO OBTAIN A WEEKLY FORECAST FROM THE INTERNET
  • BAD WEATHER
  • Do not try at all costs to reach the port or slipway
  • Land the boat on the closest safe shore
  • Notify the security officer of the situation
  • THE APPEARANCE OF FOG AFTER START OF TOURNAMENT
  • Stay calm
  • Reduce speed immediately to idle
  • Determine your position before fog overpower
  • Determine how long it will take to idle to Broadwater to ensure you reach it in time
  • Call security officers if you suspect that you are lost
  • You have the following options
  • Stay where you are and continue fishing
  • Move away from the fog and carry on fishing
  • Move at idle speed down the river to Broadwater
  • The possibility always exists that the fog clears and you can proceed normally with angling
  • If you are lost with mechanical problems at the same time, the following will be done:
  • Cast anchor immediately or keep the boat afloat in shallow water
  • The safety boat will search for you
  • The safety boat can be contacted by phone to inform them of your position
  1. SLIP WAYS
  • GENERAL
  • TAKE CARE THAT THE VEHICLE DO NOT ROLL BACK IN DEEP WATER
  • BE ESPECIALLY CAREFUL WITH LAUNCHING AND LANDING OF THE BOAT AS NOT TO CLAMP YOUR HANDS BETWEEN THE BOAT AND TRAILOR

  1. FUEL
  • Fuel is available at Loskop
  • Fuel station open's at 7 to 7 and 9000 Litre available
  1. CANCELLATION OF TOURNAMENT
  • If any circumstances whatsoever requires end of tournament:
  • The two security officers send SMS’s to all skippers and safety officers
  • All angling must be terminated immediately and boats must return and be removed from the water as quickly as possible
  • Safety officials to assist at slip ways where they are positioned
  1. PROACTIVE SAFETY PLANNING
  • All participants and officials must attend the captains and safety presentation
  • All boats must go through the safety inspection
  • All skippers must be in possession of a certificate
  • All boats must have a certificate from SAMSA
  • All safety equipment must be in a working condition
  • A database of all boats and anglers should be available in Magriet Coetzee’s file
  • All boats going out for the duration of the tournament, must take a tag with and put it back on the board on return (this includes practice days)
  • Boats on the water only from 05:30 to 17:30
  • Every evening a weather forecast will be made available at the meeting
  • All participants must take their phones with on the boats, where it is kept in a safe but accessible place
  • Telephone number of the safety and emergency services committee must be loaded on each participant’s phone during the safety briefing
  • Safety officers must have the numbers of all skippers and officers programmed on their phones
  • If the mobile network is inoperative, information will be passed on verbally on a leapfrog or bunny over basis
  • Team managers are appointed as additional security officers
  • The safety committee is appointed
  • Fishing will be cancelled if the weather requires so
  • Every morning boats will only be allowed to go when fog clears
  • Additional fishing time can be added at the discretion of the tournament director
  • Boats captains need to meet at launch before departure
  1. GATHERING POINT
  • IN CASE OF EMERGENCY THE GATHERING POINT WILL BE at Loskop emergency point
  • ESCAPE ROUTES AS PER ROAD TRAVELLED WITH ARRIVAL
  1. EARTHQUAKES
  • GENERAL PRINCIPLES – EARTHQUAKES
  • Evacuate the building as soon as possible
  • Take care of the injured and establish an open area as a medical emergency area
  • Contact the emergency centre to confirm situation and await further instructions. Where possible, use cellphones
  • Be aware that aftershocks may occur without warning
  • Do not enter damaged buildings to search for survivors, unless you as tasked by the emergency services
  • Do not consider any building as safe after an earthquake
  • Consider all power points as live
  1. BOMB THREATS AND EXPLOSIONS
  • GENERAL PRINCIPLES – BOMB THREATS
  • Consider every threat seriously and act accordingly
  • Keep the person making the threat talking as long as possible as to tray and get as much as possible information as well as voice characteristics
  • Where possible, write down the words of the threat and pass it on to the Bomb Squad
  • Make notes of anything you can observe of the person making the threat as well as any background noise or other persons which can be of help to the SAPD
  • Once you get a threat, if possible, alarm someone else, who then immediately contact the Emergency Number 10111 to report it
  • Isolate the person who received the threat of other persons and the public for questioning by the police
  • While waiting for the experts and the police to take control on the scene, you must immediately search the close environment for any suspicious objects possibly related to the threats received. Such search must be done with caution to avoid panic amongst the public.
  • If anyone noticed something out or the ordinary, it should be reported to you immediately. No one should touch any suspicious object
  • Isolate the person who found a strange object away from other witnesses, the SAPD need to interview witnesses individually
  • Do not vacate your area in case of a threat, unless so ordered by the police
  • Meet the bomb squad and inform the person in charge regarding the incident, specifically about the threat, witnesses in isolation and the whereabouts of suspicious objects found
  • The bomb squad might need information regarding the following: emergency exits, security guards, your area of responsibility, how many staff members under your control, where the power mains are located, where the nearest windows that can break in an explosion, and various other information the team may need to know to resolve the situation
  • Assist the bomb squad as requested. Respect orders and assist with evacuation
  • Do not communicate anything to people of the press
  1. EXPLOSIONS
  • Explosions of whatever nature should be reported immediately to the police
  • Treat the incident as a fire and consider any relevant building unsafe and all electrical points as live
  • Follow the instructions and requests of the police and emergency services carefully
  1. CHEMICAL AND BIOLOGICAL THREATS
  • GENERAL PRINCIPLES
  • Anthrax infection is highlighted here as the highest risk. Infection usually occurs in the form of white powder found in a letter or parcel
  • If you realise that you may have been in contact with a strange powder, sent out an alarm so that uninfected people evacuate from the immediate environment. Contaminated people stay together but move away from direct danger
  • Call 10111 immediately and inform the operator that you may have been in contact with anthrax
  • Evacuation personnel should close all windows and switch off all air conditioners
  • Carefully follow the instructions of the emergency services, your life depends on it!
  • Infected people will be hospitalised, their clothing will be sent for tests. Care of the families of members should be taken
  1. FOOD POISIONING
  • GENERAL PRINCIPLES
  • As soon as a group of people complain about the same symptoms ie, stomach pain, vomiting and/or diarrhoea, you must be alert to the possibility of food poisoning
  • Should such an incident occur, you should immediately notify emergency medical services and the municipal health inspector
  • Where it is clear that the cause of the food poisoning known, Broadwater must immediately be informed of the point of origin. This information should also be given to the health inspector and emergency medical services
  1. TRAFFIC CONGESTION
  • GENERAL PRINCIPLES
  • Traffic law enforcement lies with the Municipal Traffic Authority who may be assisted by the Provincial Traffic and SAPS
  • Where traffic congestion occurs of such a nature that lives and/or essential services may become disrupted or where member of the public panic, it should be reported to the emergency number and wait for the traffic officers to defuse the situation
