Article 1 – Statement of Work (SOW)

1.000 Project Identification

1.001 Project Request

A.  STATE SOLICITATION

The ITB is for pick up and disposal of dead deer or large animal carcass’ along prescribed highway right of ways for the State of Michigan. The Contractor must meet all requirements and regulations as established by Michigan Department of Natural Resources, Michigan Department of Agriculture and Michigan Department of Environmental Quality as to animal disposal. Orders for service will be issued directly to the Contractor by the Michigan Department of Transportation on the Purchase Order Contract Release Form and by Acquisition Services on the Purchase Order Form. Bids are due and will be publicly identified at the time noted on the Invitation To Bid (ITB) Form.

The Contract(s) awarded from this solicitation will be a Unit Price Contract.

B. BIDDER ELIGIBILITY and PROPOSALS

Article I of this document provides bidders with information about the specifications of the needed service.

Consideration for award(s) will include:

§  Bidder’s Eligibility (mandatory attendance of pre-bid meeting);

§  Technical Proposal

§  Price Quotation.

All information from a Bidder’s proposal must be in accordance with the specifications for each location and the terms and conditions as stated within this solicitation.

Failure to respond to any requirement may disqualify the Bidder from further consideration or participation in this solicitation and disqualification to be considered for providing services. To insure a quality bid result and fair evaluation, the information a Bidder submits in response to these sections must be appropriate and relevant to the project(s) described in this solicitation.

C. CONTRACT AWARDS

As stated in Article 4 of this Solicitation, the State reserves the right to award contract(s) by item, part or portion of an item, group of items or total proposal, or to reject any and all proposals in whole or in part, if, in the Director of Purchasing Operations’ judgment, the best interests of the State will be so served. The State will determine the most cost-effective means of meeting its requirements through single or multiple contracts. The State seeks to establish partnerships that will enable it to meet its goals efficiently and effectively.

Anticipated contract effective date is listed on the Location Specification Sheet for each location. See § 2.004, Contract Term for more information.

D. BIDDER ELIGIBILITY REQUIREMENTS – STEP 1

To be eligible to submit a bid-response, a Bidder must attend:

1. REGIONAL PRE-BID (MANDATORY)

Bidder must attend the pre-bid meeting. A sign-in sheet will be available at each site-visit. The sign-in sheet will be considered “closed” fifteen (15) minutes after the scheduled start time of the meeting. Attendees who arrive after the meeting “closed” time will not be eligible for qualification for the region.

1.002 Project Background - RESERVED

1.100 Scope of Work and Deliverables

1.101 In-Scope

Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform the large carcass removal services as described in the specifications.

Patrols shall be performed twice (2) weekly for any Expressway Routes in the Area, on Monday and Thursday of each week between April 1 through December 15 each year. Days of the week may change during this period, as determined by the Contract Administrator.

Patrols shall be once (1) per week for the period between December 16 through March 31 each year, weather permitting.

Any patrol missed due to weather will not be invoiced, or payments allowed, by the Department.

At the discretion of the Department, 24-hour advanced notice will be given to the Contractor for additional patrols for any or all portions of the contract area. Any patrols for less than the entire area will be pro-rated by the Bidder.

The Contractor must have a cell phone number, facsimile number, pager number and/or a telephone/message number with a contact person at the message number to respond to any request for additional patrols.
