Regarding Meeting of the Cell Phone Operators

Meeting of the cell phone operators held on 24.10.2007 at 2.00 PM in the chamber of Member Secretary Delhi Pollution Control Committee.

The list of participants, at Annexure-I

The meeting was initiated by Member Secretary, DPCC informing the cellular operator regarding the problem of Electro Magnetic Radiations from the cellular towers. It was brought to the notice of the operators that M/S Reliance Communicationsand M/S Tata Tele Serviceshave furnished information. However, it is incomplete.

  1. The cellular service providers were requested to provide the details of cellular towers, their locations,along with map, capacity and number of diesel generator sets, radio frequency, steps taken to control the impact of electro magnetic emission on nearby populations to DPCC by 2nd November 2007 as per the format enclosed.
  1. Representatives of M/S Tata Tele Services and M/S Reliance Communications informed that they avoid Schools and Hospital premises to install base station antennas. However, due to technical reasons, the Base Station is installed, at these places also. The other operators present have no clear policies in this regard. Representative of M/s Tata Tele Services informed that before installation of any base station they seek clearance from DPCC. However, it was clarified that DPCC issues only Noise monitoring report for Diesel Generator set and it is not a clearance.

  1. The cellular operators informed that the guidelines of three meter clearance from the building are strictly followed and due to technical requirement their antennas never face a building. It is also informed that the concept of multiple transmitter sites are picking up, first site shared by five operators and owned by infrastructure provider Quepcko’s is already functional, at Dhasha. The representative informed that Airtel, Idea, & Vodaphone signed MOU for sharing 30% off their towers. It is also informed that Reliance is already sharing 30 cell phone towers with Idea.
  1. The representatives of the cellular operators expressed their problems that due to the warning signboard at Base Stations may invite unwanted reactions from neighbours. They submitted that research regarding impact of electro magnetic waves on human beings is not conclusive. However, they informed the premises of ground based antennas are properly fenced and entry is restricted. In case of roof top installation, the entry is restricted. As the total floor is with the cellular operator.
  1. The issue of putting statutory warning on mobile phones was discussed. It is informed by the cellular operators for this purpose,manufactures of the cellular phones must be approached as no service provider manufactures their own phones.
