Sealed offers are invited from established firms in the field of Electrical maintenance for the work of “Annual Maintenance of Electrical Installation” for our Corporate Office located at ITI Bhavan, Old Madras Road, Krishnarajapuram, Bangalore 560 016. The terms and conditions, scope of work, preamble etc., and Bill of quantities are indicated in the annexures enclosed. The sealed offer addressed to the Chief Engineer – Civil, superscribed with the name of work as “ Annual Maintenance Contract for Electrical installations” shall be submitted on or before 2.30 PM on Monday the 24th December 2007. The offers will be opened on the same day at 3.00 PM in the presence of tenders / authorised representative who wish to be present. ITI reserves the right to accept or reject any late quotation without assigning any reason whatsoever.

ANNEXURE I

PREAMBLE

1.  The Corporate Office is situated at ITI Bhavan, Old Madras Road, Krishnarajapuram, Bangalore 560 016 housing the head office of the above organisation. The building has a total plinth area of 3500 Sq. Mtrs comprising of ground floor, first floor, second floor in addition a DG set room cum electrical panel room, pump room, canteen and security building .

2. The normal working hours are from 9.30 AM to 5.30 PM from Monday to Saturday with II and IV Saturday being holidays.

3 The building is equipped with 150 KVA HT supply with a back-up power through DG set of 110 KVA.

SCOPE OF WORK

1. Scope of work includes providing three qualified and experienced Electricians with ITI certificate who would be employed on a shift basis (three shifts). The shift commence from 8.00 AM to 4.00 PM, 10.00 AM to 6.00 PM & 12 Noon to 8.00 PM from Monday to Saturday ( irrespective of holiday during the week ) the Electrician should have thorough knowledge of HT & LT system distribution system including knowledge of fault diagnosis and rectification of fault.

2.  Operation of DG set in the event of power failure is essential.

3.  The window air-conditioners, split air-conditioners are to be switched ON / OFF on a daily basis. It may be noted that the Annual maintenance contract for Air conditiioners has been entrusted separately.

4.  The transformer, switch gears shall be checked for incoming voltage / current.

5.  The drinking water pumps / horticulture pumps shall be maintained. However, any, repair shall be carried out and the actuals cost incurred would be paid separately. The battery shall be filled with distilled water.

6.  The electricians shall work on II & IV Saturdays & declared holidays of Corporate office to carryout any preventive maintenance works. The service of the electricians shall be made available on holidays as and when required only. In the event of any additional works beyond the scope being carried out, the labour charges shall be paid at prevailing rate and the required material for the work would be provided by ITI.

7.  You have to maintain the following.

  1. 1 No. of 1 – 250 KVA Transformer and it s protection system.
  1. OUT going cable of metering equipment and HT cables up to Transformer HT Panels etc.
  1. Existing HT panel and OCB and its protection systems viz., relays trip circuits etc
  1. All HT cables.
  1. All LT panels switch gears, measuring instruments indications bus bars, LT cables, Bus couplers and complete including checking of earth pits and taking corrective action for improvement of earth resistance if found improper.
  1. All the distribution boards installed at each floor for power and lighting and for UPS etc., icnluding all out going switches MCBS, fuses, MCCBS from distribution boards.
  1. Checking the level on each phase of distribution that level is within limit and no MCBs, switch, cable is over loaded.
  1. Checking of power factor equipment and capacitor bank relay panel etc and rectifying any fault detected and ensuring through power factor is maintained.
  1. Checking of current, power factor, power and voltage at each switch in LT panel.

  1. Clearing of distribution system. If during inspection any defect is found by the contractors staff which is not possible to handle by the staff the same to be reported to the contractor who in turn make arrangement to repair the same immediately.
  1. All the power points, light points, fans etc available in the complete building to be maintained.
  1. Street lights, secuirty lights, starters of pumps etc and rectifying the faults in all except rewinding of motors etc.
  1. Any other job related to electrical new or old assigned to the contractor are to be done by the contractor under the contract i.e., fixing of the new DB, terminations etc.

TERMS & CONDITIONS:

1.  The annual maintenance contract is for labour only. Materials required for work will be provided by us. The contract will be in force from 1st January 2008 to 31st December 2008.

2.  The electricians must be available in shifts and in the event of either of the three Electricians not being able to report for work on a given day a reliever must be provided immediately.

3.  The agency must have a valid electrical licence for maintainenance / execution of HT/LT installations, Offer will be considered only if all the above statutory requirements are fulfilled.

4.  The ESI /PF code numbers of the Electricians are to be furnished. Offers received without ESI & PF code numbers will be rejected..

5.  The ESI / PF will be reimbursed on production of documentary evidence for having remitted the contribution exclusively for the 3 electricians deployed in our office. The ESI & PF numbers of the 3 Electricians will have to be furnished within one month of the date of the work award letter All statutory obligation shall be complied with.

6.  A copy of the performance certificate from the reputed clients viz., Govt (Central & State), PSU, Multi-national where similar work has been taken up must be enclosed with the offer.

7.  The tenderer should ensure that he is aware or duly conversant with all the provisions of the contract labour regulations and abolition. In case the same are applicable to him he shall furnish along with the provision of the act and rules.

8.  In the event of electricians working beyond the shift hourson working days, National holidays and Sundays, overtime will be paid on hourly basis @ Rs. 50/- ( Rs. Fifty only ) per hour per electrician.

9.  The payment of bonus as per the Act is to be included in your offer on a monthly basis as indicae in Annexure I

10.  The wages payable to the electricians shall be in accordance with the minimum wages act and must be dispersed on or before 7th of every month. Payment will be made for actual labour provided during the month. In the event of the wages not being disbursed on the above date, the wages to the Electricians will be paid directly by ITI and the service charges will be forfeited.

11.  The contract is liable for termination with a months notice if the performance is unsatisfactory.

12.  An amount of 10% of the contract value will be retained as retention money towards performance and will be reimbursed after successful completeion of the contract period. The retention mopney will be forfeited if the services are unsatisfactory.

13.  Any losses caused due to the negligence of your staff shall be made good at your cost.

14.  Safety Measures:

  1. The contractor shall take all precautionary measures in order to ensure the protection of his own personnel.
  2. The contractor shall abide by the regulation of the time being and ensure that the same are followed by his men.
  3. The works must be carried out most carefully without any infringement of the office procedures in such a way that they do not hinder working of the affect the proper functioning or damage any equipemnts structure except proper must be made good by the contractor at his own cost failing which cost of such repairs shall be recovered from the contractor.
  4. The contractor shall be responsible for safe custody of all equipments till provisional acceptance.

15.  The contract will be in force for a period of ONE year and will be renewed based on performance.

16.  In the event of any difference of opinion between the Engineer-in-charge and the electricians / contractors as well as any interpretation with reference to any contract clauses, the decision of .Chief Engineer-Civil will be final and binding.

17.  The rates will have to be quoted only in the Bill of Quantities format i.e Annexure II enclosed.

18.  The rates for Minimum wages as and when notified by our organisation will be intimated to you for incorporating the change in wages as applicable. The increase in wages , if any , will be automatically subjected to revision.

19. The Minimum wages as notified by ITI Ltd,for the period 1.4.07 to 31.3.08 is indicated below. The rates mentioned are only the minimum wages. The percentage of ESI,PF and Bonus have been indicated.
