The chair opened the meeting by reading out the new code of declaration of interest with the new code for members for pecuniary and non-pecuniary interest.

MINUTES OF THE LAST MEETING
Resolved: That the minutes of the meeting held on the 26th June 2013 having been previously circulated, be accepted as a correct record and signed by the Chairman.

Not resolved as Cllrs present were not at previous meeting held over until next meeting.

Safety Report

Mr Jackson reported that Blacko’s community safety officer had been moved to other duties.

Mr Jackson also raised the question of the 20 mile an hour signs being erectedhe was advised that this was being phased in and that Cllr White would know what phase we were in.

Clerk to email Cllr white regarding this.

Matters held over from previous meeting;

  • Track to Hillside Farm – Grant applied for and to be put to October meeting.

The original contractors have gone into liquidation, new quote to be obtained by Cllr Barnes.

  • Hedge workBeverley Rd – UpdateDave Padley asked for an update on the hedgerow. He reiterated that it was not feasible to remove the old roots, and that he had the stuff for Dave to inject into the ones needing killing, such as the laurel.

The wall is being destabilised by the new roots growing through. Cllr Barnes to obtain quote for removal of wall, rebuilding and planting mature trees.

  • The dog bin at Little Stone Edge- awaiting reply from PBC.
  • Walling work on Barnoldswick Rd Clerk sent email regarding change of use for monies.
  • Information board update, Bus shelter.DaveForest not replying to calls Cllr Barnes to contact company

Recreation Ground and Allotments

  • Recreation Ground monthly inspection report;

Pot holes Track to hillside farm.

The hedgerow is thriving apart from a gap at the back of the goal post but these can be replanted.

Cllr Sipocz raised the question of barbed wire on the recreation ground at a dangerous height Cllr Hesketh will inform the lenghsman.

  • Security Bollards New lock fitted to security bollard.

Notice Board D Ashworth awaiting quote. Cllr Stone to get an estimate. D. Ashworth unable to quote.Cllr. Barnes to obtain quote but if unable Cllr.Stone will then try to obtain an estimate.

Correspondence

  • Email sent to Cllr White regarding Blacko Parish Council Meetings.
  • Letter received from Ian Brennan to be put on the waiting list for car park. To remind Mr. Brennan a car parking space is tied to the person not the property

Questions from Councillors

Cllrs raised the question of funding for the Christmas decorations Cllr Starkie advised that we had been allocated the money that had been applied for by PBC.

Cllr Sipocz to obtain a quote for the stripping and varnishing of the bench and also the blasting and repainting of the war memorials.
