1.1 / Sections31and32ofthePublicServicesReform(Scotland)Act2010(“theAct”)imposedutiesonScottishpublicbodiestopublishinformationonexpenditureandcertainothermattersassoonasisreasonablypracticableaftertheendofeachfinancialyear.ThisstatementisproducedbytheSouthEastofScotlandTransportPartnership(SEStran)toensurecompliancewiththe requirementsofthe Act.
1.2 / Weworkhardtobeatransparent,responsive,bestvalueorganisationandtodeliverourvisionforthetransportnetworkofSouthEastofScotlandasoutlined inour statutoryRegionalTransportStrategy.
1.3 / ThevisionofSEStranis for a regionaltransportsystemthat:
ProvidesallcitizensofSouthEastScotlandwithagenuinechoiceoftransportwhichfulfilstheirneedsandprovidestravelopportunitiesforworkand leisure on a sustainablebasis.”
1.4 / Ourannualreportandaccountsfor2015/16setsouttheimpactofourworkandtheoutcomesweachieved,togetherwithourassociatedcosts.ThisislaidbeforethePartnershipBoardofSEStraninSeptember2016.ThepurposeofthisstatementistodisclosethosecostswhicharerelevanttoSection31(1)and (2) of theAct.
2. / PUBLICRELATIONS
2.1 / Wespent£87,390onpublicrelationsin2015/16.Thisis2.8%ofourtotalexpenditureintheyear.Thecostsincludeddesign,printingandpublicationofdocuments,includingourannualreports,otherdocumentsandBusinessPlan2016/17.
2.2 / Mostnotably2015/16sawthe launchof our refreshedRTSandDeliveryPlan.Weincurredprintingcoststoenableustoprovidehardcopies ofthisreporttokeystakeholdersbutinfutureyearswehaveagreedwithTransportScotlandto movetowardsgreater useofe-publications.
3. / OVERSEASTRAVEL
3.1 / Weincurredexpenditureof£6215onoverseastravelin2015/16.Thisistheequivalentof0.2%ofourtotalexpenditure.ThistravelisinrelationtoEuropeanprojectsthatSEStranisinvolvedinandisthereforesubsidisedbythe EUata percentagevaryingfrom 50%to100%.
4. / HOSPITALITYENTERTAINMENT

4.1 / Weincurredexpenditureof£2675onhospitality,includingcateringcosts,in2015/16.Thisistheequivalentof0.08%ofourtotalexpenditure.Noexpenditurewasincurredongifts,benefits orsportingor culturalevents.
5. / EXTERNALCONSULTANCY
5.1 / Weincurredexpenditureof£1,613,956onexternalconsultancy.Thisistheequivalentof51%ofourtotalexpenditure.WecommissionedarangeofprojectsandemployedLindeanPartnershipLtd,JPFSConsultancy,WYG,Coachline,SystraandOnestopITSolutions.
