Record of the special meeting held on March 21, 2016

CP/ACTA 2060/16[1]/

The special meeting was chaired by Ambassador Ronald Sanders, Permanent Representative of Antigua and Barbuda and Chair of the Permanent Council. The meeting was called to order at 11:22 a.m

The statutory quorum was established with the presence of the representatives of Antigua and Barbuda, Argentina, Bahamas, Barbados, Belize, Bolivia, Brazil, Canada, Chile, Colombia, Costa Rica, Dominica, Dominican Republic, Ecuador, El Salvador, Grenada, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, Trinidad and Tobago, United States, Uruguay, and Venezuela.

  1. Adoption of the order of business (CP/OD-2060/16)

The Permanent Council adopted the draft order of business, CP/OD-2060/16, without amendment.

  1. Extension of the authorization to the General Secretariat to temporarily utilize resources from the OAS Treasury Fund for the Regular Fund of the Organization through January 31, 2017

Before considering the draft resolution CP/CAAP-3395/16 rev. 1, the Chair informed that there were some amendments to operative paragraphs 2 and 6 of the draft resolution; which resulted from a meeting he had with the regional coordinators as well as with the delegations of Venezuela, Haiti, and Brazil.

In this regard, the Chair proposed a 15 minutes break to give delegations an opportunity to look at the two paragraphs carefully. The Permanent Council agreed with the proposal made by the Chair.

After the short break, the Chair informed of another amendment to operative paragraph 6 and then offered the floor to the Chair of the Committee on Administrative and Budgetary Affairs, Ambassador John Beale, Permanent Representative of Barbados; who presented the draft resolution.

The delegations of Bahamas; Bolivia; Canada; Dominica; Ecuador; El Salvador; Jamaica; México; Nicaragua; United States; Uruguay and Venezuela referred to the draft resolution and to some aspects related to the financial situation of the Organization. During the meeting and after the requests of some delegations, the Secretary for Administration and Finance and the Secretary for Juridical Affairs provided additional information on the topic in consideration.

The Permanent Council approved the draft resolution with the amendments made by the delegations. The approved resolution was published as document CP/RES. 1059 (2060/16) corr. 1.

There being no other business, the meeting was adjourned.
