Prequalification of entities to implement economic reintegration packages for the Sudan Disarmament, Demobilization and Reintegration Programme (SDDRP) in Northern Sudan

Approximately 85 participants representing over 48 organizations attended the Session and representatives of UNDP together with North Sudan DDR Commission responded to the questions raised by the participants.

Q1. Are the service providers expected to conduct need assessment before providing the required services to UNDP?

NO, the NSDDRC and UN Agencies will provide the details of required services.

Q2. If the service provider do not have key staff in certain areas, how would be they be evaluated?

Service providers are expected to provide key staff information, either own staff or Consultant(s) who are willing to carry out the work should UNDP award the contract to the service provider.

Q3. On the evaluation grid, some areas such as procurement and implementation capacity are given higher points. Please explain the reason.

UNDP expects the Service Provider to demonstrate capacity in all areas of implementation and the points obtainable are commensurate with the requirements.

Q4. Will UNDP provide arrange for training of the beneficiaries (ex-combatants) and will UNDP provide the required kits?

NO. The service provider is expected to provide all the services that shall be indicated in a future RFP.

Q5. There is an assumption that the pre-qualification exercise is tailored for Non-Governmental Organizations NGOs). Please clarify the eligibility requirements.

NO. Please see relevant section in the solicitation document, reproduced here “all prospective vendors should already have the required permission/registration from the Government of Sudan to operate freely in the country and to implement projects either on their own or through a partner organization/consortium operating in the Country.”

Q6. With the launch of the pre-qualification exercise, will UNDP cancel the previous RFPs?

NO. The current exercise is different from previous RFPs, which are at various stages of evaluation/award.

Q7. Can organizations partner together and submit the package to UNDP in response to the pre-qualification exercise?

YES. However, the submission should indicate which organization would lead the group/Consortium and also should provide UNDP with a letter from each partner/sub-contractor stating their intention to work with the lead entity, should UNDP award a Contract.

Q8. Is it s a requirement to fill all cells in Page 8 and 9 (thematic area/sector expertise)?

NO. Each organization is required to provide information as it pertains to own expertise and location.

Q9. Please elaborate common mistakes made by bidders in UNDP’s solicitations in Sudan.

Specific details cannot be provided to any offerors. In general, the offerors did not follow the instructions e.g., submitted technical and financial bids in same envelope; lack of budget breakdown, lack of required information about the offeror’s capacity, etc.

Q10. What is the minimum score required by UNDP to pre-qualify organizations?

Offerors should obtain 70% in each “area of assessment” and in total obtain at least 350 points, in addition to providing all the required documentation.

Q11. The deadline set for the submission of documents is limited. Will UNDP consider extending the deadline?

YES. In response to requests from many organizations and to expand the reach, the deadline for submission of required documents to UNDP is extended until January 15, 2010, 4 p.m. Khartoum Time (GMT +0300 hours)
