Reccommendations and Conslusions from the Round Table
“Domestic Violence: current status – future activities”
Podgorica, December 11th 2008
RECOGNIZING
• That the domestic violence presents complex social problem that mostly affects women, children and old persons;
• That the violence in family has been conditioned by traditional, economic, cultural and social circumstances;
AKNOWLEDGING
• That the problem of violence in family has to be transferred from the private into public sphere;
• That the significant efforts must be invested in prevention initiatives in regard to violence in family;
• That the institutional and legal protection of victims of violence should be further strengthened;
WE ARE WELLCOMMING CURRENT INITIATIVES FOR LEGAL IMPROVEMENTS
• Development of Law on protection of violence in family
• Law on Criminal procedures
• Law on free legal aid
WE INCOURAGE FURTHER EFFORTS
• On making Courts in Montenegro more accurate
• Strengthening real partnership between NGO organizations, Social Welfare Centres, prosecution, police and courts on prevention of violence in family and protection of victims of violence in family;
• Improvement of legal framework and professional procedures and attitudes;
AIMING TO ENSURE PREVENTION AND ACHEIVEMNENT OF SUSTAINABLE RESULTS IN COMBATING VIOLENCE IN FAMILY WE, THE ROUND TABLE PARTICIPANTS,
RECOMMEND THE FOLLOWING:
• To organize national campaigns on recognition and prevention of violence in family , targeting different groups;
• Development of data bases on violence in family, by all institutions involved;
• Ensuring advanced educations and skill trainings for public officials working with violence in family issues as precondition for successful response on this problem;
• Assessment of legal framework in order to ensure additional strengthening of legislation e.g. – ensuring that perpetrator is forced to leave the house rather than the victims who are in that case often double discriminated.
• Development of educational programme on prevention of violence that will be incorporated in all levels of educational system, targeting: students, professors, management of schools and pedagogical – psychological staff in schools;
• Development of specific training, educational programs for perpetrators ;
• Revision, implementation and monitoring of the national plan for prevention of violence;
• Ensuring support of the Government to the NGOs serving the victims of violence;
• Establishing family councils in primary medical health centres and /or in Centres for social care.
