Systems Officer

Main Purpose of Job

To provide a comprehensive IT and administrative support to Revenues & Benefits including system support, quality control, financial reconciliation within the Shared Revenues Partnership reporting directly to the Team leader - Systems

Main Duties

  1. System Administration for core revenues and benefits systems including identifying areas for development and scheduling of batch jobs. Provide user IT support, investigating and resolving reported faults or queries. Liaise with IT and software suppliers to maximise use of systems regarding installation of new systems and releases, testing new software and checking accuracy of computer data. Also responsible for reporting hardware and software faults. Attend user groups as required.
  1. Carry out financial reconciliation of Housing and Council Tax Benefit, Council Tax, Non Domestic Rates and Debtors systems for the purposes of Accountancy, Audit, and DWP validation. These reconciliations include individual system checks and reconciliation between systems and general ledger.
  1. Assist in the provision of statistical information for returns to government and to other organisations. Assist in the provision of management information and evidence for auditors.
  2. Responsible for carrying out daily checks to ensure that all job requests/downloads have completed successfully. Advise teams of failed jobs and re-submit as required. Ensure IT are made aware of failed downloads to enable re-runs to be carried out at the earliest opportunity.
  1. Responsible for form design, definition and input of job requests for regular processing required by Revenues and Benefits teams and ad hoc requirements such as reduction reviews and other mail-shots.
  1. Undertake year end processing including inputting of parameters and running of main billing and jobs.
  1. Management of direct debit and Auddis processing including running and control prior to transmission to BACS and receipt of returned BACS and failed DD’s for resolution.
  1. Provide cover for EDMS system Administrator as required.
  2. Such variations as may be required from time to time without changing the general character of the duties shown or the level of responsibility entailed.

Shared Revenues Partnership

(SRP)

The Shared Revenues Partnership was formed in April 2011 to provide Revenue and Benefit services for Babergh District, Ipswich Borough and Mid Suffolk District Councils.

Revenues and Benefits services include the billing and collection of Council Tax and Business Rates, the calculation of discounts and reductions, granting of exemptions, the calculation and award of Housing Benefit on behalf of the Department of Work and Pensions and the administration of the Local Council Tax Reduction scheme.

Based at Grafton House, SRP staff have accommodation and support services provided by Ipswich Borough Council although our operating costs are funded by the partnership authorities. Whilst there have been synergies from forming the partnership, each authorities identity has been maintained and our customers still transact with their local council.
