Members Present: Present were Mayor Patrick Rosenello, President of Council Salvatore Zampirri, Councilpersons Edwin Koehler, Margaret Bishop, Kellyann Tolomeo, David Del Conteand Joseph Rullo. Councilman James Kane was out of town. Also present were Solicitor William Kaufmann and Engineer Ralph Petrella.

RE:Private Meeting – Litigation and Contracts

The above resolution was offered by Koehler, seconded by Tolomeo, the roll being called, all voting in the affirmative, the President of Council declared the resolution duly adopted. 9:30 AM

On a motion by Tolomeo, seconded by Koehler, that Council now return to open session. Carried. 9:55 AM

CITY CLERK JETT stated that Resolution #2 on the agenda should be deleted, and in its place the Tonnage Grant Application resolution needs to be added. Also, an appointment needs to be added for Ron Harwood, a seasonal fire inspector.

PRESIDENT OF COUNCIL ZAMPIRRI stated that the special events applications and the amusement game applications can be grouped together during the meeting if there are no objections.

On a motion by Koehler, seconded by Bishop, that caucus be adjourned. Carried. 10:00 AM

REGULAR MEETING

APRIL15, 2014

10:00 A.M.

A regular meeting of the North Wildwood City Council was held on the morning of the above date in the City Hall. The President of Council stated, “The meeting is now open. Adequate notice of this meeting has been provided by posting a copy of the notice of the time and place of this meeting on the City Clerk’s bulletin board and by mailing a copy of the same to The Herald, The Press and Wildwood Leader on January 8, 2014.”

ROLL CALL:Present were Mayor Patrick Rosenello, President of Council Salvatore Zampirri, Councilpersons Edwin Koehler, Margaret Bishop, Kellyann Tolomeo, David Del Conte and Joseph Rullo. Councilman James Kane was out of town. Also present were Solicitor William Kaufmann and Engineer Ralph Petrella.

JOE ORLANDO, VFW POST #5941, presented a proclamation to the City of North Wildwood for its continued support of veterans and patriotism in the City. Mr. Orlando presented the proclamation to the Mayor.

MAYOR ROSENELLO then presented a proclamation from the City to Mr. Orlando, which was read by CITY CLERK JETT:

Whereas, Loyalty Day, May 1, is a special day set aside to promise and reaffirm allegiance to our Nation, and for the recognition of American freedom and ideals as envisioned by our forefathers; and

Whereas, on Loyalty Day, government officials are called upon to display and honor the flag of the United Stated of America, and to invite the residents, schools, businesses and organizations within their community to observe May 1; and

Whereas, V.F.W. Post #5941 members and Ladies Auxiliary are acknowledged for their service and sacrifices on behalf of our Nation’s veterans, families and the community, and have repeatedly demonstrated their devotion to helping others by giving generously of their time, energies and resources to support veterans and the common good.

Therefore, the Mayor and City Council of the City of North Wildwood honor V.F.W. Post #5941 upon the occasion of Loyalty Day, proudly display the flag of the United States of America, express allegiance to our Nation, and resolve to ensure that the blessings of liberty endure and extend for generations to come.

ORDINANCES:

ORDINANCE NO. 1643 – On a motion by Koehler, seconded by Tolomeo, that Ordinance No. 1643 be placed on its second reading. Carried.

The City Clerk read Ordinance No. 1643 by its title, as required by Law, known as “An Ordinance To Be Known As The “Salary Ordinance” Fixing And Determining The Salary And Compensation Ranges To Be Paid To The Elective And Appointive Officers Of The City Of North Wildwood, In The County Of Cape May And State Of New Jersey Providing For The Raising Of The Amounts Thereof By Taxation And Providing For The Time And Meeting Of Payment Thereof“.

This Ordinance has been published according to Law, posted on the City Clerk’s bulletin board with copies available in the City Clerk’s Office on request.

The President of Council stated this was the time and place to hold a public hearing on Ordinance No. 1643 and asked if anyone present had any objections to the passage of this Ordinance. Hearing none, he then asked the City Clerk if he had received any objections in writing, the City Clerk stated none, the President of Council declared the hearing closed.

On a motion by Koehler, seconded by Tolomeo, that Ordinance No. 1643 be passed on its second reading and published according to Law, the roll being called, all voting in the affirmative, the President of Council declared Ordinance No. 1643 duly adopted.

ORDINANCE NO. 1646 – On a motion by Bishop, seconded by Rullo, that Ordinance No. 1646 be placed on its first reading. Carried.

The City Clerk read Ordinance No. 1646 by its title, known as “An Ordinance Amending And Supplementing Chapter 374, Solid Waste, And Chapter 232, Article Vii, Additional Fees Of The Code Of The City Of North Wildwood“.

COUNCIL:

MAYOR ROSENELLO stated that the presentation regarding 8th St. Field will be made to the County Open Space Board on April 22. Plans are available for viewing by the public. The NJ Department of Transportation will be dredging Beach Creek and moving the sand to the front beach between 2nd and 5th Avenues. We hope that this will be done before summer, as it will also open up the mouth of Beach Creek for boat traffic. Public Works has done a great job moving the dune at the south end beach, working on the crossovers, etc. Seaport Pier will undergo some cleanup work shortly.

COUNCILMAN DEL CONTE wished all a Happy Easter.

COUNCILMAN KOEHLER thanked all veterans for their sacrifices in preserving our freedom. Due to his father’s service in World War I, Koehler became interested in history and continues to watch the great shows on the History Channel. We should never forget the service that our veterans have provided for us.

COUNCILWOMAN BISHOP wished all a Happy Easter.

CITY CLERK JETT stated that the Shredder is scheduled for Wednesday, May 28, from 10-11 AM for the public to shred documents. Ron Simone has done a great job with the Historic Preservation Award application for Mrs. Phyllis Catanoso. The City Departments and Department Heads are working well together; an example would be this past Sunday, when the City Clerk was at church but received an email from a resident regarding a public safety issue at 20th & Central. The email was immediately forwarded to the Superintendent of Public Works, who got his men on it. Within 90 minutes, the resident followed up with another email stating that Public Works had already been on the scene, inspected the problem and spoken with the affected homeowner. The resident was very grateful for the prompt service rendered by the City on a Sunday afternoon.
