Re: Gwlach vs Maesgeirchen Social FC (7/11/2010)

Dear Sirs,

I am writing to complain with regards to a player that played in the match between Gwlach – Maesgeirchen Social FC on 7/11/2010. My understanding is that a player named Paul Owen that played for Gwalch FC in Sunday’s match has signed and participated for C.P.D Gwalchmai’s Saturday League Side that play in the Welsh Alliance, therefore breaking rules (15) and (17) of the North Gwynedd & Ynys Mon Sunday League 2010 – 2011 League Rules & Regulations

Paul Owen who is described as the Club’s Player Manager on his website profile can be seen in Caption 1B to show that he has made 1 Apperance this Season in the squad list. All captions are enlarged in Appendix.

When viewing Paul Owens player profile in Caption 2 on the website it can be seen in the Player Stats section that he has made one appearance and more accurately in the match on the 18th September 2010 vs Llanrug Utd which can be seen in the Match History at the bottom of Caption 2.

The matches report in caption 3 cleary states that “the new utility player P Owen filling in as a sub, would this be his big day”.

The evidence that Paul Owen played in the match of Gwalch vs Maesgeirchen Social FC can be seen on a copy of Gwalch FC’s teamsheet that was exchanged before the start of the match(which is enclosed) as well as on his Facebook profile, where he was tagged by Gwalch F-c and described as a “master class in midfield in the match of Gwalch 3-0 Maes G”.

I have held correspondance with Welsh Alliance League Fixture and Registration Secretary Eric Wyn Jones (details are below). He has since sent a letter, where a copy is attached in the Appendix, which can be seen dated 9th November where he confirms that “Gwalchmai F.C. of the Welsh Alliance Football League have a Player by the name of Paul Owen registered for them”.

This is in direct breach of Rule (17) which states

Players having registered in the League of Wales, Welsh Premier or Alliance Leagues, Gwynedd League, Clwys League and Cymru Alliance Leagues and other such senior League and Cup competitions at Rule 63 of the N.W.C.F.A shall not be eligible to play in this League. Players who have registered with a senior league’s reserve team must produce a letter from such club with a disclaimer that that player is only taking part for the reserve team and not considered for the seniors team selection. Players cancelling their registration forms with senior leagues shall not be eligible to play in this league unless they have cancelled their registration of those leagues prior to the commencement of that league’s opening fixture, or prove that they have not participated in any game that club may have played to the satisfaction of this League’s Registration Secretary, and their registration is cancelled forwith from the senior league in question”.

There is confirmation that Paul Owen is signed for Gwalchmai F.C of the Welsh Alliance ans should not be eligable to play in this League. He has not cancelled his registration for Gwalchmai F.C, which can be proven below, therefore remains a registered Gwalchmai F.C player, and will be eligible for selection for Gwalchmai F.C of the Welsh Alliance for the remainder of the season. He has also been proven to have participated in the game vs Llanrug mentioned previously.

Having spoken to Mr Tim Lene of the FAW Registrations department, he has confirmed to me that no ameatur player can cancel their registration for the season once signed. He can be contacted on (029 20 435... ext 835) if required. This assures me that he will remain a signed player for Gwalchmai F.C of the Welsh Alliance for the whole of the 2010/11 Season and be eligible for selection if required, hence breaching rule (15) of the North Gwynedd and Ynys Mon Sunday Football League – League Rules and Regulations, which states.

“No team shall field more than 4 players who are registered in the Caernarfon, Anglesey or Clwyd league Division One. Players cancelling their registrations with any Saturday Club must do so prior to the 30th September and must prove they haven’t played for that club by getting a confirmation letter from his Saturday Club and that League’s Secretary confirming that he hasn’t played. Any person who attains the age of 18 years after the first of August in any season shall not be deemed a Saturday player unless he’s registered in the Gwynedd League or Clwyd Premier League when he becomes ineligible to play in this league.

Having requested the date Paul Owen was signed by Gwalch F.C from League Registration Secretary Merfyn Edwards, we have discovered that he was signed on the 16th October 2010. On this date Paul Owen was a registered player, and remains a registered player for Gwalchmai F.C of the Welsh Alliance and therefore has the intention of remaining available for selection for Gwalchmai F.C of the Welsh Alliance for the remainder of the season, hence not abiding by the Rule (15) to cancel their registration by 30th September 2010.

I previously enclosed a cheque with the appeal for £ 20.00to accompany the appeal as per rule (25) of the North Gwynedd & Ynys Mon Sunday League 2010 – 2011 League Rules & Regulations.
