SUBJ/EXPANDED HOMETOWNER PROGRAM//

REF/A/DOC/OPNAV/28MAY09//

REF/B/DOC/SECNAV/05JAN06//

NARR/REF A IS OPNAVINST 5726.8, OUTREACH: AMERICA*S NAVY. REF B IS SECNAVINST 5724.3A, FLEET HOMETOWN NEWS PROGRAM POLICY AND PROCEDURES.//

RMKS/1. THE EXPANDED HOMETOWN MEDIA OUTREACH PROGRAM BRINGS AMERICA*S NAVY HOME, VIA REGIONAL AND LOCAL MEDIA MARKETS ACROSS THE UNITED STATES, BY ARRANGING PHONE INTERVIEWS BETWEEN DEPLOYED SAILORS AND THEIR HOMETOWN MEDIA. THE NAVY OFFICE OF COMMUNITY OUTREACH (NAVCO) EXPANDED HOMETOWNER PROGRAM UNIQUELY LEVERAGES TODAY*S DEVELOPING INTERNATIONAL HEADLINES TO TELL OUR NAVY STORIES AS THEY ARE EXPERIENCED BY OUR FORWARD DEPLOYED SAILORS. BEGINNING IN 2008, NAVCO HAS WORKED WITH DOZENS OF SHIPS AROUND THE WORLD,PLACING MORE THAN 500 FEATURE STORIES IN MEDIA ACROSS AMERICA. MANY OF THE EXPANDED HOMETOWNER STORIES RUN IN THE CHINFO CLIPS, A NEWS-MONITORING PRODUCT WIDELY READ BY SENIOR NAVY LEADERSHIP.

2. THE KEY INGREDIENT TO THIS OUTREACH EFFORT IS AN INTERNATIONAL HEADLINE WITH A NAVY TIE. WITH THAT, PRINT, RADIO AND TELEVISION EDITORS ACROSS THE NATION CAN EASILY AND IMMEDIATELY LOCALIZE THE STORY BY INTERVIEWING A SAILOR WITH A HOMETOWN TIE.

3. IAW REF A, ALL DEPLOYED SHIPS ARE REQUIRED TO CONDUCT EXPANDED HOMETOWNERS WITH AT LEAST FIVE PERCENT OF THEIR CREW AND EMBARKED UNITS. ADDITIONALLY, FIVE PERCENT OF INDIVIDUAL AUGMENTEES ARE REQUIRED TO PARTICIPATE. TO MEET THIS GOAL WE NEED YOUR SUPPORT, PRIORITIZATION AND COMMITMENT GETTING YOUR SAILORS TO ENGAGE.

4. TO FEATURE SAILORS IN THE EXPANDED HOMETOWNER PROGRAM, COMMANDS MUST HAVE TELEPHONE CONNECTIVITY AND MUST DESIGNATE A PRIMARY POINT OF CONTACT IN THE COMMAND. WITH THIS INFORMATION, NAVCO WILL FIND THE MEDIA, PROVIDE A CONSOLIDATED LIST OF REPORTERS WHO WANT TO TALK TO HOMETOWN SAILORS, AND COORDINATE INTERVIEW OPPORTUNITIES. NAVCO WILL ALSO PROVIDE EACH PARTICIPATING COMMAND A MEDIA FEEDBACK REPORT WITH ALL COVERAGE OF THE EFFORT.

5. THIS PROGRAM SHOULD NOT BE CONFUSED WITH THE FLEET HOMETOWN NEWS PROGRAM REQUIREMENT ARTICULATED IN REF B. EXAMPLES OF EXPANDED HOMETOWNERS ARE CHRONICLED AT ADDITIONAL PROGRAM INFORMATION IS AVAILABLE AT
