2.If construction activities would occur during the gnatcatcher breeding season (February 15 through August 30), gnatcatcher habitat within 500 feet of the grading limits shall be surveyed prior to construction (three site visits, one week apart) by a biologist in possession of a Section 10(a)(1)(A) gnatcatcher recovery permit to determine the presence/absence of any gnatcatcher(s) within that 500 feet. If the species is determined to be absent during those surveys, no further mitigation would be required. If present, an acoustical consultant shall evaluate the construction equipment/phases and estimate noise levels anticipated during clearing, grubbing and grading activities. Noise reduction measures may include operational adjustments, such as placing noisy equipment at greater distances from the habitat or shortening the operating period of noisy equipment, and/or installing temporary noise walls or curtains to block excess noise from entering the occupied habitat. If noise reduction measures are required, bi-weekly monitoring of the bird(s) shall be conducted by the qualified biologist to observe if the bird(s) is being affected by construction activities. The acoustical consultant shall confirm through noise measurements that the noise reduction measures are effective at preventing noise levels in excess of 60 dB(A) hourly Leq or an increase in ambient noise levels.

3.Impacts to 1.55 acres of Diegan coastal sage scrub (CSS) shall be mitigated through one of the following: (1) off-site acquisition of 1.55 acres of CSS in an approved mitigation bank within the Multi-Habitat Planning Area (MHPA) of the City of San Diego’s Multiple Species Conservation Program (MSCP); (2) off-site acquisition of 2.33 acres of CSS in an approved mitigation bank outside of the MHPA; or (3) payment of funds into the City of San Diego’s Habitat Acquisition Fund sufficient to purchase 1.55 acres of CSS. / Documentation of the purchase of appropriate mitigation credits or payment into the City’s Habitat Acquisition Fund. / SANDAG / Prior to construction.

- Post-construction Best Management Practices (BMPs) shall be incorporated into the final project design to minimize water quality impacts to Chicarita Creek and other downstream receiving waters. These BMPs shall include, but are not limited to, installation of a detention basin in the northwest corner of the project site, installation of filtering devices at all drainage structures, installation of velocity dissipation devices at all drainage outlet points and installation of permanent seeding and landscaping. All post-construction BMPs shall be depicted and/or listed on the final project plans. SANDAG shall ensure that all post-construction BMPs are monitored and maintained on a regular basis.
