TECHNO-COMMERCIAL BID
A. GENERAL INSTRUCTIONS TO BIDDER:
1. A set of detail tender document (Non-Transferable) may be obtained onour
website .
2. Tender is a two part bid system. The tender documents consist of Part - A and
Part - Bas detailed below:
3. Part ‘A’: Techno-commercial Bid (To be submitted in sealed cover enabling us to
openon dated 23.02.2011 at 2-00 pm)
4. Part ‘B’: Price Bid
5. Part ‘A’ must be duly completed and sealed in a separate envelope superscribed
“Tender Enquiry No. NIT-9497 dated: 11.02.2011 Part ‘A’ - Techno-commercial
Bid”.
6. The bidder shall not indicate the price or rate in the Techno-commercial bid.
7. Part ‘B’ must be duly completed in all respect and put in a separate sealed
envelopesuper scribed “Tender Enquiry No. NIT-9497 dated: 11.02.2011 Part 'B' -
Price Bid ".
8. Tender documents consisting of Part 'A' & 'B' duly sealed in separate envelopes
shouldbe sealed in another envelope and should be deposited in the Tender Box
kept at Vendor complex, Near Administrative Building or you can send it through
courier/speed post/registered postor you can send it through
E-Mail: as to reach on or before11-00 Hrs Dt.
23.02.2011. Part 'A'i.e. Techno-commercial Bid will be opened on Dt. 23.02.2011
at 14.00hours the sameday in the presence of bidders or theirrepresentatives
who are present for the tenderopening. Bidders who qualify in the Techno-
commercial Bid will be intimated to attendthe tender opening of part 'B' - price bid
at a date to be notified separately. Part 'B' i.e.price Bid will be opened at the
specified date in thepresence of the bidders or theirrepresentative who are
notified to attend the tender opening. The tender documentsmay also be sent
either by registered post / Speed Post / Courier so as to reach on orbefore the
said date and time.
9. The Techno commercial Bid ( Part - A) and general terms and conditions shall
form partof Techno-commercial offer. Each page should be duly signed by the
bidder as atoken of acceptance. Part ‘B’ – the price Bid should not carry any
conditions. Price /rate should be quoted in clear terms in the format given by
BHEL Part 'B' Price bid will be opened only in respect of those bidders who are
qualified in Techno- CommercialBid. without sample will not be considered. Party
can offer more than one sample for one particular item. In case party offering more than
one sample for one material category,such samples must be distinguished from one
another either by brand name or codes.Separate price bid ‘Part-B’ identifying the sample
should be submitted in the sealed cover in case the party prefers to offer more than one
sample.

GENERAL TERMS & CONDITIONS:
1. Techno-commercial Bid must accompany the samples for the items quoted .
Offer.The EMD in the form of Bank Guarantee shall also form part of the Techno-
commercial bid. The EMD of the successful bidder will be retained and that of other
bidders will be returned.
2. Offer should be free from overwriting or erasures. Corrections or additions, if any should
be attested.
3. An undertaking that price quoted is within the upper price limit mentioned
aboveby BHEL must be attached along with Techno-commercial Bid.
4. Delivery should be completed by26.03.2011.
5. Party to quote only rates against each item in Price Bid & rest all other
information willbe part of Techno-commercial Bid.
6. The criteria for deciding the L1 party shall be based on suiting & shirting rates
put together to safe guard the shade.
7. Rates are to be quoted on FOR BHEL, HPEP, RAMACHANDRAPURAM,
HYDERABAD basis. Price should be quoted inwords & figures both. There should not be
any overwriting in ratescolumn of your offer.
8. Tax, Excise duty, P&F charges if applicable to be mentioned clearly in
percentage.
9. Price to be quoted on firm basis with validity of offer of 90-days from the date of
opening.
10. BHEL does not pay any advance against purchase order. BHEL payment terms
are100% within 90 days after receipt and acceptance of material at BHEL store.
11. Failure to supply by the time specified in the Purchase order will make the supplier
liable to pay unconditional penalty of ½% of the prices of goods in arrear per week
subject to a maximum of 10% of the order value unless agreed otherwise.
12. Packing Instructions: Each item (piece wise) against our Purchase Order
shouldbe packed separately in Polythene cover with clear identification.
13. Quantity mentioned in the enquiry is subject to variation of 5%.
14. INSPECTION: Inspection will be at supplier’s place by random checking of finished fabric
and sample will be drawn by the representative of BHEL, R.C.PURAM and the samples
drawn by him will be sent by vendor to “BTRA” or any Central Government Agency / Lab
for testing. After sampling by the representative of BHEL., R.C.PURAM and only after the
receipt of “BTRA” or any Central Government Agency / Lab Certificate and acceptance of
the same by BHEL representatives, the clothes should be taken up for packing and
despatch. You should stand guarantee for the goods and the shade of Shirting and
Suiting clothes should be same. If the dispatched material is found not acceptable, the
sameshould be replaced free of cost on FOR:DESTINATION basis.
15. Work test certificates/inspection certificates/guarantee certificate/ compliance
certificate, etc. will be required to be submitted along with samples and final supplies
(in case an order is placed)
16. The quantities for each item to be purchased may vary from the tendered quantity
according to our actual requirement at the time of placing orders.
17. Inspection of the finished fabric will be done as per IS-11248-1995 and IS 11815-1986.
18. The defects like (i) End-out (ii) Thick ends (iii) Loose warp ends (iv) Weft lashnings (v)
Slups (big) (vi) Stains should be avoided.
19.In respect of all matters arising out of or pertaining to the contract, the cause
action thereof shall be deemed to have arisen only at Ramachandrapuram,
Hyderabad, where BHEL - HPEP is situated. All legal proceedings pertaining to
the above matters ordispute shall be instituted only in courts having territorial
jurisdiction over the place where BHEL- HPEP is situated and no other court shall
have the jurisdiction.
20. The final supply of entire cloth should conform to approved samples in all respects.
21. No enhancement of rate for whatever cause is allowed once the offer is accepted and
the order is placed. Withdrawal from the quotation after it is accepted or failure to
make the supply within the scheduled period will entail cancellation of order, forfeiture
of earnest money if any and/or imposition of risk & cost purchase.
22. All pages of both Techno-commercial and Price bid are required to be signed by
thebidder.
23. BHEL reserves the right to reject any or all the tenders without assigning any
reasonswhatsoever. Decision of BHEL in this regard shall be final & binding to
all parties.
