Supplementary Regulations

The rally “Milzis 2004” will be run in compliance with the National Sporting Code of LAF General part and rally part; the Regulations of the Latvian Rally Championship 2004 for road cars (further – the Regulations of the Championship) and in compliance with the Supplementary Regulations (further – the Regulations) of the rally “Milzis 2004”.
- Changes to these Regulations will be announced to all entrants by numbered and dated bulletins (issued by the Organizer or the Steward).

The Regulations are published on Latvian and English versions. In case of difference decisive is Latvian version of the Regulations.

1.1.The rally “Milzis 2004” will be run in Latvia, Cesis in September 3-4.
1.2.The rally “Milzis 2004” results counts for:
-event 6 of Latvian Rally Championship 2004 for road cars,
-event 3 of “Auto Leht Cup”,
-event 4 of Estonian junior Rally Championship ,
-event 4 of Moskvich league Cup.

3.1.Opening date of entries: 09.aug.2004. 00:00 in
The duly filled and signed entry form must reach the Organizer till 30.aug.2004. at 18:00 fax. +371 24824 or e-mail . If competitorhas sent the entry form to the Organizer, but will not take part in this rally, he must to inform the Organizer in writing form. Otherwise LAF will be informed about that for penalizing.
If the entry form is sent by facsimile, the original entry form with a relevant payment document or a letter of guarantee must reach the Organizer not later than 03.sep.2004. at 21:30.
Details concerning the co-driver could be specified at administrative check of crew.
3.2.The rally is open for every physical or legal entity holding a valid competitor’s license issued by LAF or other ASN.
The entry application will be accepted only if it will be accompanied by a total amount of the entry fee.
Signing of the entry means that the entrant allows to the Organizer to publish the declared information in the multi- media channels.
3.3.Maximum number of the entries will be 150. In case if the Organizer will receive more the entries, crews will be selected by the Organiser opinion.
In the rally allow to participate by cars of respective national groups, who are divided in classification groups and classes in accordance with the Regulations of the Championship.
1st group – Road cars with engine displacement up to 1620cm3, 2 wheel drive;
2nd group – Road cars with engine displacement more than 1620cm3, 2 wheel drive;
3rd group – Road cars with 4 wheel drive.
4th group – junior class 2 wheel drive.
5th group – Open. Cars who, according to rules of LAF PRC and RSDD, can not be joined to previous groups.
3.4.Entree fee 50*** LVL must to be paid till 03.sep.2004. at 21:30.

3.4.1. The entry fee (Art. 3.4) has described for crews who accepts the full set of Organizer’s additional advertising.
3.4.2. If crew refuses to carry Organizer’s additional advertising, entrant must pay double the entry fee and mark refusal from advertising on the entry form.
Advertising on the rally plate and starting numbers are compulsory advertising and refusal from this advertising is impossible.
3.5. All payments should be made to the Organizer’s bank: club “TBM” bank account in Cesis branch bank of Hansabank, code HABALV22, account 551003755461– or to be pay in the Organiser’s cash.
3.6.Entry fees will be refunded:
- in case of rally not taking place due to fault of the Organizer – in full,
- in case of rally not taking place due to force majeure - 75%,
- to applicants whose the entry has not been accepted – in full,
- if entrant can not start due to force majeure, duly accepted by his parent ASN - 25%.
4.1. All competitive cars must hold valid Green Card or insurance of civil liability. Entrants must comply with Latvian Republic traffic laws throughout the event.
4.2. All competitors must hold valid life insurance with value at least Ls 500.
5.1.The reconnaissance documents will be available for competitors according to list in article 6.1. 03.sep.2004. from 15:00 to 17:30

The Organizer will hand out labels for recce cars and recce cards when an entrant will receive the reconnaissance documents.
In receiving of the recce documents, entrants must inform the Organizer on details of the recce car and crew’s mobile phones.

Penalty for reconnaissance in other time is set by steward, and that is LVL 25,-.
Reconnaissance with SRS is not permitted.
Each SS will recce once and it will be checked by marshals.
5.3. Restrictions:
5.3.1.The recce cards must be given to representatives of Organizer or to police if it is requested. The recce cards crew gives back to Organizer before TC0.
5.3.2.Crews are not allowed to drive in opposite direction of the rally on the SS.
5.3.3.Maximum speed limits set to 40 km/h in Special Stages. Use of a radar detectors is forbidden.
Crews must drive in a manner that does not endanger other traffic or cause inconvenience for people living near the stage roads.
Note: that is reconnaissance not training!
5.4. Consideration of reconnaissance rules will be controlled by the Organizer and police.
Exceeding of permitted passage’s limit will be penalized complying with the Steward’s decision as far as start refusal.
Penalties for infringements concerning to speed limit and other reconnaissance rules are complying with:
1st infringement: to 20km/h- 20.-LVL; above 20km/h- 60.- LVL
2nd infringement:in accordance with the Steward decision.
6.1.All crews and competitive cars must arrive in administrative checks at Cafe “Pit Stop” Vilku str. 1, Cesis, Latvia in compliance with following schedule:

Starting numbers, rally plates and the Organizer’s advertising must be affixed on a competitive car before pre-rally scrutineering. Penalty to be late to Administrative check LVL 25,-
6.2Following documents should be presented at the administrative check by each crewmember:
-Filled and signed entry form,
-Driver’s license issued by ASN,
-Driver license for road use,
-Crews life insurance,
-Registration documents of car,
A crew must give information about crew’s service car to Organizer.
6.3 Pre-start pecuniary penalty must to be paid till administrative check. Pre-start pecuniary penalty may to pay to the Organizer representative in the rally centre
6.4 Organizer with recce documentation hand out following materials for each crew:
-Starting number and rally plates,
-Organizer’s obligatory and additional advertising,
-Label “Service” for crew’s service car.
7.1 All crews and competitive cars must arrive in pre-rally scrutineering at Technical control station “AUTEST”, J.Poruka str.22, Cesis in September 4 according with the schedule:

7.2. Starting numbers, rally plates and Organizer’s advertising must be affixed on competitive car before pre-rally scrutineering according to the Appendix.

8.1. Publication of the start list:
4.sep.2004. at 10:00 on Official Notice Board and in official internet web pages .
8.2. Start of the rally – 4.sep.2004 at 10:30 Lapsu str. 17, Cesis (LTD “VAR-C”).
8.3.Starting intervals for all crews are 1 minute.
9.1 Crews take the time cards of the Sections 1 and 2 on TC 0 and TC 4A respectively.
There will be a regroup after Section 1 to set new starting times for crews if there are retirements, but not to change starting order.
9.2. Starting procedure of the SS, except SRS3, SRS7 :
-Crew takes start position after invitation of the start marshal,
-When the start marshal is signed with gesture about right start position – 40 cm before electronically starting line, competitive car must stay till moment of the start. Crew must to follow by himself to signals of the electronically starting system.
-Red lights show seconds with 5 second discrete signal of current minute,
-Marshals gives a time card to co-driver 30 second before the start,
-On 55-th second first red light is switched on, on 56-th second 2.red light goes on etc, and on 59-th second the last (fifth) red light is switched on. On full minute (00 seconds) all five lights go out for the start moment.
- False start will be registered by electronic beam.
-The final decision to accept a marshal of the starting line and in that case will write in starting protocol.
9.3. In the case of an accident where immediate medical intervention is not required, the “OK” sign must be clearly shown by a crews member to the following three vehicles.
9.4. If the crew defaults time card must be given to course-closing car (green car) equipped with green flashing light following the last competitive car.
9.5. Running of Synchronous Regularity Stage SRS3(7).
Crew must occupy starting position without marshals notice. Start time for this stage is shown in time card.
Minimum and maximum average speed for SRS is announced in Administrative check or in road book.
SRS finish is in place unknown for crews. Maximum length is shown in route documents.
In “STOP” point of SRS crew gets time taken by stewards with accuracy to full seconds.
SRS penalty is calculated in absolute values, time format, where SRS7 time is subtracted from SRS3 time. Difference in seconds is penalty.
Crews with average speed higher than Organizers announced, become 60 sec. penalty.
Crews with average speed lower than Organizers announced, become 30 sec. penalty.
A full stop between yellow and red finish sigh is penalised with 10 sec.
9.6. In all special stages crew members must use safety belts and locked helmets. Ignorance of this rule disqualifies the crew.
10.1.Servicing, refueling and changing of tires are allowed only within service areas alongside the route, specified in the Road Book. Infringements will result in exclusion
11.1.The provisional final classification of rally will be published in 4.sep.2004. at 21:30 on the official notice board on Cafe “Pit Stop” Vilku str. 1, Cesis, Latvia.
11.2 Penalties must be to pay in the rally secretariat. Cash penalties for infringements at rally time must be paid at the rally secretariat 15 minutes after publishing of provisional results.
12.1. Prize giving will take place on 4.sep.2004. at 22:30, in Cafe “Pit Stop” Vilku str. 1, Cesis, Latvia.
12.2. Best 3 crews in each class (group) will be awarded in classification of rally “Milzis 2004” if twenty or more crews participate at appropriate class (group).
Best team will be awarded in classification of the Latvian Rally Championship.
Organizer and sponsors has rights to give special awards.
12.3. Prize winners crew’s driver and co-driver must to came to the prize giving ceremony obligatory. The crew loses right to give the prize, if the they absents the prize giving ceremony.
13.1.Entrant has rights hand in a protest about decision of marshals or about running or results of the rally to competitor’s relation officer in terms defined in Championship Regulations. Protest must be accompanied with protest fee 25 LVL.
If the protest requires dismantling and reassembly of differently parts of the car, the claimant must pay an additional deposit specified in Championship Regulations.
13.2. Appeal fee set by Rally Commission of LAF for appeal at Rally Commission of LAF as the first instance – 50 LVL.
Appeal fee set by Board of LAF for appeal at National Court of Appeal – 200 LVL.
