OPERATIONAL INFORMATION SERVICE (OIS)

Summary and purpose of document
This document includes information on the status and development of the Operational Information Service (OIS).

ACTION PROPOSED

The meeting is invited to consider the status and development of the Operational Information Service (OIS), taking into account the relevant recommendations and decisions of CBS-Ext.(02) and the Fourteenth Congress. The meeting may in particular, review the action required to update the operational information (see in particular paragraphs 7, 8, and 9).

DISCUSSION

1.The objective of the Operational Information Service (OIS) is to collect from, and distribute to WMO Members and WWW Centres a detailed and up-to-date information on the facilities, services and products made available in the day-to-day operation of the WWW.

2.The following operational information is posted on the WMO server under

WMO No. 9, Volume A - Observing Stations

Catalogue of Radiosondes and upper-air wind systems in use by Members

Regional basic synoptic and climatological networks

WMO No. 9, Volume C1 - Catalogue of Meteorological Bulletins

WMO No. 9, Volume C2 - Transmission programmes

Routeing catalogues of bulletins

Monitoring Reports (quality and quantity)

WMO No. 9, Volume D - Information for Shipping

WMO No. 47 - International List of Selected, Supplementary and Auxiliary ships

Operational Newsletter on the World Weather Watch and Marine Meteorological Services

3.The Secretariat dispatches the WMO Publications Nos. 9 and 47 on CD-ROM once a year. The Operational Newsletter of the WWW and Marine Meteorological Services is distributed only via electronic mail every month.

4.CBS-EXT.(02) agreed on revisions to Volume A – Observing Stations. As requested by CBS-EXT.(02), the Secretariat initiated the implementation of the proposed changes.

5.Information on the Data Processing and Forecast Systems is provided on a yearly basis in the WWW Technical Progress Report on the GDPS. Further information on the processed information exchanged on the GTS is available in Volume C1 - Catalogue of Meteorological Bulletins. CBS-EXT.(02) agreed that there was no requirement to maintain Volume B of Publication No. 9, and the Fourteenth Congress agreed to delete this Publication from the list of WMO Mandatory Publications. CBS-EXT.(02) also recommended to distribute the WWW Technical Progress Report on the GDPS on a CD-ROM instead of a paper format.

  1. With respect to the Volume C1 – Catalogue of Meteorological Bulletins, eleven MTN centres (Algiers, Beijing, Exeter, Brasilia, Buenos Aires, Melbourne, Moscow, Offenbach, Prague, Sofia, Tokyo and Toulouse) were using the data base procedures for maintenance of their own parts of Volume C1. Therefore the MTN centres, except for Cairo, Dakar, Jeddah, New Delhi, Nairobi and Washington, have taken the necessary action.

7.Volume C2 of WMO Publication No. 9 contains the transmission programmes of the distribution systems of the GTS (satellite distribution systems, RTT and radio-facsimile broadcasts). In order to avoid unnecessary duplication of information, in particular with Volume D and routeing catalogues of RTHs, CBS-EXT.(02) agreed that Volume C2 should contain the identification and the technical specifications of each data distribution system and a summary of the transmission programmes. Through the WMO letter No.1675003/WB/SY/T.8 dated 14 April 2003, the Secretariat invited Members operating the GTS centres concerned to include the lists of bulletins transmitted through distribution systems in their routeing catalogues and to continue providing updates on data distribution systems as well as a summary of the transmission programmes in an electronic format to be included in Volume C2. The status of Volume C2 is given in Table A. The information contained in Volume C2 is not satisfactory since:

  • Only three countries provided information to be included in Volume C2 in the new format agreed by CBS.
  • Many entries appear obsolete or incomplete. Information on satellite distribution systems is particularly insufficient.

8.Each RTH should prepare a routeing catalogue and make it accessible by the other GTS centres, in particular by its associated NMCs. The routeing directory should be updated monthly if possible, but not less than every three months. The status of the routeing catalogue at MTN centres is given in Table B. The MTN centres, except for Buenos Aires and Dakar, made their routeing catalogues available on the Internet. The periodicity of updating the routeing catalogues is not satisfactory,

9.Fourteenth Congress noted with satisfaction that the Secretariat had established a data quality monitoring Index Page on the WMO server ( with links to Web sites containing the quality monitoring information. Congress invited all the quality monitoring centres to provide the Secretariat with the relevant URL addresses of their Web sites and their subsequent updates.

10.Fourteenth Congress agreed that an important goal was to facilitate the access to the information through interactive on-line access services. A project for the interactive on-line access to Volume C1 is being developed by the Secretariat. A demonstration of the application is available from
