Quality and Qualifications Ireland (QQI) Established

On 6 November 2012, HETAC completed its amalgamation with FETAC, NQAI and the IUQB and a new integrated agency, Quality and Qualifications Ireland (QQI), was established. We will continue to provide continuity of service as the new agency evolves. QQI will bring any changes and updates to your attention over the coming weeks on its website .

Duplicate Parchments - former HETAC awards
As you will appreciate, the integrity of its parchments is vital to QQI and to all those who possess QQI awards, including those made by the former awarding bodies HETAC and FETAC. If you are looking for a duplicate parchment, you should satisfy yourself that you are looking for what was a HETAC parchment in the first instance. Specifically, if you received an award from an Institute of Technology, it is more than likely that the institute may have had delegated authority from HETAC to make its own awards since 2001. In this case, the Registrar's Office in that institute is responsible for all matters associated with the parchment, including issuing duplicate parchments.
However, if you are satisfied that you are looking for what was a HETAC award, a request to issue a duplicate parchment will only be processed on receipt of the following three items in hardcopy format only:

  1. Application Form for Duplicate Parchment (click here)
  2. Statutory Declaration from Commissioner of Oaths (or practising solicitor/ Peace Commissioner) (click here) In the case of an applicant resident outside Ireland, this form should be completed and stamped with an official stamp by a Police Officer or solicitor.
  3. Appropriate Fee*

*There is a fee of Euro 65.00 per duplicate parchment. Payment can be made by cheque or draft, drawn on an Irish bank, or to the following bank account:

The issue of a duplicate parchment will only take place, once QQI is satisfied that it is justified. You should allow for 10 working days for the dispatch of the duplicate parchment.

Reprint (Damaged Parchment)
QQI issues replacement parchments, where the original has been damaged. In this instance, you must return the original parchment to Awards & Certification Unit section and a reprint may be issued. There is no charge for this service.

Reprint (Name Change)
QQI issues replacement parchments, where name of the awardee on the parchment has changed. Unlike the previous situation, you should return the parchment along with a copy of the appropriate identification papers (passport/ marriage certificate/ deed poll etc) to the provider. This will ensure that there is consistency of records between the provider and QQI. The provider will then send the material to QQI.
A reprint may be issued to your address. There is no charge for this service.
