Q: For Attachment 2 for Past Performance, is it required to have 4 performance reports on the program you are proposing or can it be any program?
A: WCF is requesting performance data for same or similar services. We request four past performance reports that may be reviewed for quality, past performance, and potential reference check.
Q: Is it my performance or the program performance data you are asking for? If you do not have 4 are you disqualified?
A: WCF is requesting program performance data. If there are less than 4 performance reports it may impact the review of your proposal.
Q: Page 7, Proposal Format and Requirements indicate that responses must be no longer than 20 pages in length. Please clarify if Attachments A-D is included in the 20 page limit.
A: Attachments A-D is not counted toward the 20 limit.
Q: Are additional attachments allowed (i.e. Curriculum, credentials, etc.),and would additional attachmentsbe included in the 20 page limit.
A: Additional attachments are allowed and would not be included in 20 page limit, however, WCF requests that proposer scrutinize the amount of additional information added and only add information that will clarify items referred to in the narrative. Excessive certificates, newspaper articles and flyers are discouraged.
Q: In trying to develop a workshop calendar, it appears that the Develop You workshops are conducted Monday through Thursday at the West Orange County and Osceola County locations. Please indicate if the West Orange County and Osceola County locations have more than one meeting/workshop room available.
A: Both locations have more than one conference room and will be scheduled by program management.
Q: Is there any anticipated charge back to the provider for use of the facility (workshop room)?
A: No.
Q: Is there office space (itinerant space) available at the One-Stop locations for provider staff? Would there be a charge back to the provider for use of this space? If so, please indicate cost.
A: At this time there is limited space at our One-Stop locations for provider staff. In the event space can be identified, there would be not cost.
Q: Do you plan to award this contract to one provider, or are you building a vendor list as indicated on page 6, paragraph 3?
A: WCF may select one or more providers based on the responses received.
Q: Do you have a budget form(s)?
A: There is not a designated budget form for this RFQ. Please outline costs and the justification for such in the proposal.
Q: Could you define fixed price contract with a performance component as indicated on page 5?
A: For a for-profit entity, any negotiated profit will be tied to performance objectives. Those performance benchmarks will be outlined by WCF during negotiations but will be in line with those benchmarks discussed on page 4.
Q: On page 10, you mention proposed fees, should we assume that this is the cost portion of the proposal?
A: Yes. Please outline the costs associated with delivering the proposed services.
Q: On page 10 under the Evaluation Process-Proposed Fees: What specific fees will be expected and how will they be evaluated, i.e. will lowest cost receive full points and other proposers lesser points?
A: Please outline the fees associated with the training proposed. Fees will be reviewed for reasonableness and allowability of our funding. WCF reserves the right select the provider(s) that most meets its business needs taking into account service, cost and quality.
Q: Please define complete job readiness training as shown in Contract and Performance Terms, benchmark one on page 5.
A: By stating that the job readiness training is completed we are referring to the participant completing all requirements of the workshop/training as outlined and demonstrated by a post-training evaluation or assessment.
Q: Will there be a cap on indirect and profit rates?
A: Indirect rates must be accompanied by documentation from a federally cognizant agency or an audit to validate rates. Profit rates are subject to negotiation.
Q: Do services have to be offered and available at all West Central Florida office locations or can individual locations be identified?
A: WCF would like to offer services at all of its locations; however, providers may propose serving specific locations.
Q: What is the identified funding amount and service level?
A: The funding amount identified is $60,000 for job readiness skills training. WCF estimates serving 200 individuals.
Q: Should a post-test analysis be included in provider budgets or is this already in use? Is there an approved post- test?
A: A post-test analysis must be part of the design. There is not an approved test.
Q: Are there 5 or 6 locations for where services should be delivered?
A: There are 6 locations outlined in the proposal where services could be provided.
Q: Are you expecting 6 workshops over a 3 month period?
A: WCF will require workshop to be offered quarterly in each of the WCF office.
Q: There seems to be a conflict in the method of payment - Attachment D indicates cost reimbursement (page 17) and page 5 indicates fixed price with performance. Is Attachment D a typo.
A: Yes. There is a typo in Attachment D. WCF will correct and repost. To confirm, this is fixed price.
Q: The RFQ requires the following information:
A. Professional Qualifications and Experience
• Relevant experience and qualifications of personnel to be assigned to the project.
C. Staff
• Discuss proposed staff who would be assigned to this project, including credentials, training experience, and other project relevant work.
A: Some respondents may have different staff that are assigned to the project and may be able to answer both. For example they may have a director who will oversee the project, but have other individuals who will staff the project. The director’s experience would be captured in A, while the frontline staff will be captured in C.
Q: Is the $60,000 amount to serve the 200 participants referred to in the earlier Q&A for a six month period? Or is that funding and amount of participants to serve for the 12 month period?
A: The amount has been allocated through June 30, 2014.
Q: Do you have to serve all targeted groups?
A: If there is a specific group you would like to serve, please indicate in your response.
