Question1:
Can the presentation be provided to the service providers?
Answer 1:
Yes it will be published on the RAF website
Question 2:
Can you please indicate how will the security performance be measured?
Answer 2:
Security performance is one of the terms of the General Conditions of Contract but in this case the SLA will take preference as the bid was advertised with the SLA.
Question 3:
In terms of the academic requirement – are you looking for experience as a lecturer or a part time employee in the academic field?
Answer 3:
Both will suffice.
Question 4:
If you are on the current panel of attorneys can you still bid for this tender?
Answer 4:
Yes, if you meet all the requirements of the tender you may bid.
Question 5:
Is the bidder allowed to bid for two or more categories?
Answer 5:
Yes bidders may bid for any category for which they meet the criteria, and where they believe they will be able to provide the services.
Question 6:
Is the letter from DOJ compulsory, considering the proximity of the closing date, or will other written proof suffice?
Answer 6:
The letter must be from DOJ as this is a mandatory requirement.
Question 7:
When will the tender be finalized?
Answer 7:
The RAF will finalize the tender within a period of 90 days from the closing date, unless the validity period is extended.
Question 8:
Is the tender closing date 03 April 2013 or 04 April 2013?
Answer 8:
The RAF has advertised this bid on the Government Tender Bulletin and the Sunday Times. In both of these adverts the closing date of the bid is indicated to be 03 April 2013.There is no mention of 04 April 2013.
The Bid will close on 03 April 2013
Question 9:
On page 17 you indicated that companies must provide a list of current contracts and the value thereof. Submit a list of current contracts, contact person and contract numbers. Do you need for all if bidders have a lot?
Answer 9:
The list provided should be relevant to the service required.
Question 10:
I have perused the documents on your website.
I am an Industrial Psychologist and Iconduct psycho-legal assessments on RAF cases.
I have noted on Annexure G of the SLA document page 3 and 4 respectively that the following services are required:
Public Law;
Healthcare Management;
Healthcare Financing; and
Social Security.
Can I apply for this bid?
Answer 10:
Yes, if you meet all the requirements of the tender you may bid. The assessment of whether you meet the requirements is however the sole prerogative of the RAF’s Bid Adjudication Committee.

Answer 11:
“Consultants” for purposes of this tender refers to individuals or companies / institutions who can provide consulting services in the following fields:
  • Healthcare Management;
  • Healthcare Financing; and / or
  • Social Security.

Question 12:
I would really appreciate your time to advise me whether my services as a Cost Consultant is applicable to the Bidfor Consultants. I have been a Cost Consultant for the RAF for many years and would like to be on the panel.
Answer 12
If you meet all the requirements of the tender you may bid. The assessment of whether you meet the requirements is however the sole prerogative of the RAF’s Bid Adjudication Committee. Without having had sight of your proposal, it is not possible to say whether you qualify or not.
Question 13:
I would like to have a more comprehensive idea with regards to the list of services required with regards to healthcare management, healthcare financing and social security. It is not in any way discussed in the document.
Answer 13:
Kindly refer to paragraph 3.1.2 to 3.1.4 on page 72 of the tender document.
Question 14:
Can you kindly investigate and advise re page 72, bullet 3.1.2 Healthcare Management, does the RAF require the services of a disability assessment? We are a group of Health Risk Managers and carry out assessments to ascertain how badly or the extent of injury is.
Answer 14:
