Purpose:Consultation list for Business Case

The following is a listing of areas/individuals that may need to be consulted as part of the process to prepare a Business Case. Consultation promotescollaboration among ministries and catalyzes horizontal-planning across government, which can save time, money and effort for ministries looking to invest in IM/IT projects.

Guidelines:

The intention of consultation/review at this stage is to highlight and address important and/or significant issues, questions and risks that will have to be mitigated/considered to ensure a successful project.Consultation provides an indicator of project feasibility, requirements and safeguards needed, should the project proceed to implementation.

The following table summarizes the primary scope of review and relevant standards and policy against which the review is to be carried out for each of the highlighted areas. This list can be used as a guide to ensure that the appropriate individuals have been engaged and the appropriate areas have been considered as part of planning for the Business Case creation.

Ministry project teams must collaborate with the Office of the Comptroller General prior to developing any new financial systems, or making significant modification to an existing system or a system that has a key financial component.
IM/IT Procurement / Bedrija Hromic / Ministries must discuss their IM/IT requirements with the IM/IT Procurement, Procurement Services Branch, SSBC to ensure that their preliminary procurement, contracting and vendor management strategies are based on government’s principles of fair and open public sector procurement.
