Position Function: Responsible for sourcing equipment, goods and services and managing vendors. The successful candidate will be able to perform strategic procurement activities across multiple categories of spend, search for better deals and find more profitable suppliers.

Essential Performance Responsibilities:

  • Develop, lead and execute purchasing strategies
  • Track and report key functional metrics to reduce expenses and improve effectiveness
  • Craft negotiation strategies and close deals with optimal terms
  • Partner with stakeholders to ensure clear requirements documentation
  • Perform cost and scenario analysis, and benchmarking
  • Assess, manage and mitigate risks
  • Seek and partner with reliable vendors and suppliers
  • Determine quantity and timing of deliveries
  • Monitor and forecast upcoming levels of demand

Additional Duties:Perform other duties as assigned by the Supervisor.
Equipment:The employee must demonstrate the ability to use basic office equipment such as computers, scanners, copiers, and fax machine. Must always comply with IL Texas guidelines for equipment use.
Travel:Travel between schools and central offices may be required.
Physical and Mental Demands:

  • 12-month position that works in standard office and school building environments
  • Occasional overtime
  • Additional demands upon request of Supervisor

Knowledge, Skills, and Abilities:

  • Develop profitable purchasing strategies
  • Assess supplier profiles and analyze offers
  • Prepare and implement effective negotiationtactics
  • Manage relationships with key suppliers to maintain quality of goods, timely delivery and compliance to terms of contracts
  • Review supplies to ensure quality
  • Monitor stock levels
  • Prepare and submit detailed reports (revenues, buying expenditures etc.)
  • Keep updated records
  • Attend events, fairs and exhibitions to keep abreast of the market’s trends

Interrelations:

  • Contact with personnel within the district and with customers and vendors
  • Will be working under the direct supervision of the department supervisor in order to complete day to day tasks
  • Will be working with a diverse population requiring the ability to handle all situations with tact and diplomacy in a friendly professional manner, providing quick responsive customer service.

Employee Punctuality and Appearance

  • In order for schools to operate effectively, employees are expected to perform all assigned duties and work all scheduled hours during each designated workday, unless the employee has received approved leave
  • Any deviation from assigned hours must have prior approval from the employee’s supervisor or building administrator
  • All employees are required to report to work dressed in a manner that reflects a positive image of IL Texas and is appropriate for their position

Qualifications:

  • BS/BA in business administration or relevant field preferred
  • MS/MA will be considered a plus
  • Proven experience as a purchasing manager or relevant role
  • Demonstrable experience in negotiating prices and terms and conditions
  • Knowledge of market research, data analysis and purchasing best practices
  • Working knowledge of MS Office and purchasing software; Skyward preferred
  • Excellent communication and interpersonal skills
  • A strong analytical mindset
  • Outstanding organizational skills
