1INVITATION TO SUBMIT BIDS FOR THE PUBLIC TENDER

Pursuant to Item 1 of the first paragraph of Article 24 of the Public Procurement Act (Official Gazette of the Republic of Slovenia no.: 12/2013 – ZJN-2-UPB5, 19/2014; hereinafter referred to as ZJN-2), Radiotelevizija Slovenija, Public Institution, hereby publishes the contract notice through the open procedure for:

Purchase of equipment for upgrade of production systems AVID in regional RTV centre Koper and

in regional RTV centre Maribor

Bids in three copies (one original and two copies) must be sent in sealed envelopes to the address:

“Javni zavod RTV SLOVENIJA, KOLODVORSKA 2,VLOŽIŠČE, 1550 LJUBLJANA, SLOVENIA”, with the postscript: "DO NOT OPEN - FOR TENDER - BID FOR TENDER NO. JN-B0686 – "Upgrade AVID“. The full address of the Bidder is to be written on the envelope.

The term for acceptance of bids is until 09.00 a.m. on 30 July, 2015. Bids received after that time limit will not be counted and will be returned unopened to the Bidders.

Public opening of bids will be on 30 July, 2015at 10.00 o’clock on the premises of Commercial Department of Javni Zavod RTV Slovenija, at Komenskega Street 7 in Ljubljana.

Before the public opening of the bids the present participants of the Bidders have to hand over written authorizations for participation on the public opening.

2INSTRUCTIONS FOR MAKING BIDS

2.1Contracting Authority of the public Tender

Radiotelevizija Slovenija, Javni zavod, Kolodvorska 2, SI - 1550 Ljubljana

Bids will be appraised by the General Manager appointed Evaluation Committee. The Decision on the award of a Contract will be issued by the Director General of Javni Zavod RTV Slovenija. In the evaluation of the tender the commission will take account of the criteria that are the constituent part of the tender documentation.

The selected Bidder must enter into a signed Contract within 8 days after receiving the “Decision on the Award of a Contract”. In the case of a Bidder not entering into a signed Contract, the Contracting Authority will validate the guarantee on the seriousness of the bid.

The Contracting Authority reserves the right to vary from the published values and quantities when selecting bids, subject to available financial resources and actual needs.

In case of receiving incomplete bids, the Contracting Authority shall annul the tender. The Contracting Authority reserves the right not to choose any of the bids (according to Art. 80 of ZJN-2).

2.2Legal ground

The Public Procurement of Javni Zavod RTV Slovenija (hereinafter referred to as: Contracting Authority) is carried out in accordance with the valid Public Procurement Act (ZJN-2-UPB5) and by-laws applicable and in accordance with the legislation being valid on the field of public finances and on the field that is the subject of this public tender.

2.3Basic rules of operation

Every Bidder’s attempt to affect the treatment of the Contracting Authority or decision on the selection shall result in rejection of his Tender. The same applies to all attempts related to the work and decision of the Evaluation Committee.

In the period from the publication until the conclusion of the Contract the Bidder shall be not allowed to commence and perform any actions, which might prior determine the selection of a defined bid. In the period from the selection of a Bid until the Contract comes into force the Bidder shall be not allowed to commence any actions, which might cause the Contract to become void and unfulfilled. In case the procedure is stayed the Bidder shall not commence or perform any procedures, which might aggravate the invalidation or objectivity of the Review Commission.

3SUBJECT OF THE PUBLIC PROCUREMENT

3.1GENERAL DESCRIPTION

The subject of public procurement is the purchase of the equipment to upgrade the existing Video production server system AVID Unity ISIS in RC Koper and RC Maribor and consists of:

3.1.1Two (2) input/output units for ingest and play out of V/A contents AVID Airspeed, compatible and integrated with existing Video server system Avid Unity ISIS (RC RV KP)

3.1.2One (1) Upconvert for Avid (SD to HD) application, compatible and integrated with existing Video server system Avid Unity ISIS (RC KP)

3.1.3Upgrade of AVID Interplay production system (MB)

3.1.4Option 1: upgrade of the system for ingest V/A contents Capture manager in the system Interplay Capture (RC KP)

The bids must meet all the technical requirements from the below technical specification. The bids, not fulfilling this stipulation are going to be eliminated from the process of evaluation.

3.2TECHNICAL DEMANDS

Introduction

The Contracting Authority Radiotelevizija Slovenija, Javni zavod (hereinafter referred to as Contracting Authority) is upgrading the System for computer based production of television program (hereinafter referred to as AVID Unity ISIS) for acquisition, pre-editing, editing and play out of Video, Audio and data material necessary for production of television program.

3.2.1Technical documentation

The Bidder must enclose all needed documentation from which is clearly seen the fulfilling of all technical demands from the bidding documentation.

3.2.2Technical standards

3.2.2.1Offered equipment must work according to next standards for PAL, SD (576i at 50 Hz) and HD (720p/1080i at 50 Hz):

- ITU-R BT.601/65

- SMPTE 292M-1998

3.2.2.2All equipment powered from 230V, 50 Hz mains voltage must fulfill standards SIST EN 50160 and SIST EN 60950

3.2.2.3Offered equipment must fulfill standards regarding EMC:

3.2.3Description of existing Video server system – general demands and data

3.2.3.1For all external software applications which act as gateways with Video production server

system user interfaces, databases and other software applications, the Contracting Authority

requiressupport or compatibility with Microsoft Windows environment.

3.2.3.2The Contracting Authority has in the Regional RTV center Koper already installed a Avid iNews system and a video production server system AVID Interplay in next configuration:

3.2.3.3The Contracting Authority has in the Regional RTV center Maribor already installed a Avid iNews system and a video production server system AVID Unity ISIS in next configuration:

• Avid Unity ISIS Video disk array capacity 32TB
• Avid Inteplay
• Avid Capture Manager
• Avid iNews Command
• Avid Transfer Manager
• Four (4) video input output units Avid Airspeed
• Two (2) video input output units Avid Airspeed 5000
• Nine(9) editing work stations Avid NewsCutter
• One (1) station for simple clip management Avid Instinct
• Seven (7) ) stations for simple clip pre editing Avid Assist

3.2.3.4The equipment must be integrated in the existing Video production server system AVID Unity ISIS. Details about demands will be mentioned later on in description of the elements for the system upgrade. All costs for equipment integration in Video production server system must be included in the offer.

3.2.3.5The equipment for which are not required special technological characteristic (LCD computer monitors, PAL video monitors, loudspeakers, tapes and standard PC) should be quoted just in quantity and technical specifications. The offer must contain the list and the required technical characteristics for the mentioned equipment. The Contracting Authorityreserves himself the right to buy the mentioned equipment conforming to the proposed specification at his own expenses.

3.2.3.6The bidder must offer for all offered API software or control protocols belonging documentation or descriptions and assure software or control protocol functionality and suitably technical support in such a way that usage of mentioned features will not disturb or threat stability or expected functionality of the Video production server system.

3.3DETAILED DESCRIPTION OF THE ELEMENTS OF THE SYSTEM

3.3.1HD input output unit – server for ingest and playout of V/A contents Avid Airspeed Multi Stream (KP)

3.3.1.1Server must be completely compatible and integrated with existing Video server system Avid Unity ISIS

3.3.1.2Server must allow recording and reproduction of video signal in HD resolution 1080i, 720p and video signal in SD resolution 576i

3.3.1.3Must have at least four (4) input and four (4) output channels for ingest and playout of V/A contents

3.3.1.4Must allow recording of at least eight (8) embedded audio channels per video track.

3.3.1.5Audio sampling must be 48KHz.

3.3.1.6Must have the possibility of controlled capturing from professional playing units - VTRs with user interface Avid Capture manager or Interplay capture

3.3.1.7Must allow record and transfer of files with all data (metadata) for video standards DV25 Mb/s, DV50 Mb/s, IMX 30 Mb/s, IMX 50 Mb/s, XDCAM HD 17.5 Mb/s,XDCAM HD 35 Mb/s, XDCAM HD 50 Mb/s

3.3.1.8Must have redundant power supply

3.3.1.9Must have at least 8TB disk capacity and RAID 5 protection

3.3.1.10Must include a complete rack mount kit

The bidder must separately from basic offering also offer an upgrade of capture system for acquire V/A contents Capture manager in the system Interplay capture with the following characteristics:

3.3.4.1Hardware and software must be completely compatible and integrated with existing video server system Avid Unity ISIS

3.3.4.2System must allow Scheduled ingest (planed) as instant recording (manual)

3.3.4.3Must assure compatibility with existing servers Airspeed SD-classic, Airspeed multistream, Airspeed 5000

3.3.4.4Must allow VTR control with Sony BWV protocol with the possibility to control more than one VTR at the same time

3.3.4.5Must have the access to Avid Interplay data base. Must allow metadata insertion about ingested contents directly on application before, between and after ingest

3.3.4.6Automatic Check-in of ingested contents in Avid Interplay data base

3.3.4.7Matrix control and automatic switching to available servers (Airspeeds) for recording

3.3.4.8The bidder must supply both software and hardware. Hardware must have redundant PS

The value of the Optional offer 1 is not included in the anticipated value of this public tender.

The price for bidden option must be fixed for still one year after the beginning of the Contract JN-B0686 validity.

In case the Contracting Authority decides for the Optional Offer 1 already at the Decision on the award of a Contract (subject to available financial resources and actual needs), the contractual parties shall include it in the basic Contract. In case the Contracting Authority decides for the option 1 later (in the period of one year from the beginning of the Basic Contract validity), the contractual parties shall conclude an Annex to the Contract JN-B0686, according to the Optional offer 1, that will be enclosed to this Contract. The Annex must be signed and duly stamped by the authorized representatives of both Parties.

4.1General conditions for making bid documentation

The Bidder can demand clarifications to tender documentation in e-mail or written form only, using the attached form, at the latest 6 days prior to the term for acceptance of bids(- till 10.00 a.m. on 24July, 2015); to the e-mail address: or fax no. + 386 1 475 2186. Questions, not asked on the prescribed form, will not be answered.

4.1.2Language

Bids have to be made in Slovenian or in English language.

4.1.3Marking

Pages of bid documentation must be numbered and bound with string so it is not possible to add pages.

Data which will be righteously marked as confidential by the Bidder, will be used only for the purposes of this public tender and will not be accessible to anyone except persons which are included in this public tender. These data will not be read on public opening of the Bids nor will they be read afterwards. Persons, included in this public tender as well as the Contracting Authority will be responsible for protection of these data.

The Bidder can mark data as confidential only if they include personal data which are not included in other public register nor otherwise acceptable to public. The Bidder can also mark as confidential business information which are marked as confidential either with regulations or internal acts of the Bidder.

The Contracting Authority will treat as confidential all data in bid documentation which will be in right upper corner marked as "CONFIDENTIAL" with large capital letters. Under this inscription there should be signature of the Bidder's official representative or authorized person. If only part of the document is confidential, the confidential part should be underlined with red colour and in the same line marked "CONFIDENTIAL" at the right edge.
