The Independent Parliamentary Standards Authority (IPSA) is the independent body created by Parliament in 2009 to regulate and administer MPs’ pay, pensions, business costs and expenses. We ensure transparency and fairness in the way MPs are remunerated and reimbursed for their business costs and expenses, processing around 15,000 claims for costs and expenses each month and publishing the details of these every two months.

The Purpose of the role is to manage the Publication team in the efficient delivery of the regular publication of MPs’ business costs and expenses and the annual publication of aggregate information.

To lead, manage and develop the post-payment validation process in accordance with the agreed programme, to effectively support the regulation of MPs’ business costs and expenses.

Key areas of responsibility include:

  • Being responsible for the timely and accurate completion of the post-payment validation programme by the MP Support Team in accordance with the agreed quarterly timetable.
  • Developing and further enhancing the post-payment validation programme and process such that the reviews are completed consistently and robustly.
  • Managing the efficient, accurate and timely delivery of the routine and annual publication of details of MPs’ business costs and expenses in line with the publication policy

Job Purpose: / To manage the Publication team in the efficient delivery of the regular publication of MPs’ business costs and expenses and the annual publication of aggregate information.
To lead, manage and develop the post-payment validation process in accordance with the agreed programme, to effectively support the regulation of MPs’ business costs and expenses.
Job Context: / The MP Support Services Directorate has the dual role of supporting MPs by checking and paying claims for their business costs and expenses, and of assuring that costs incurred are eligible. Assurance is achieved by the transparency of publication of the claims and assessment of all claims paid This role is responsible for these key areas of assurance.

To be responsible for the timely and accurate completion of the post-payment validation programme by the MP Support Team in accordance with the agreed quarterly timetable, This includes:
  • ensuring the quality of the reviews completed and the resolution of the findings identified;
  • drafting and presenting quarterly and annual reports to management and the Executive;
  • identifying thematic issues to inform the pre-payment validation risk framework; and
  • satisfactory resolution of issues identified on review including recovery of erroneous payments made, obtaining adequate supporting evidence and providing advice, guidance and training to prevent recurrence of issues.

To develop and further enhance the post-payment validation programme and process such that the reviews are completed consistently and robustly. The structure of the reviews is to be continually assessed to ensure that it remains as effective as possible and is able to be forward-looking in its identification of issues.
To be responsible for the accuracy of the data we publish, ensuring that the relevant teams within IPSA hold accurate data and provide it to the Publication Team on time. Driving improvements in data quality, processes and systems to ensure that IPSA’s transparency objective is met while minimising reputational damage to IPSA and MPs. / 20
Manage the efficient, accurate and timely delivery of the routine and annual publication of details of MPs’ business costs and expenses in line with the publication policy. Lead on continually improving processes and systems to increase efficiency and effectiveness in the publication process and to ensure appropriate control over the release of information. / 10
Maintain high levels of integrity and security over MPs’ information through actively ensuring data protection principles are instilled among the team. Ensure appropriate controls are in place and operate effectively to safeguard the use and publication of data. / 10
