Workshop to provide interested parties the opportunity to discuss Resource Adequacy Track One issues

The purpose of the workshop is to address near term Resource Adequacy (RA) program issues for 2008 and 2009. The scoping memo for RA Phase 2 issued on December 22, 2006 identified this as “Track 1 Issues,” including: Local RA based on CAISO 2008 LCR, review of LCR study methodology, changes to local RA program implementation including monthly compliance filings, probalistic LCR assessment linked to grid planning process, zonal RA requirements, DR program impacts & dispatch, coordination of the RA program with the CEC’s load forecasting processes, coordination of RA program & backstop mechanism, implementation of AB 1969 for RA purposes, and minor implementation topics. This third workshop is a follow-up to the workshops held on February 8, 20, & 21 in 2007, and will only occur if needed.

NOTICE OF DRAFT RESOLUTIONS(Pursuant to PU Code § 311(g))

DRAFT RESOLUTION M-4818 SUPPORTING IMPROVED COORDINATION WITH
LOCAL AGENCY FORMATION COMMISSIONS BY WATER AND WASTEWATER UTILITIES

This resolution directs all water and wastewater utilities under our jurisdiction to cooperate with data and information requests from a Local Agency Formation Commission (LAFCO) issued by the LAFCO in order to meet its obligations under Government Code (GC) § 56425 (Sphere of Influence Update) and GC § 56430 (Municipal Service Reviews) and to notify their local LAFCO of the filing of any application for authority under Pub. Util. Code §§ 851 (property transfers), 852 (stock purchases), and 854 (mergers).
Opening comments shall be served no later than February 27, 2007, and reply comments served no later than March 5, 2007. Service is required on Assistant Chief Administrative Law Judge John Thorson (). Comments shall be served consistent with the requirements of Pub. Util. Code Sec. 311(g) and Rule 14.5.

NOTICE OF DRAFT RESOLUTION L-341 REVISING PROCEDURES ADOPTED BY RESOLUTION L-318

A draft resolution (L-341) of the Legal Division that revises the procedures adopted by the Commission in Resolution L-318 will be on the Commission meeting agenda of March 1, 2007. The Commission may then vote on the resolution or it may postpone a vote until later.
Resolution L-318 delegates authority to the Commission’s Executive Director to suspend and revoke a household goods carrier permit when the carrier or one or more of officers has been convicted of specified crimes. The procedures prescribed by Resolution L-318 need to be revised as a result of changes to law that became effective January 1, 2007. Assembly
Bill 2220 amended Public Utilities Code Section 5285 to expand the list of crimes for which the Commission may suspend and revoke a permit and to provide for automatic permit suspension or revocation in certain circumstances.
Interested parties may review the draft resolution and service list at the “Currently Open for Comment” section of the Commission’s Internet site at cpuc.ca.gov. Parties may file comments on the draft resolution, and may file replies to comments. An original and two copies of comments must be filed with the Legal Division by February 20, 2007, at the address set forth below. Reply comments must be filed by February 25, 2007. Parties may also serve comments, and reply comments, on the service list, and send copies of comments and reply comments by electronic mail to the e-mail address below. Comments shall focus on factual, legal or technical error in the draft resolution, and reply comments shall be limited to identifying misrepresentations of law and fact contained in the comments of other parties. (Rule 14.3(c), (d).) Parties may view comments at the Commission’s San Francisco Office.
