U.S. DEPARTMENT OF EDUCATIONX010 – Public School Choice XML Specifications v6.0

1.0PURPOSE

This document contains instructions for building fixed and delimited files to submit EDFacts Data Groups:

  • Public school choice - transferred (DG544)
  • Public school choice - applied for transfer (DG574)
  • Public school choice – eligible (DG700)

The definition for these data groups are in the column “Data Group Definition” in Table 1.2–2.

The data collected using this file specification are used to monitor and report performance on programs and activities supported by the Elementary and Secondary Education Act, as amended. These data will be used as responses in the Consolidated State Performance Report (CSPR).

A separate document contains the non-XML file formats. General guidance for constructing all file types may be found in the EDFacts Workbook.

1.1Changes from the SY 2008-09 File Specifications

There have been changes to this file specification that resulted in changes to the record layout. The data group Public school choice – eligible (DG700) has been added to this file. There have been other format and editorial changes listed in the document history on page ii. .

1.2Requirements for Submitting this Data Group

This section contains two tables that summarize the reporting requirements. The first table contains the reporting period, the education units included or excluded, the type of count, and zero count reporting. The second table contains a list of the table names used in the row “table name” of the record layouts.

Table1.2-1Public School Choice, Core Reporting Requirements

Public school choice - applied for transfer / 574 / TRANFSTUDAPP / The cumulative unduplicated number of eligible students who applied/requested to transfer to another public school under the provisions for public school choice in accordance with Title I, Part A, Section 1116 as amended by NCLB.
Public school choice – eligible / 700 / TRANFSTUDELIG / The cumulative unduplicated number of students eligible to transfer to another public school under the provisions for public school choice in accordance with Title I, Part A, Section 1116 of ESEA, as amended.

2.0GUIDANCE FOR SUBMITTING THIS FILE

This file specification is used to collect counts of students who were eligible to transfer, who applied to transfer, and who transferred to another public school under the provisions of public school choice in Title I of ESEA. LEAs are required to offer public school choice to all students enrolled in a Title I school that has been identified for improvement, corrective action, or restructuring. The guidance is organized into two parts: guidance that applies to the entire file and guidance that applies to each of the three data groups collected in this file.

If your state has an approved differentiated accountability model or is participating in the SES pilot allowing LEAs to offer SES to eligible students in Title I schools in the first year of school improvement, you should include LEAs and report data in this file consistent with the flexibilities for which your State has received approval from the Department.

Should all rows listed in table 1.2-2 be includedin the SEA level file?

Yes. All three rows have to be included.

Should all rows listed in table 1.2-2 be includedfor every LEA in an LEA level file?

No. For example, if an LEA has no students who actually transferred, then the row “TRANFSTUDCH” does not have to be included in the file. If it is included in the file, it would be reported as zero.

How do LEAs with open enrollment or other choice programs report the number of students who applied for transfer and the number of students who transferred?

For those LEAs that have open enrollment and other choice programs (e.g., state choice program), in addition to Title I public school choice, the LEA should consider a student as applied for transfer and as transferred under Title I public school choice if the student meets the following conditions:

  • Has a "home" or "neighborhood" school (to which the student would have been assigned, in the absence of a choice program) that receives Title I funds and has been identified, under the statute, as in need of improvement, corrective action, or restructuring; and
  • Has elected to enroll, at some point since July 1, 2002 (the effective date of the
Title I choice provisions) and after the home school has been identified as in need of improvement, in a school that has not been so identified and is attending that school.[1]

Do other files collect related data?

Yes. N/X131 LEA collects financial data about public school choice programs.

2.1NEW!Public school choice - eligible (DG700)

Which students should be reported?

Include students who:

  • Are eligible to transfer for the current school year under the public school choice provisions (i.e., attend a Title I school in improvement, corrective action, or restructuring)
  • Applied and transferred in the current school year under the public school choice provisions
  • Previously applied and transferred under the public school choice provisions and continue to attend the transfer school in the current year

What if no students in an LEA were eligible to transfer?

That LEA should not be included in the file.

2.2Public school choice - applied for transfer (DG574)

Which students should be reported?

Include students who:

  • Applied to transfer for the current school year under the public school choice provisions but did not or were unable to transfer
  • Applied and transferred in the current school year under the public school choice provisions
  • Previously applied and transferred under the public school choice provisions and continue to attend the transfer school in the current year

What constitutes a student applying for transfer?

A student is considered to have applied for transfer if the LEA has whatever documentation the LEA requires regarding the student’s transfer request.

What if no students in an LEA applied for transfer?

That LEA does not have to include “TRANFSTUDAPP” in the file. If it is included, report the student count as zero.

2.3Public school choice -transferred (DG544)

Which students should be reported?

Include students who are attending another public school in the current school year under the provisions of public school choice under Title I of the ESEA. Include students who:

  • Transferred in the current school year under the public school choice provisions
  • Previously transferred under the public school choice provisions and continue to attend the transfer school in the current year

What if no students in an LEA actually transferred?

That LEA does not have to include “TRANFSTUDCH” in the file. If it is included, report the student count as zero.

3.0FILE NAMING CONVENTION

Being able to readily identify any particular file transmission is an important consideration for users of the EDEN Data Submission System. Being able to identify a particular file can greatly facilitate any technical assistance that may be requested by the state. A maximum of 25 characters (including the file extension) is allowed for the file name. The following is the naming convention for Public School Choice file submissions:

sslevSTUCHOICEvvvvvvv.xml

Where:

ss= Two-characterUSPSState Abbreviation for the submitting SEA.

lev= Three-character abbreviation for the level submitted. Use:

SEA for a State Education Agency School Choice - Transferred submission

LEA for a Local Education Agency School Choice - Transferred submission

Filename= STUCHOICE (no more than nine characters).

vvvvvvv= Up to seven-character alphanumeric string designated by the SEA to uniquely identify the individual submission (e.g., ver0001, v010803).

.xml= The three-character file extension identifying the Data Records.

3.1XML Specification Headings

The XML specifications are represented in a table with the headings:

  • Element – name of the XML element tag.
  • Attribute – name of the XML attribute tag.
  • Category Value – name of the category.
  • Char – the XML element or attribute characteristic as previously defined.
  • Definition/Comments – definition and additional comments related to formats or other business rules.
  • Permitted Values – disaggregated values for data elements.

The Char (characteristics) column in the XML format matrices accepts the following codes:

Table 3.1-1: EDEN XML Format Codes

Code / Characteristic
M / Mandatory Element/Attribute
O / Optional
C / Conditionally Required
MR / Mandatory and Repeatable Element
OR / Optional and Repeatable Element
CR / Conditional and Repeatable Element

4.0STATE EDUCATION AGENCY METRIC OBJECTS

The State Education Agency file is composed of three (3) distinct metric and file transmit XML objects. The XML metric and file transmit objects are the same structure regardless of the metric information being transmitted. The structure contains a node that defines the State Education Agency corresponding to the submitted metric. In addition, the structure contains nodes representing characteristics of the metric (Choice), the associated value, and whether the metric value is a subtotal or total of the education unit. The metric objects are contained within the file transmission objects that define the group of values being submitted.

4.1Category XML Object

There is no category XML Object for Public School Choice because there are no categories.

4.2Table Type XML Object

The table type XML object is used to define the type and value of the count. It may contain category XML objects to define additional characteristics. The XML object matrix is followed by an example of the object.

Table 4.2-1: SEA, Table Type XML Object

Element / Data Element Name
(from Fixed Format document) / Attribute / Char / Definition / Comments / Permitted Values
TABLETYPE
Table Name / TYPEABBRV / M / The identifier of the data group:

-TRANFSTUDAPP (DG 574)
-TRANFSTUDELIG (DG700) / TRANFSTUDCH
TRANFSTUDAPP
TRANFSTUDELIG
(see table 1.2-2)
Total Indicator / TOTALINDICATOR / M / An indicator that defines the count level (i.e., detail level, subtotal level or total of the education unit). / N = specifies detail level
AMOUNT / Student Count / M / If the count provided is either a subtotal or total of the education unit, it must be equal to or greater than the sum of its parts.
EXPLANATION / Explanation / O / Submitted files will be processed through various edit checks. When unusual conditions are detected, warning errors may be issued, even though the data may be valid. When this occurs, an explanation responding to the warning may be submitted with the data, or after files have been processed. The U.S. Department of Education will verify explanations, and after verification, accept the data.

Example:

<TABLETYPE TYPEABBRV="TRANFSTUDCH" TOTALINDICATOR="N">

<AMOUNT>421</AMOUNT>

</AGENCY

4.4File Transmit XML Object

The file transmit object identifies the metric group being transmitted. It also identifies whether the metric group is at the SEA or LEA level. Further, each metric group has an allowable set of Table Types, categories, and category values that correspond to a particular reporting period. This section defines the various file transmit objects and valid metric combinations at the SEA and LEA level.

Table 4.4-1: SEA, File Transmit XML Object

<AGENCY> See Agency XML Object example in Section 4.3 </AGENCY>

</FILETRANSMISSION>

5.0LOCAL EDUCATION AGENCY METRIC OBJECTS

In order to simplify the transmission process, the Local Education Agency has been separated into three (3) distinct metric and file transmit XML objects. The XML metric and file transmit objects are the same structure regardless of the metric information being transmitted. The structure contains a node that defines the LEA that corresponds to the submitted metric. In addition, the structure contains nodes representing characteristics of the metric (Choice), the associated value, and whether the metric value is a subtotal or total of the education unit. The metric objects are contained within the file transmission objects that define the group of values that is being submitted.
