PUPIL TRANSPORTATION ADVISORY COMMITTEE

TO THE MICHIGAN DEPARTMENT OF EDUCATION

MISSION STATEMENT:

It is the mission of the Pupil Transportation Advisory Committee to identify best

practices to ensure the safe, efficient and timely delivery of transportation services to Michigan school pupils and to recommend administrative rule changes and legislation, along with appropriate driver and transportation supervisor training programs and curriculum, to implement those best practices.

GOALS AND OBJECTIVES:

State and National Issues:

  1. Identify state and national school transportation issues to determine the need for action in Michigan.
  2. Research identified state and national issues and conveys the research information, in executive summary form, along with possible recommendations to the appropriate PTAC subcommittee for consideration.
  3. Based on PTAC subcommittee action, formulate a recommendation for full PTAC committee consideration. Recommended action could include but not be limited to; legislation, Department of Education (DOE) Advisory to LEA’s (post on web-Level-1), DOE Superintendent letter to LEA’s (Level 2), State Board of Education Policy (Level 3),National Congress on School Transportation, recommendation to professional organizations, etc.

Identifying Best Practices:

  1. Annually surveys Michiganschool transportation providers, state and professional organizations to identify best practices.
  2. Reviews the survey results and establishes subcommittees to address the major issues.
  3. Based on PTAC subcommittee recommendations, formulates a recommendation for the full PTAC committee consideration.

National Congress on School Transportation:

  1. Identifies membership to represent Michigan at the National Congress on School Transportation at the beginning of the five year cycle and makes the delegation a subcommittee of PTAC.
  2. Selects a chairperson of the Michigan delegation at the beginning of the five year cycle.
  3. Receives regular reports from the subcommittee at PTAC meetings.
  4. PTAC endorses issues to be brought to the National Congress on School Transportation before the event.

Curriculum and Training:

  1. PTAC establishes a curriculum and training subcommittee.
  2. The subcommittee presents to PTAC a five year plan for training needs and activities.
  3. Following review of the curriculum, PTAC recommends the curriculum to the Department of Education.

Legislation and Administrative Rules:

  1. PTAC establishes a “Legislation and Administrative Rules” subcommittee.
  2. The subcommittee regularly reports to PTAC on legislation that may be of interest to constituent member organizations and transportation service providers.
  3. The subcommittee identifies and proposes topics that may require legislation action.
  4. The subcommittee identifies and proposes topics that may require administrative rule changes.
