The duration of the proposed contract is up to May 2015.

  1. Job Summary:

CARE Bangladesh's "Strengthening Household Abilities for Responding to Development Opportunities II” (SHOUHARDO II) Program, funded by USAID and the Government of Bangladesh will operate in 11 districts of the north char, mid char, haor and Cox’s Bazar coastal area of Bangladesh for a period of 5 years starting from June 2010. The overall goal of SHOUHARDO II is to transform the lives of women and men in 370,000 households in 11 of the poorest and most marginalized districts by reducing their vulnerability to food insecurity. The Program will target the poor and extreme poor populations and address availability, access and utilization issues of food insecurity as well as the underlying causes, which include social injustice and discrimination and heightened vulnerability to natural disasters and climate change.

The Program Manager-PSE for SHOUHARDO II is responsible for ensuring effective and efficient implementation of market and economic Development activities feasible for poor of project's beneficiaries. S/he will be responsible to provide overall technical, administrative and financial management support of the program as per requirement in order to achieve the overall program goal, purpose and outputs. PM will develop working relationship with different stakeholders within and outside of CARE-Bangladesh, SHOUHARDO II & different private sectors to find economic empowerment opportunities in the field of market and economic developmentconsidering CARE-Bangladesh's LRSP. S/he will create a learning environment that ensures a clear understanding on market dynamic, role of different market players and private sectors in business development activities. S/he will ensure that all staff understands CARE’s core values and principles and how these relate to attitudes and behaviors, which reflect integrity, respect and accountability.

PM will ensure necessary support in developing smooth implementation and coordination community business incubator groups in the project areas and promoting economic development activities that are relevant to SHOUHARDO beneficiaries especially for the poor and women needs in food security, capacity building, economic empowerment and small enterprises development. Another important task of the Program Manager is to enable project’s target group members to incorporate new/improved technology for better yield and quality of products for profitable marketing. S/he will keep close collaboration with SHOUHARDO II and create linking them with appropriate sources for employments & entrepreneurships by building capacities of poor and extreme poor people.

S/he also responsible to Reporting, M&E planning, collecting and processing of quantitative and qualitative monitoring and evaluation information received form the field level. He will also assist for using quantitative sample survey techniques as well as techniques applicable to Participatory Planning, Monitoring and Evaluation systems required for any study. He will make visits to the field for follow-up on smooth implementation of the program and share stake holders regarding various challenges.

B. Responsibilities and Tasks:

1. Implementation Planning and designing of market and ED activities for SHOUHARDO II

/
  • Be fully aware of the program as a whole including its purpose, outputs and strategies and orient all team members on those, to achieve program goals.
  • Prepare Program activity plan together with proposed collaboration Partners specifying the activities, timelines, and person responsible and ensure field implementation as per plan.
  • Maintain close contact with research institutes, private sector organizations at the Field and build effective linkages to obtain technical support and create employment for the poor.
  • Ensure efficient coordination with PD-EE, TCs and PO’s along with collaboration partners, line management to support POs.
  • Conduct regular field visits and observe activities critically, identify operational and programmatic constraints and ensure remedial options in a participatory manner.
  • Together with the team members develop market demand driven strategies for facilitating commercially viable business planning that boost up the employment opportunity for urban poor.

2. Supervise staff to ensure timely achievement of program goals and staffs professional development.

  • Ensure that all level of staff have updated job descriptions and clarify their roles and responsibilities related with market and business development.
  • Observe and analyze staff capacity particularly with respect to communication and facilitation skills, survey methodologies, technical and institutional problem solving, and performance management.
  • Provide objective and detailed feedback, both positive and critical, and follow up on how feedback is incorporated.
  • Determine capacity building needs for staff and arrange informal and formal skill develop training on business and market from the relevant sources both in-house and outside on a timely basis.
  • Create congenial/friendly environment for learning from each other, and ensure that POs followed appropriate coaching methods for better staff performance.
  • Ensure development of mutual expectations of performance of all POs, prepare midterm review and annual performance appraisals for staff and make recommendations for future development.

3. Integrate new thematic approaches related to LRSP in program activities to increase private sector credibility and capacity to new programs.

  • Understand role of Economic Development Unit and other informal or formal institutions and how these affect the livelihoods, economical condition and rights of program participants, especially women.
  • Ensure that staff understand and apply concepts related to economic development, gender, empowerment and governance. Ensure that staffs put due importance on improving governance in committee formation, decision-making and finance management of different Groups.
  • Facilitate discussion and analysis with all team members on how women’s lives can be improved through improving their economic capital, access to private services especially financial services through advocacy.
  • Be fully informed on activities and strategies of other CARE programs within the geographical area and use the learning in our field especially to increased women’s participation in economic development activities and empowerment of the poor for more sustainable development.

4. Strengthen backward and forward communication, networking and reporting to line management.

  • Maintain effective communications with EDU & SHOUHARDO and other CARE projects, support units at FO and Regional Office.
  • Collect information from team, cross check, compile and submit the monthly and quarterly monitoring report to PD-EE timely.
  • Ensure that copies of important communications, documents and reports related to economic development & mission are distributed to teams / filed office and stored appropriately.
  • Develop formal and functional network with financial institution, MBOs as well as maintain professional relationship with GOB, NGOs, technical institution, private and other organizations working in the field of economic development.
  • Facilitate meetings between Community / entrepreneur and different service providers including the Market players, NGOs and Different companies as well as other relevant organization, such as input supplies.

5. Provide administrative/ management, logistic and financial support.

  • Make all programmatic and management decision consulting with PD-EE.
  • Ensure appropriate, effective and efficient utilization of resources, logistics and project materials following the CARE administrative, financial, vehicle and other policies and regulations properly.
  • Participate and contribute actively in preparing and revising annual regional project budgets based on the economic development activities (AIP 1.3) following the guideline and in accordance with the multiyear budget.
  • Follow up on team activity plans for timely and qualitative procurement.
  • Monitor the expenses in relation to the approved budget and make sure that all expenses are incurred for appropriate and approved purposes and in a cost-effective manner.
  • Ensure timely approval of all bills/payments claimed by staffs.
  • Arrange field visits for the donors, CBHQ and other visitors appropriately and ensure that the logistic supports (transport, accommodation etc)

6. Participation in Mission/Program level initiatives and compliance with CARE’s core values

  • Participate in mission/program level initiatives like LRSP revision, Disaster response, Economic Empowerment strategy development etc. and contribute effectively.
  • Oversee implementation of the GPOG action plan and provide inputs/feedback as necessary.
  • Be conversant with and practice core values of the mission in all aspects of work.
  • Ensure that staffs at all levels adopt and follow the mission’s code of conduct

Authority:

The Program Manager - PSE for SHOUHARDO II reports to the National Technical Coordinator and close build close relation with SHOUHARDO II stakeholders. S/he maintains close functional relationship with the relevant Technical Coordinator & Project Officer. The Program Manager has the authority to identify constraints and issues related to economic empowerments for the beneficiaries and to provide support for markets development and business related interventions related advice to TC, TO and PO to make linkage, networking and liaison with other organizations in the field level.

Contacts and key relationship:

The Program Manager-PSE for SHOUHARDO II should have a close relationship with Technical Coordinators and different MBO, Private Sectors, different GOB or private sector service providers such as Bank, Economic Development Unit/Companies other CARE projects working on issues related to economic development in geographical location.

Working Condition:

Based at the CBHQ with approximately 20% field travel time. A good number of field travels will be focused on Market, Business and economic development related organizations at SHOUHARDO II working area. Rest 80% time will spend for coordination with different unit, section and department/project of CARE-Bangladesh and report, documentation including deskwork.

Requirements and competencies:

  • BBA/MBA or Master Degree in any discipline with relevant experiences may also be considered.
  • 5 years experience as senior level position in Agriculture/Marketing related work/Social enterprises development.
  • Good oral and written communication skills both in Bangla and English
  • Computer skills MS word, Excel, Power point, E-mail, Internet etc.)
  • Excellent interpersonal communication skills and ability to work in a team.
  • Sound knowledge on data management, proper documentation and filling system.

Compensation

Monthly gross salary is Taka 70,500plus other admissible benefits as are per policy.
