2015 PRS Chair John Varnell called the March 12, 2015 PRS meeting to order at 9:30 a.m.

Antitrust Admonition

Mr. Varnell directed attention to the Antitrust Admonition, which was displayed. A copy of the Antitrust Guidelines was available for review.

Approval of Minutes (see Key Documents)[1]

February 12, 2015

Randy Jones moved to approve the February 12, 2015 PRS meeting minutes as submitted. Bill Barnes seconded the motion. The motion carried unanimously.

2015 PRS Goals (see Key Documents)

Mr. Varnell reviewed the draft 2015 PRS Goals and noted one proposed revision.

Mr. R. Jones moved to approve the 2015 PRS Goals as revised by PRS. Thresa Allen seconded the motion. The motion carried unanimously.

Project Update and Summary of Project Priority List (PPL) Activity to Date (see Key Documents)
Troy Anderson provided a project update and reviewed PPL activity to-date, and changes to the 2015 Release Targets. Mr. Anderson noted that NPRR327, State Estimator Data Redaction Methodology, is again ready to gate to planning and thanked Market Participants for their patience. Mr. Anderson also noted that NPRR595, RRS Load Resource Treatment in ORDC, is targeted for September 2015 release, rather than August 2015 as incorrectly reported in the presentation.
Revision to 2015 Market System Enhancements Scope
Mr. Anderson presented a proposed scope change to 2015 Market System Enhancements. Clayton Greer stated he was comfortable with the proposed changes, and noted for interested parties that the OFF10/OFF30 concept would now not be a part of the June 2015 release.
Mr. Greer moved to remove NPRR568 Phase 2, Real-Time Reserve Price Adder Based on ORDC, and NPRR644, Operating Reserve Demand Curve Phase 2 Revisions, from the June 2015 delivery (Phase 1) of the 2015 Market System Enhancements; and to add NPRR568 Phase 2 and NPRR644 to the September 2015 delivery (Phase 2) of the 2015 Market System Enhancements. Bill Barnes seconded the motion. Mr. Anderson noted that the September 2015 delivery was proposed by ERCOT Staff, and requested that Market Participants advise ERCOT Staff within the next month if the items contemplated in the motion are still desired by the market. The motion carried unanimously.
Annual Review of Other Binding Documents List (see Key Documents)
Mr. Varnell noted that ERCOT Staff continues its effort to migrate Other Binding Documents into Protocol and Guide language, and reminded Market Participants that interested parties may also submit such Revision Requests.
Amanda Frazier moved to approve the list of Other Binding Documents as submitted. Mr. Greer seconded the motion. The motion carried unanimously.
Review PRS Reports, Impact Analyses, and Prioritization (see Key Documents)
NPRR670, Clarification of Portfolio Weighted Auction Clearing Price (PWACP)
Market Participants discussed the 3/11/15 ERCOT comments to NPRR670.
Mr. Barnes moved to endorse and forward to TAC the 2/12/15 PRS Report as amended by the 3/11/15 ERCOT comments and the Impact Analysis for NPRR670. Ms. Frazier seconded the motion. The motion carried unanimously.
NPRR671, Incorporation of DAM Credit Parameters into Protocols
NPRR672, Clarification of EMR Status
NPRR673, Correction to Estimated Aggregate Liability (EAL) for a QSE that Represents Neither Load nor Generation
NPRR678, Posting of Wind Peak Average Capacity Percentage Data
Mr. Barnes moved to endorse and forward to TAC the respective 2/12/15 PRS Reports and Impact Analyses for NPRR671, NPRR672, NPRR673, and NPRR678. Mr. Greer seconded the motion. Ms. Frazier expressed concern that NPRR672 complicates rather than clarifies when EMR status may appropriately be used, adding that Luminant does not use the status and therefore will not oppose the motion. Mr. Greer offered that the language was developed in cooperation with the Independent Market Monitor. The motion carried with two abstentions, regarding NPRR672, from the Independent Retail Electric Provider (IREP) (Direct Energy) and Investor Owned Utility (IOU) (Luminant) Market Segments.
NPRR679, ONOPTOUT for RUC Given After the Adjustment Period
Mr. Varnell noted ERCOT Staff’s request for additional time to develop language with the potential to provide the functionality contemplated in NPRR679, but at a lower cost.
Mr. Greer moved to table NPRR679 for one month. Ms. Frazier seconded the motion. The motion carried unanimously.
Retail Market Guide Revision Request (RMGRR) 126, Additional ERCOT Validations for Customer Billing Contact Information File
Kathy Scott reported that RMGRR126 requires a rank and priority due to projected costs to implement the revision. Market Participants discussed that RMGRR126 adds critical validation for customer contact billing data provided through the Mass Transition process.
Ms. Scott moved to endorse the RMS recommended priority of 2015 and rank of 1290 for RMGRR126. Mr. Barnes seconded the motion. The motion carried unanimously.
Review of Pending Project Priorities (see Key Documents)
Mr. Anderson reviewed Approved Revision Requests Not Started; there were no objections or revisions to starts planned for March or April 2015.

NPRR638, Revisions to Certain Price Components of EAL
Mr. Barnes reported that necessary analysis was not available in time for March 10, 2015 Credit Work Group (Credit WG) meeting, and that the group will not conclude discussion until after the April 16, 2015 PRS meeting. Mr. Barnes acknowledged the ERCOT Board of Director’s desire that NPRR638 advance, and added that interested parties will work with ERCOT to develop a compromise solution. PRS took no action on this item.
NPRR649, Lost Opportunity Payments for HDL Manual Overrides
Ms. Frazier suggested that NPRR649 be returned to the Wholesale Market Subcommittee (WMS), as pending comments would benefit from additional WMS discussion.
Ms. Frazier moved to table NPRR649 and refer the issue to WMS. Mr. Greer seconded the motion. The motion carried unanimously.
NPRR662, Proxy Energy Offer Curves
Sandy Morris moved to recommend approval NPRR662 as amended by the 2/27/15 TIEC comments. Mr. Varnell seconded the motion. Ms. Frazier questioned the need for NPRR662, and expressed concern that it could alter the design of the ERCOT market. The motion carried with three abstentions from the IOU (2) (CenterPoint Energy, Luminant) and Independent Power Marketer (IPM) (Morgan Stanley) Market Segments.
NPRR674, Clarification of Water Supply Rights Documentation
Market Participants discussed the 3/5/15 ERCOT comments to NPRR674 and proposed a revision to the language.
Ms. Frazier moved to recommend approval of NPRR674 as amended by the 3/5/15 ERCOT comments and revised by PRS. Mr. Greer seconded the motion. The motion carried unanimously.

NPRR682, Changes to Notification Method when ERCOT Intends to Procure Additional Ancillary Services
Mr. Greer moved to recommend approval of NPRR682 as submitted. Mr. Barnes seconded the motion. The motion carried unanimously.
NPRR683, Revision to Available Credit Limit Calculation
Mr. Barnes moved to recommend approval of NPRR683 as submitted. Mr. Greer seconded the motion. The motion carried unanimously.
NPRR684, Remove Annual RUC Impact Report Requirement
Ms. Frazier opined that, while the current report may no longer be needed, there is value in trying to understand the impact of Reliability Unit Commitment (RUC) on the competitive market, as well as any impacts to the Operating Reserve Demand Curve (ORDC). Mr. Barnes added that there is value in reviewing historical RUC deployments.
Ms. Frazier moved to table NPRR684 and refer the issue to WMS. Mr. Greer seconded the motion. The motion carried unanimously.
NPRR685, Change Criteria for Resource Opportunity Outages
Ms. Frazier moved to table NPRR685 and refer the issue to the Reliability and Operations Subcommittee (ROS). Mr. R. Jones seconded the motion. The motion carried unanimously.
