Shelter Cluster Americas and the Global CCCM cluster plan to hold a capacity building event in Panama City from the 5th to the 8th of April 2016. The purpose of the workshop is to bring together practitioners in shelter, NFIand Camp Coordination and Camp Management (CCCM), to reflect on issues and challenges to improve service deliveryin settlement response by examining what we do andhow we do it, with a focus on interventions that promote safety, dignity and privacyparticularly of women, children and other at-risk groups.

The Shelter and CCCM sectors in the LAC region operate as one at the country level in most of the LAC region. At the regional level, both clusters work in close coordination to provide strategic technical and coordination support to stakeholders both in response and preparedness. Over the past two years significant gaps have been identified in developing coherent shelter and settlements strategies, collective centre management and coordination,ensuring adequate protection planning and monitoring and mainstreaming GBV prevention and mitigation into shelter and camp responses.

Aim

This training is part of a wider capacity building exercise in the LAC region that the Shelter and CCCM Clusters are undertaking in 2016. The aim is to strengthen participants’ capacity to contribute to an effective settlement response according to international/regional principles and humanitarian standards in protection, assistance and services.

The objectives of the training are the following:

-To raise awareness of global displacement scenarios and the cluster coordination system

-To develop a shared understanding of roles and responsibilities between shelter practitioners and the administrators of camps and collective centres(governments, the Red Cross, IOM and NGOs)at national level

-To build awareness of international, regional and national legal frameworks and technical standards

-To develop competence in using guidelines and tools

-To develop an understanding of GBV contributing factors, forms and consequences as well as an awareness of GBV prevention and response as life-saving priority within CCCM and shelter interventions;

-To strengthen analytical capabilities for Shelter/CCCM practitioners toidentify GBV-related risks and address or refer risks in camps and camp-like settings;

-To equip Shelter/CCCM actors with practical measures for mainstreaming GBV prevention and risk mitigation in camps and camp-like settings

-To enable Shelter/CCCM actors to safely identify and refer a GBV incident according to the survivor-centred approach

-To build capacity to adapt and convey Shelter/CCCM/GBV key messages to different audiences, particularly related to GBV awareness and principles.

Outcomes

1. Commonunderstandingof the types of settlement options and shelter response strategies in the LAC region

2.Increased knowledge, skills and attitudes on how to apply CCCM principles andapproaches in settlement responses

3. Participants will be familiar with recent GBV tools and guidelines and know how to take practical steps to mainstream GBV in their shelter/CCCM activities. In this regard, participants will be able to conduct their interventions while considering specific vulnerabilities of women, girls and other at-risk groups; mitigate GBV risks through promoting multi-sectorial action as well as safely identify and refer GBV cases. They will learn to integrate these into actions plans and assessments and learn how to implement essential actions.
