1.PURPOSEGENERAL

1.1 The Division of Environmental Health and Public Safety is responsible for the coordination, approval and management of campus wide electronic security systems installed for the purpose of protecting the safety and property of the University. To ensure that all aspects of campus-wide electronic security management systems are functional and compatible with existing standardized infrastructure, this regulation establishes general requirements for all university University colleges, and departments, and units relating to the purchase, installation, and operation of electronic security.and authorizes the Division of Environmental Health and Safety to establish rules for the purchase, installation and operation of specific types of electronic security by university personnel, colleges and departments of the University.

1.2 The purposes of electronic security is to deter crime, and to serve as an investigative tool to assist the University Police in protecting the safety and property of the University university community. Information obtained through any part of electronic security management will be used exclusively for safety, internal security, disciplinary, and law enforcement purposes.

1.3 This regulation standardizes the type of electronic security management systems to be used, and will ensure that the devices are:

1.3.1 Integrated with existing infrastructure and systems.

1.3.2 Installed in pre-approved locations and by approved system integrators.

1.3.3 Maintained and tested on a regular basis.

2.ELECTRONIC SECURITY MANAGEMENT SYSTEMS

1.3 Campus wide eElectronic security management systems are electronic security devices that are used primarily for safety and security purposes and include, but are not limited to the following:

●1.3.1Electronic Access Control

●1.3.2Closed Circuit Television (CCTV)

●1.3.3Burglar and Panic Alarms

●1.3.4Designated Emergency Phones (Security Stanchions)

●1.3.5Emergency Notification Systems

2.PURPOSE

2.1 The purpose of this regulation is to standardize the type of electronic security components used, and to ensure that the devices are:

2.1.1 Integrated with existing infrastructure and systems.

2.1.2 Installed in pre-approved locations and by approved system integrators.

2.1.3 Maintained and tested on a regular basis.

3.SCOPE

3.1 This regulation applies to all NC State personnel, colleges, and departments, and unitsof the University and their use of electronic security devices. Exceptions are addressedExemptions from this regulation may be granted on a case-by-case basis and must be approved by the Associate Vice Chancellor for Environmental Health and Public Safety or his designee (Associate Vice Chancellor).

4.AUTHORITY

The Associate Vice Chancellor has the responsibility to authorize and approve the use of all electronic security management systems being used for safety and security purposes at NC State, and to require the removal of inappropriate or inadequate systems if in the best interest of the university. The Division of Environmental Health and Safety (Division) shall establish rules for the purchase, installation and operation of specific types of electronic security management systems by NC State’s colleges, departments, and units. Nonconforming legacy electronic security devices must comply or be removed at the department's expense prior to January 1, 2011.

45.REQUIREMENTS

45.1 AllUniversity NC State colleges, departments, and units using any form of electronic security management systems are responsible for obtaining approval from the Division of Environmental Health and Public SafetyAssociate Vice Chancellor prior to design or installation of any security device or system used for safety and security purposes at the University.

4.2 The Associate Vice Chancellor of Environmental Health and Public Safety or his designee has the responsibility to authorize the use of all electronic devices or systems being used for safety and security purposes at the University, and to require the removal of inappropriate or inadequate electronic security systems if in the best interest of the University.

5.2 NC State department or units that are primarily receipt supported are responsible for cost of the design, purchase, and installation of electronic security management systems required to meet the university’s Security Master Plan or design guidelines.

45.3 3 When an electronic security management system is required by university University rules or regulations, or lab security rules, the Division’s Security Applications and Technology Technologies Department will service and maintain the system. A list of these systems is available can be obtained from the Security Applications and Technology Technologies Department.

45.4 4 Maintenance of electronic security management systems is required. NC State units that are primarily receipt supported are responsible for the cost of the system’s maintenance. For systems not required by NC State’s security design guidelines or the university’s policies, regulations, or rules, maintenance will be paid by the college, department, or unit that requested the system’s installation. Maintenance must be contracted through the Security Applications and Technologies Department, and an annual maintenance fee will be assessed at the beginning of each fiscal year.Maintenance of electronic security systems not required by a university rule or regulation will be paid by the department(s) that requested and funded the installation. Maintenance will be contracted through the Security Applications and Technology unit.
