PROPOSED PROCEDURE FOR ACCESSING FARM PROPERTIES BY SKA SA STAFF OR CONTRACTORS

  1. INTRODUCTION

The SKA SA is invited to carry out technical work in planning the establishment of infrastructure of the SKA Phase 1 project.

  1. PURPOSE

The purpose of the proposed access procedures is to ensure

  • that property is not entered illegally
  • that work performed on property with the approval and knowledge of the farm owner takes place
  • monitoring of unknown vehicles in specific areas.
  1. ACCESS PROCEDURE

3.1 Before Arrangements

  • The designated SKA SA staff member or SKA SA contractor will contact the owner of the property by telephone or by e-mail to request an appointment.
  • The purpose of the visit
  • Suggested / agreed date, time, place of meeting
  • Type of vehicle that will be used for the visit
  • Period required to do the work on the property
  • The appointment date, time and place will be confirmed by e-mail or SMS with the landowner concerned.

3.2During Visit

  • Identification of Staff / Contractors
  • The designated SKA SA staff member or SKA SA contractor will be in possession of an appointment identification card indicating that he is a staff member or appointed contractor.
  • Wherever possible, all vehicles SKA SA signs or contractors will indicate that they have been contracted by SKA SA.
  • Behavior on Property
  • The designated SKA SA staff member or SKA SA contractor will determine the owner or designated person as the owner at an agreed pit on the property.
  • The following principle will apply to gates. Where a gate is open when the designated SKA SA staff member or SKA SA contractor arrives, they will leave the gate open. If the gate was closed at the time of arrival, the gate will be closed again.
  • Should the designated SKA SA staff member or SKA SA contractor drive to a point in the field where there is no access route, this aspect will be discussed with the owner before undertaking.

3.3After the Visit

  • A brief summary of the visit, as well as the points discussed as well as the agreed points will be sent to the owner by e-mail as soon as possible.
  • Owners will be requested by the designated SKA SA staff member or SKA SA contractor to sign a handwritten summary to confirm the visit. This summary document is not a binding contract or approval for any financial aspects. This is purely a record of the conversations the owner can agree with or not. The purpose of this record is to protect both the owner and the designated SKA SA staff member or SKA SA contractor.
  • The record of conversation will contain the following minimum information:
  • date
  • Place
  • People present
  • Activities undertaken on the property
  • Summary of conversation
  • Agreed information eg. A possible appointment date, etc.

SKA SA realizes that landowners may have many questions during the visits. It is also hoped that owners will realize that certain contractors or staff members perform poorly-performed tasks and may not be able to answer all their questions.
