Title of Activity / Review of the existing tools and development of new tools

Programme change, if any / Proposed a programme change of US$ 1,000from 1.2.4. As there has beenan ongoing inflation in the travel cost since the work-plan was prepared, it is now essential to increase the budget for this activity in order to get the proper consultant with the required expertise, and to carry out the training of trainers (TOT) workshop to facilitate the implementation of this activity. The activity 1.2.4. can be carried out byutilizing the balance amount of US$ 3000 and can also be complemented by the activity 1.2.5.
Background & situation analysis / Currently TB control programme has expanded its prevention and control activities mainly through the donor funded projects e.g. GFATM, WB, WHO. The existing monitoring and evaluation (M&E) tools have to be reviewed and new tools need to be developed to assess the outcome of the current prevention and control activities. Additional information are required and collected in order to provide necessary information for M&E of the donor funded projects.
Specific objective / To review the existing M&E tools and develop new M&E tools of the TB control activitiesconsisting of new indicators to facilitate the control programme activities and provide information to the donors supporting the programme. It would also help inassessingthe progress towards MDG indicators on TB.
Expected output / New M&E tools on TB contorl activities.
Technical justification / The existing tools on M&E were developed long time ago and they do not provide all the required information necessary to monitor and evaluate some activities carried out in the present TB control programme. It is timely to review the existing tools and develop the new tools to meet the current requirement of M&E. Effective utilization of the M&E tools in bringing the information needed by the partners would be observed as follow up action.

Methodology / Through thenational consultant, existing M&E tools will be reviewed and new tools developed, based on which TOT will also be organized.

Note: Based on above proposal, WCO will fill the WHO APW form and send it for signatures of the Contractor and endorsement by the MOH

Estimated Budget Details – SLRs

  1. Per-diem, remuneration and travel cost for the Consultant

to review and develop the tools = 100,000

Terms of Reference for APW

Development of the new Monitoring and Evaluation (M&E) Tools

for National Programme of TB Chest Diseases (NPTCCD)

Terms of Reference:

  • To review the existing M&E tools of the TB control programme.
  • To review all the targets and indicators of the National strategic plan for TB control and other donor funded programmes.
  • Develop new M&E tools.
  • To assess the capacity of the current NTCCD to implement the new M&E tools and conduct TOT programme for the implementation of the newly developed tools.

Technical Information on Performance of Work:

In view of expanding DOTS to all the districts and enhancing case detection and treatment activities under various donor funded projects, it is important to strengthen the surveillance aspectin support of the control activities.

To strengthen the surveillance activities, there is a need to revise the existing Monitoring and Evaluation tools. Need is also felt to assess the NCCD capacity and conduct TOT to implement the newly developed M&E tools. For this purpose, it is proposed to avail the services of a national consultant under APW.
