OVERVIEW

The County of Fresno on behalf of the Department of Assessor/Recorder is requesting proposals from qualified vendors to provide an Integrated Property Tax and Valuation Systemthat is fully compliant with California property tax law and supports all of the property tax / valuation functions performed by the County of Fresno Assessor-Recorder, Auditor-Controller/Treasurer-Tax Collector and Clerk to The Board Offices.

This system will be capable of integrating with the functions of all three major participating County of Fresno Departments as well as other County agencies and the general public as described in this Scope of Work

The Assessor-Recorder, Paul Dictos is elected by the voters of FresnoCounty. The Assessor is responsible for determining the assessed value of all taxable Real and Personal Property within FresnoCounty. Under the California Constitution and the Revenue and Taxation Code, the Assessor has several primary duties; locate all taxable property within Fresno County; Identify the person who owns, claims possesses or controls property on the Lien Date (R&T 405); establish the assessed value of all taxable property in accordance with the law; and publish both an annual and supplemental assessment roll.

The Auditor-Controller/Treasurer Tax-Collector, Vicki Crow, is elected by the voters of FresnoCounty. The Auditor-Controller is the chief accounting and disbursing officer of the County. The Auditor maintains the accounts of County government, School Districts, and most Special Districts. Taxation functions of this department include tabulating the assessed valuation of property, compiling tax rates of local government, preparing the tax roll and controlling accounts for current and delinquent taxes. In addition, this Department collects taxes, sells tax-defaulted land as well as certifies the tax roll for Secured, Unsecured and Supplemental assessments.

The Clerk to the Board of Supervisors is a Division of the County Administrative Office. It provides a range of services to the public, the Board of Supervisors and CountyStaff. It is also the official repository of CountyRecords. In addition, the Clerk to the Board provides the Board of Supervisors with detailed Agendas and supporting documentation; maintains and disseminates all Board directives, policies and laws of the County’s legislative branch and processes applications for changed assessment (Appeals). It also schedules and publishes hearings in accordance with legal requirements, maintains minutes and official records, provides administrative support to Assessment Appeals Board members and provides assistance to the general public on Assessment appeals processes.

FresnoCounty at present has the following types and volumes of taxable property:

  1. Secured Assessments -282,452. This includes 37,272 Personal property entries;
  2. Unsecured Assessments- 15,127. This includes boats, airplanes, escapes, etc;
  3. Tax Exempt Parcels- 800;
  4. Utility parcels- 500. This includes railroad, public utilities, pipelines, etc.
