Projects are arranged alphabetically. Projects highlighted in RED have notable changes this week. Construction is tentative and subject to change at any time.
SCHOOL IS BACK IN SESSION
· School is back in session. 20 mph speed zones will be enforced in school zones. The City of Spokane is asking drivers to slow down and obey the reduced speed limit zones. Keep your eyes open for pedestrians and children walking to school. Please stop for pedestrians at crosswalks and obey crossing guards.
1ST AVENUE ET AL, ERIE TO HELENA
· Water Main installation work is ongoing.
Friday, September 30, Perry will be paved with the base lift of asphalt.
Street surface grinding will begin Monday, October 3 on 1st Avenue from the intersection of Helena to Perry. Local access will be maintained. Work will begin in 1st Avenue and Helena Monday, October 3. The intersection of Helena will be closed for this paving. Traffic will be detoured to Perry and Napa.
Project boundary:
o 1st Avenue from Erie Street to Helena Street
o Perry Street from 1st Avenue to Sprague Avenue
o Ivory Street from 2nd Avenue to Sprague Avenue
o Helena Street from 1st Avenue to Sprague Avenue
o Perry Street from 2nd Avenue to Hogan Street
This project will provide storm water conveyance to Pacific and Perry Infiltration Facility and replace old water distribution lines. The project also includes associated street construction.
This is an $800,000 project funded by Transportation Benefit District, Community Development Block Grant and Utility revenue.
25th AVENUE, SOUTHEAST BOULEVARD TO LACEY COURT
· 25th Avenue is substantially complete with punchlist items remaining.
This project will reconstruct 25th Avenue.
This is a $351,600 dollar project.
37th AVENUE, REGAL STREET TO CUSTER STREET
· 37th Avenue from Freya to Custer Street is closed. Drivers are asked to use the detour route to maintain safety within the construction zone. This section will be closed for the remainder of the project. 37th will be closed at Havana Street. Citizen access is along the detour route at Palouse Hwy. The detour route is Glenrose to Palouse Highway to Regal Street.
Crews are currently grading from Freya to Myrtle. Storm installation will be completed the week of Monday, September 26.
This year’s project will be from Custer Street to Freya. Next year’s project will be from Freya, including the intersection, to Regal Street.
This work is to reconstruct the road, include pavement replacement, curbs, sidewalk, bike lanes, stormwater piping, and a 36 inch water main.
The $4.8 million dollar project is funded with Drinking Water State Revolving Fund (DWSRF), Federal STP Funds, State TIB Funds, Ecology SRF Loan, Utility Rate Fees, and Bond Utility Match Funds
BEN BURR TRAIL AND CONNECTION TO THE CENTENNIAL TRAIL
· Crews are installing new storm crossing and new ADA ramps on 2nd Avenue, closing the street from Napa to Arthur Street. Lane restrictions are in pace on 2nd Avenue between Altamont and Napa. The freeway on ramp remains open and exit 282B has been reduced to one lane.
· Third Avenue has lane restrictions from Arthur to Altamont Street. The crossing at Perry Street under the I-90 freeway is closed. Crews are installing new ADA ramp in these locations.
Work continues along the trail at 3rd Avenue and Arthur and 2nd Avenue and Perry. Excavation will be intense with heavy equipment in the area for rock excavation that will continue through the end of the construction season in late fall 2016.
This project will design and construct a shared use paved trail connection for bicyclists and pedestrian as well as security lighting installation. The project will be from the Centennial Trail at the Gonzaga Bridge southeast of Erie Street and continuing to Liberty Park where a connection will be made to the existing Ben Burr Trail. The trail will then continue on the existing Ben Burr Trail to the trailhead immediately south of Underhill Park.
The $1.2 Million dollar project is funded with Federal Surface Transportation Program (STP) and Federal Congestion Mitigation and Air Quality (CMAQ) Funds
BRIDGE AVENUE AND MONROE STREET CSO WORK
· Work continues on pouring of the concrete floor slab. Large equipment and trucks are in the area. Drivers are asked to slow down and be aware of trucks coming and going in the area near Anthony’s and the CSO project.
Summit Blvd/Bridge Avenue is closed to traffic.
Lincoln has one northbound lane open. Lincoln southbound is closed at Broadway with local access maintained to Anthony’s restaurant and parking lots.
This project will construct a Combined Sewer Overflow Tank (CSO) tank and the necessary piping for our Cleaner River Faster Program.
This $5.9 million dollar project is funded with local Utility Funds
BRIDGE INSPECTION WORK
· Inspection of the Greene Street Bridge is scheduled to start at 8:00 a.m. on Tuesday, October 4. Crews will first close one lane of Riverton Avenue and as they progress across the bridge one lane of Upriver Drive will close. Flaggers will be present throughout the bridge inspection.
The Greene Street Bridge inspection will continue on Thursday, October 13 starting at 9:00 a.m. First the north bound curb lane will be inspected before crews switch to the south bound lane.
Additional time for the Greene Street Bridge inspection is scheduled for Friday, October 14.
EVENTS
· WASHINGTON STATE CHINESE LANTERN FESTIVAL
The 5 week celebration of Chinese culture is once again being hosted at Riverfront Park, the event lasts until Sunday, October 30. This event has no street closures. Discounted tickets are $13 and available Tuesdays for seniors 65+, Wednesdays for veterans and active military members, and Thursdays for college students.
· ZOMBIE PUB CRAWL
Saturday, October 1 is the annual Zombie Pub Crawl. Citizens should expect 600+ zombies and zombie hunters roaming downtown Spokane there will be no street closures.
· GREAT PUMPKIN RACE
The Great Pumpkin Race is Saturday, October 29. The event will close Madison Street between 17th and 18th Avenue from 9:30 a.m. to 2:00 p.m.
HAZELS CREEK STORMWATER TREATMENT PROJECT
Work continues on Freya south of 37th Avenue. Construction of a stormwater treatment system with disposal ponds and stormwater piping is beginning. This system will be an extension of the existing Hazel’s Creek Facility on 42nd Avenue.
The $1.6 Million dollar project is being funded with Ecology Water Quality Fund Loan (WQSRF) and Utility Rate Funds
INDIANA AVENUE FROM DAKOTA TO PERRY STREET
· Paving is scheduled Monday, October 3:
o Indiana Avenue from Hamilton to Perry base lift
o Crescent Avenue top lift
The next paving date is Tuesday, October 18.
Remaining work includes pouring curb supports, landscaping, installing electrical, installing signs, pavement markings throughout the project, a swale repair and one swale instillation.
The project is on track to finish by Monday, October 31.
Hamilton Street will have lane closures as crews do curb and signal work on each corner.
o Continuing through the week of October 3rd.
o Hours of restriction: 9 a.m. to 3 p.m.
Perry St. will continue to be reduced to one travel lane in each direction to perform work within and near the Perry/Indiana intersection. Crescent Ave. east of the Perry/Indiana intersection will be closed at the intersection and railroad crossing. Crescent Ave. east and north of the railroad tracks will remain open and provide access to Avista’s campus. Avista traffic is advised to use Upriver Dr. to Greene St. or Mission Ave. The work and related lane reductions at the Perry/Indiana intersection will continue through early October.
Work along Indiana Avenue is as follows:
o Indiana Ave. from Ruby St. to Perry St. will be closed to through traffic with East-West traffic detoured to Mission Ave. and Montgomery Ave. and Illinois Ave.
o North-South arterials within the construction zone at Hamilton Ave. and Perry St. will remain open.
This project will include curb ramps, storm swales, new curb, waterline replacement, signal installation work and some parking removal
The $2 million dollar project is being funded with Arterial Street Levy Funds.
MAIN AVENUE RESTRIPING PROJECT
· The south lane of Main from Browne to Division has reopened. Roadwork from Washington to Division will be complete by Friday, September 30. There is still work to complete from Division to Pine, which will begin Monday, October 3.
Business access will be maintained. Please continue to frequent those businesses within the construction zone.
The project calls for the restriping of W Main Ave between Washington St and Pine St. In addition to restriping the following amenities are proposed on Main Ave between Browne and Division Streets:
o Planted entry feature
o Creation of a flexible multi-purpose space in the center of the street that can be used for different purposes during different times. During the weekday it will be a space for diagonal car parking. During special events, it can serve as a gathering area for people as well as parking.
o Mid-block crossing with curb extensions and planting
o Mid-block planters and benches
o Pay-by-Plate parking system with four kiosks
This is a $160,000.00 project.
MARTIN LUTHER KING JR. WAY PHASE 2A SHERMAN TO ERIE STREET
· Rock excavation is in progress. The work involves a hoe-ram so noise in the area is to be expected.
Phase 2A is an extension of Martin Luther King Jr. Way from Sherman to Erie Street. This is a continuation of the Riverside Extension Phase 1 project.
The purpose of this project is to provide vehicular and truck traffic an efficient transportation route that eliminates several safety issues and increases capacity into and out of the downtown area while passing along the south edge of the University District. These improvements include a new asphalt pavement street, utility infrastructure, storm drainage improvements, street lighting, street trees, and re-vegetation with native species. In lieu of sidewalks, the project proposes to construct a section of the Ben Burr trail to provide pedestrian circulation. The trail will be separated from the roadway traffic and aligned parallel to the Spokane River, allowing pedestrians through access with greater aesthetic experience. The right-of-way area for the sidewalk will be used to provide bike lanes and planting/storm water treatment areas.
MLK Phase 2B is scheduled for the 2017 construction season.
This is a $3.9 Million dollar project.
MONROE/LINCOLN STREET COUPLET, 8TH AVENUE TO 2ND AVENUE
· Construction crews will be working on top lift paving will begin the week of October 8. Striping and cleanup will follow the week of October 10 – 14. Lincoln is scheduled to open late day Friday, October 14.
Work on Monroe Street from 4th Ave south to 8th Ave is completing. Lighting installation has begun on both Lincoln and Monroe Street. Landscaping work continues. Monroe is expected to be fully open by late day Friday, October 7.
This project reconstructs the roadway from 8th to 2nd Avenue and installs storm water and water facilities. The portion of this project that reconstructed the street from 2nd to 4th Avenues is substantially complete.
The $4.52 million project is being funded by the 10-Year Street Bond, Capital Programs, Storm Water Improvements, and Water Department
MONROE AND LINCOLN STREET, MAIN AVENUE TO 2ND AVENUE
· Crews continue storm, sewer, and private utility work on both Lincoln and Monroe.

Storm and sewer work continues with 4 way stops at the intersections of 1st, Sprague, and Riverside Avenues. Drivers are asked to proceed with caution and watch for pedestrians crossing the street.
This project requires a lot of infrastructure work that is time consuming. Business access is easy and Businesses are open within the construction zone. It is easy to find parking and there is plenty available in the surrounding areas. We encourage citizens to make an effort to continue to frequent the downtown businesses within the construction zone. They appreciate your support.
Traffic control is in place to minimize the effects of backups during peak traffic hours. Drivers are asked to be patient and to exercise caution when in the construction zone.
Both Monroe and Lincoln have lane restrictions with four way stop signs located at the intersections of 1st, Sprague, and Riverside Avenues.
This is a full depth roadway replacement and full depth replacement between curbs on Lincoln Street and Monroe Street; Main Avenue from Monroe Street to Lincoln Street; and Monroe Street from Spokane Falls Boulevard to Main Avenue. Some minor curbing and ADA curb ramps will be installed where necessary.
The $3.12 Million dollar project is being funded with State TIB Funds, Federal STP Funds, and Local REET Funds.

· M & L Construction will be working at 618 Riverside from 9/25-9/29 closing 50% of Howard.
· Shamrock will be working at 3600 E 2nd performing signal and storm water work from 6/13-9/30.
· Kop Construction will be working at 315 W Mission closing the sidewalk on Mission and Washington 9/29-9/30.
· Centurylink will be working at 1100 N Adams in alley north of Sinto 9/26-9/30.
· Cameron-Reilly will be working at 6909 N Division with lanes on Division and Wedgewood 9/28-9/30.
· Zetin will be working at 1230 N Division closing the ally south of Sharp 9/28-9/30.
· Inch by Inch Excavation will be working at 1801 E 29th from 9/26-9/30 closing north bound traffic on Pittsburg south of Pinecrest.
· Kilgore will be working at 530 W Main closing sidewalk, parking and encroaching travel lane on Stevens between Main and Spokane Falls 9/26-9/30.
· Lou-Gar will be working at 3128 Lamonte closing the alley 9/29-10/1.
· Track Utilities will be working at 1 W Pacific between Division and Brown 9/23-10/03.
