ORGANIZATION BACKGROUND
Rwenzori Region AIDS Alert and Development Initiative (RRAADI) is an indigenous Non – Governmental Organization (NGO) that is regional based that was started and registered by social workers, medical workers and people living with HIV. RRAADI’s HIV / AIDS and Development programmes cover the districts of Kamwenge, Kyenjojo, Kasese, Kabarole and Bundibugyo of western Uganda as registered by the Ministry of Internal Affairs NGO Board under registration member S.5914 / 5110.
MAIN GOAL
Rural Communities taking centre stage in HIV / AIDS prevention measures and supporting HIV / AIDS infected and affected individuals and families within their communities through training, information dissemination, sensitization, palliative care and support and counseling services.
SPECIFIC OBJECTIVES
- To mobilize 1000 community members to participate in HIV / AIDS voluntary counseling (VCT) services by December and formation of pre – test and post – test clubs at every sub – county in the Region.
- To solicit support for 150 women living with HIV who are pregnant and wish to produce HIV negative children under Prevention of Mother to Child HIV Transmission (PMTCT) by 2010
- To mobilize support for the provision of medical treatment, care, equipments, materials and nutritional supplements for 120 people living with HIV clients by June 2010.
- To mobilizeeducational support for over 50 HIV Orphans and other Vulnerable Children (OVCs) by June 2010.
STATEMENT OF NEED
In Rwenzori Region, HIV / AIDS have killed thousands of people and left many other infected and affected severely. In the beginning, HIV / AIDS was an urban problem, affecting more men urban than women and mostly the high – income strata of the population but current findings by Uganda AIDS Commission indicate that HIV / AIDS pandemic is high among married couples and teenagers.
Though still higher in urban areas, the pandemic has nowdays rapidly moved to rural areas and yet the HIV status of most rural people remain uncertain due to scarcity of testing centers.
Moreover, the infection rates are between three and five times higher in young women than men. This has affected agricultural production, increased poverty levels, increased the number of orphans and children headed families, increased number of widows majority of whom are HIV positive.
Overall, it is estimated that at least 80% of HIV / AIDS infections occur through heterosexual sex and about 19% are through parent to child transmission.
The higher number of orphans has resulted into a high number of school dropouts, a sign of incompetent and redundant future generation and high rate of crime.
In relation to that, some of these orphans are HIV positive having acquired it from their mothers. According to our findings, the following problems were found to be common and are on increase in Rwenzori Region.
- The number of HIV cases are on the increase
- Increasing number of orphans and child headed families
- Increased number of cases of children infected with HIV / AIDS mainly from their mothers as most women deliver in villages assisted by Traditional Birth Attendants (TBAs).
- Counseling and testing centers are based in towns putting rural poor people at a disadvantage because they do not have money to transport themselves.
- Many HIV / AIDS orphans dropout of school after primary seven.
TARGET GROUP / BENEFICIARIES
The project mainly target women living with HIV / AIDS who are pregnant to prevent mother to child HIV Transmission, children living with HIV / AIDS and treatment and care, community members to participate in voluntary counseling and testing services as well as orphans and other vulnerable children to be supported to continue with their education so that they can also smile in future.
EXPECTED RESULTS / OUTPUT
a)5 HIV / AIDS Voluntary Counseling and Testing outreaches will be organized deep in the villages so that rural people can know their HIV / AIDS status.
b)Pregnant HIV / AIDS positive mothers will be supported to deliver in hospitals by caesarian and their babies will be supported and exclusive replacement feeding.
c)Women and children living with HIV / AIDS will be supported with medical treatment, care, and nutritional support.
d)Orphans and other vulnerable children will be supported with educational materials in form of scholarships, bursaries and scholastic materials.
e)A monthly HIV / AIDS Newsletter will be published through which good practices and innovative ideaswill be shared amongst the target group in the region.

STRENGTH OF THE APPROACH
This approach is a community based one and unique from other HIV / AIDS interventions in Region it is targeting rural women and children who have been victims of circumstances. The impact of the project will be reduced number of children acquiring HIV from mothers, long dated survival among women living with HIV / AIDS and as well as increased number of orphans and other vulnerable children accessing education.
OPPORTUNITIES CREATED
The project will lead to improved quality of life among children and women living with HIV / AIDS and orphans in the Region. This will restore a sense of hope among grand parents, parents, guardians, children for a vibrant tomorrow. RRAADI’s management and staff will also gain more experience in responding to community needs.

ORGANIZATION CAPACITY AND MANAGEMENT
RRAADI has got a Board of Director led by a competent medical doctor whose role is to monitor and appraise staff performance. The Board is a policy making body of the organization while staff is charged with the date today running in the organization.
MONITORING, EVALUATION AND REPORTING
Reporting about project status and progress of implementation will be a responsibility of RRAADI, activity and financial reports will be submitted to the funding agency quarterly. The project will be monitored and evaluated through a comprehensive mechanism and procedures agreed upon between RRAADI and the funding agency. The project activities will be monitored through quarterly and annual reports, quarterly staff meetings, advocacy meetings, feedback from the community through letters, open testimonies. A team from the funding agency will conduct support supervision visits on quarterly basis. The project management will review all the interventions on quarterly basis to determine progress made towards achievement of project output.
