1.  What was the purpose of the project? What did the project plan to achieve and how? (Brief description of the project, max 100 words).

BEST- Profy aimed at identification the best practices from four Western Balkan Counties (Macedonia, Montenegro, Bosnia and Herzegovina, Slovenia) as first step in deploying common evaluation standards. An overall goal is to develop WBEN standards for the profession evaluator. Main activities refered to establishing cooperation with national evaluation authority, identification of best practice in policy evaluation on national level and organization of Western Balkan meeting for presentation of national best practices. The expected results were identified 20 best practices and harmonized common criteria for issuing evaluator credential in Western Balkan

2.  Did the project achieve what it planned to achieve? Yes, fully. Despite the fact that project started with one month delay, All activities related to development of tools for selection of best practices implemented, the deliverable produced and expected results regarding to events, involvement of target groups and agreement about common standards achieved.

The deliverables are hosted on the web site http://men-evaluators.weebly.com/

In the project period the expected results were achieved through 10 implemented activities[1]. Two WBEN regional meeting, one conference for evaluators and three national events organized with total number of 128 participants, out of them 60 women and 15 young evaluators. Partnerships on national level for cooperation between VOPE and national authority body for evaluation were established.

3.  Was the project implemented as planned? If there were changes in the planned activities, why they were necessary?

The project was implemented as planned. Only one changes was regarding evaluation standards. As the national VOPEs opinions were different the agreement was that in this phase can be accepted only minimum criteria for evaluation and monitoring standards

The following activities were implemented:

·  Development of procedures for assessment of national environment for evaluation- output: Template for submission of best practice

·  Invitation for cooperation and submission of best practice, output: 35 submitted Best (good) practices

·  Organization of regional meeting in Hotel Saraj -Sarajevo on 27.10.2015 output: Conclusions about establishing WBEN PES ( professional evaluators standards)

·  Participation on 1st Regional Conference for policy evaluation in Western Balkan with 70 participants,( 50% women and 15 young evaluators) where the first day was national events for the good practices in BIH. Output: identification of 5 good practices from BiH for regional meeting.

·  The promotional event for Monitoring and Evaluation practices in Republic of Macedonia was held on 21.12.2015 in Hotel Porta -Skopje., In total 38 participants form state institutions, NGO, BEST Profy project partners, Individual evaluators took part. Deputy Minister for Local self-Government had opening speech one Member of Parliament say hello to participants. Outputs: 13 Good practices presented and discusses their further promotion in public

·  The promotional event for Monitoring and Evaluation practices in Montenegro was held on 10.03.2016 in Podgorica

·  The regional meeting for promotion of best practices from Western Balkan was held on 11.03.2016 in Podgorica

·  Preparation and printing of best practices brochure in Serbian- Croatian

·  Preparation of minimum criteria for professional credentials ( individual evaluator's standards)

4.  What are the main lessons/challenges learned from the experience of this project that you would like to share with other VOPEs?

Lessons learned

4.1  National VOPEs has different agenda about strategic priorities regarding to evaluation and monitoring. They are more focused on building capacity of VOPE than bigger influence in public and national policies.

4.2  There is lack of willingness to discuss about evaluation standards and its implementation within Western Balkan region because of different approach regarding evaluation and monitoring.

Challenges

4.3  To deploy common strategic directions within WBEN about capacity building for promotion of evaluators standards

4.4  To upgrade skills and competences for training and build capacity of VOPEs for higher standards in managing VOPEs and raising awareness in public for evidence based policies.

5.  Are there plans to continue or expand collaboration started under the project? If so, please describe.

The collaboration under the project will continue with WBEN meeting in September for deployment of minimum standards in procedures for it implementation by VOPEs
